Annual State Budget 2021-2022 of Assam Legislative Assembly to be tabled on 16 July

Budget Session of Assam Legislative Assembly from July 12

July 4: The Budget Session of the 15th Assam Legislative Assembly, 2021 will begin from 12 July and will continue till 13 August, 2021. On the opening day, after the Obituary References, the Speaker will announce the Report of the Business Advisory Committee settling the Business for the Budget Session of the Assembly, 2021. The Speaker will announce the names of the Members constituting the panel of Chairmen under Rule 9(1) of the Rules of Procedure and Conduct of Business in Assam Legislative Assembly. This will be followed by laying of Ordinance, Reports, Rules etc, if any along with presentation of Reports of various Assembly Committees, if any. Thereafter Motion for election of Members to various Government Conunittees, Boards, etc and introduction of Government Bills will follow. The day will end with presentation of the list of Supplementary Demand and Supplementary Appropriation, if any for 2021-2022.

On 13 July Private Member’s Business will be held with Bills, Resolutions, Special Motion, Motions, if any after the Question Hour and Member’s Hour. On 14th July, there will be Introduction of Government Bills, if any, after the questions. On 15th July, voting on Supplementary Demand for Grants for 2021-22 will be held. This will be followed by introduction, consideration and passing of the Assam Appropriation Bill, 2021. The Annual Financial Statement (Budget Estimates) of the Government of Assam for the year 2021-2022 will be presented on 16th July.

On 19 and 20 July, there will be general discussion on the budget. From 22 July to 3 August there will be recess for DRSC Meetings. The Session will resume from 4th August with Question Hour, presentation of Reports of DRSC and Voting on Demands for Grants. Voting on Demands for Grants will continue on 5 and 6 August, followed by introduction, consideration and passing of the Assam Appropriation Bill, 2021 on 6th August. On 11 August there will be consideration and passing of Government Bills, if any. On 10th August there will be Private Member’s Business. There will be Government Business on 11 August with consideration and passing of Government Bills, if any.

The Budget Session will have Speaker’s Initiative on 12 August. Consideration and passing of Government Bills, if any, followed by any other Government Business remaining unfinished will be held on 13 August and the session will come to an end with Adjournment sine-die.
