Tripartite discussion failed, management absent, lock out continues at Kumbhirgram

৩০ অক্টোবরঃ কুম্ভীরগ্রাম চা বাগানে তালা ঝুলেই রইল। মঙ্গলবার জেলা প্রশাসনের উদ্যোগে ত্রিপাক্ষিক বৈঠক ডাকা হলেও মালিক পক্ষ গরহাজির থাকে। শ্রম দফতরের অ্যাসিস্ট্যান্ট কমিশনারের অফিসে ডাকা বৈঠকে বাগান পঞ্চায়েতরা নির্দিষ্ট সময়ে উপস্থিত হন। ছিলেন বরাক চা শ্রমিক ইউনিয়নের এক প্রতিনিধিদলও। কিন্তু মালিক পক্ষের জন্য বেশ কিছু সময় অপেক্ষা করার পরে এ দিনের সভা বাতিল করা হয়। অ্যাসিস্ট্যান্ট কমিশনার তাতে কড়া ভূমিকা গ্রহণ করেন। তিনি জানিয়ে দেন, আগামী ১ নভেম্বর পরবর্তী দিন ধার্য করা হয়েছে। সেদিনও মালিক পক্ষ তাঁদের এড়িয়ে গেলে একতরফা সিদ্ধান্ত গ্রহণ করা হবে। শত শত শ্রমিককে কর্মহীন করে দিনের পর দিন কোনও বাগানে লকআউট চলতে পারে না।

সভায় অনুপস্থিত থেকে মালিকপক্ষ যে ঔদ্ধত্য দেখাচ্ছে, তাতে শ্রমিকরা প্রচণ্ড ক্ষোভ ব্যক্ত করে। তাঁদের কথায়, বাগানে লকআউট চলায় বহু শ্রমিকের খাওয়া-পরার সমস্যা দেখা দিয়েছে। এই অবস্থা আরও কিছুদিন চললে রোগশোক বাড়বে। অনাহারে মৃত্যুর আশঙ্কাও উড়িয়ে দেওয়া যায় না।

October 30: The Tripartite meeting centering the lock out at Kumbhirgram Tea Estate convened on Tuesday at the initiative of the District Administration, Cachar yielded no results as the management did not turn up in the discussion. The tea labourers reached the office of the Assistant Labour Commissioner in time, where the meeting was supposed to be held. Even a representative of the Barak Cha Sramik Union was present there. However, after waiting for a long time, the meeting was cancelled as none from the owners of the garden attended the meeting. In this regard, the Assistant Labour Commissioner took a strict decision. he informed that the meeting will again be convened on 1 November. He said that, if, however, the management remains absent on that day also, then an ex parte decision will be taken. “This is just inhuman to continue lock out for a perennial period keeping such a huge number of labourers unemployed,” said that Assistant Labour Commissioner.

Meanwhile, the labourers have expressed great resentment on the fact that the management’s absence. They said that many of them had to stay hungry as the factory was closed. If this continues, then their lives will be at danger. Survival for them will be a tough thing.
