এনআরসিঃ কেমন ছিল ১৯৫১-র দিনগুলি?
NRC: How were those days in 1951?

১৯৫১ সালেও অসমে প্রথম নাগরিক পঞ্জি (এনআরসি) তৈরি হয়। তা গুরুত্বহীন হয়েই পড়েছিল এতকাল। কার নাম রয়েছে, কার নাম নেই, সাড়ে ছয় দশকে কেউ খুঁজেও দেখেননি।

এখন এর নবায়নের নামে তৈরি হচ্ছে দ্বিতীয় এনআরসি। বহু বৈঠকের পর এর মডেলিটি তৈরি হয়। পাইলট প্রজেক্ট, গোলাগুলি, সুপ্রিম কোর্টের তদারকি, দুই দফায় খসড়া প্রকাশ, আন্দোলন, কৃতিত্ব দাবি, অসন্তোষ প্রকাশ—কত কীই না ঘটছে এ বার।

অথচ ১৯৫১ সালে ভোটার তালিকা নবীকরণের মতোই এনআরসি-র কাজে বাড়ি বাড়ি ঘুরেছেন ইন্যুমারেটররা, বলছিলেন আসাম বিশ্ববিদ্যালয়ের প্রথম রেজিস্ট্রার পূর্ণেন্দু শেখর ভট্টাচার্য। তখন তাঁর ১১ বছর বয়স। চতুর্থ শ্রেণিতে পড়তেন। সেইদিনগুলির কথা ঝাপসা মনে পড়ে। তিনি বললেন, এনআরসি প্রকাশের পরও হইহই-রইরই ছিল না। তাঁর নিজের যেমন করিমগঞ্জ জেলা (তখন মহকুমা)-র রামকৃষ্ণনগরে ১১১ নম্বর বাড়ির সদস্য হিসেবে নাম রয়েছে। একই সঙ্গে আছে বাবা (বর্তমানে প্রয়াত) পরেশচন্দ্র ভট্টাচার্য ও অনুজ প্রদ্যুতকুমার ভট্টাচার্যের নাম। কিন্তু সাত দশকে এই নথির কোনও প্রয়োজন পড়েনি। এ যে হাতে লিখে তৈরি হয়েছিল, তাও জানতেন না।

প্রবীণ সিপিএম নেতা, প্রাক্তন বিধায়ক দীপক ভট্টাচার্য জানান, তাঁর বাবার নাম থাকলেও ১৯৫১-র এনআরসিতে তাঁর নাম নেই। অথচ তখন তাঁর ১৪-১৫ বছর বয়স। কেন নেই, কোনওকালে খেয়াল করেননি। তখন ওঠেনি দীনেন্দ্র নারায়ণ বিশ্বাস বা তাঁর বাবার নামও। দীনেন্দ্রবাবু এখন পঁচাশি বছরের বৃদ্ধ। রেকর্ডপত্র ঘেঁটে দেখান, পঞ্চাশের দশকে তাঁর বাবা শিলচরে কমিশনারের কার্যালয়ে চাকরি করতেন। তাহলে কেন তাঁর নাম নেই, কেউ কোনও দিন জানতেও চাননি। অবসরপ্রাপ্ত কলেজশিক্ষক সৌরীন্দ্রকুমার ভট্টাচার্যের কাছে আবার নাম থাকা, না থাকা একই কথা। তিনি জানান, তাঁর বাবার নাম ছিল। কিন্তু এ বার এনআরসি-র ফর্ম পূরণ করতে গিয়ে জানতে পারেন, কাছাড় সহ বেশ কিছু জেলায় ১৯৫১-র এনআরসি-র কোনও রেকর্ডই খুঁজে পাওয়া যায়নি। ক্ষোভের সঙ্গে বলেন, সরকার এই কথা বলে রেহাই পেয়ে গেলেও নাগরিকদের তো রেহাই নেই। তাই পরে খুঁজতে হয়েছে ১৯৬৬ আর ১৯৭১-র ভোটার তালিকা।

September 27: National Register of Citizens (NRC) was prepared in Assam for the first time in the year 1951. But after that for more than 6 decades, this maiden NRC became virtually unimportant. All these years none took any initiative to check whether their or their parent’s names were there in the NRC of 1951.

Now NRC is updated in Assam. Process is on for the preparation of NRC for the second time in the state. After much deliberation, the modality of NRC was prepared. However, after that much water has flowed through Brahmaputra and Barak. Pilot project, firing, intervention of Supreme Court, two times publication of draft, movement, claiming of credit, expression of dissatisfaction—many such and other incidents occurred this time.

Whereas, in 1951, the enumerators went from house to house just like updation of voter list and collected data for preparation of NRC. This was informed by the first Registrar of Assam University, Purnendu Shekhar Bhattacharjee. At that time, his age was 11 years. He was a student of Class IV. He has a faint memory of those days. While interacting with way2barak, he said that even after publication of the NRC in 1951, no hue and cry was raised. His name was included in that NRC as a resident of House No.111 of RamkrishnaNagar in Karimganj district Even the names of his father Paresh Chandra Bhattacharjee (at present deceased) and younger brother Pradyut Kumar Bhattacharjee were there in that list of 1951. But he did not felt the importance of the document in the past 6 decades or more. He even did not know that the list was hand written.

Veteran CPM leader, former MLA Dipak Bhattacharjee told that though his father’s name is there in the NRC of 1951, but his name was not there. Though his age was around 14-15 at that time, his name was not included. But since then, he never queried why his name was not there. At that time, the names of Dinendra Narayan Biswas and his father were also not included in the list. Dinendra Biswas is now 85 years old. On searching the old documents, he took out a paper and showed to the correspondent of way2barak. It was a document of decade of 50s which proved that his father was an employee of the office of the Commissioner at Silchar. So why his name was not there in the NRC of 1951? He replied that neither he nor others ever felt its necessity. For retired college teacher, Dr. Sourindra Kumar Bhattacharjee, the inclusion or exclusion of names in that list is all the more same. His father’s name was there in the NRC of 1951. But this time while filling up the NRC form, he came to know that there was no trace of any record of the NRC of 1951 in Cachar and some other districts. He expressed anguish that government has shrug its responsibility by stating that records of 1951 are not found, but the citizens have to bear the brunt for this callous attitude of the government. As such, he became found to search and find the voter lists of 1966 and 1971.
