Assam launches CM TRANS to process online applications through uniform distribution of workload among DTOs

May 13: Assam government has formally launched CM Transport Randomised Allocation Networked System (CM TRANS) on Friday. Assam is the first Indian state to launch such a system by its chief minister on Friday. CM TRANS is a uniform distribution of workload among District Transport Officers (DTOs) in a faceless and unbiased manner.

Taking to his twitter handle, Chief Minister Dr Himanta Biswa Sarma wrote, “Glad to launch CM TRANS, a mechanism to process online faceless applications through uniform distribution of workload among DTOs, increasing efficiency and ensuring transparency in the process. Assam is proud to have this pioneering initiative in India.”

Highlights:

  • Online applications distributed randomly to other DTOs for verification and approval
  • Applications distributed randomly based on workload of DTOs
  • Neither Citizen Applicant nor parent DTO knows to which DTO the application is routed
  • Application location and status monitoring can be done centrally only by State Admin/Commissioner

Advantages:

  • Uniform distribution of work among DTOs resulting in greater efficiency and faster service delivery
  • Role of middlemen effectively eliminated as office location of verification and approval is not known.
