কেউ থাকতে চান না বিশ্ববিদ্যালয়ের তদন্ত কমিটিতে, মন্ত্রকে চিঠি

২২ জানুয়ারি: অ্যাসিস্ট্যান্ট রেজিস্ট্রার পিনাকপানি নাথ পুরকায়স্থের বিরুদ্ধে উত্থাপিত অভিযোগের তদন্তে কমিটি গঠনের সিদ্ধান্ত হলেও তাতে কেউ থাকতে রাজি হচ্ছেন না৷ দফায় দফায় কমিটি গঠন করছেন ভারপ্রাপ্ত রেজিস্ট্রার প্রদোষকিরণ নাথ৷ আর নিজের হাতেই সে সব ভাঙছেন৷ কাউকে রাজি করাতে না পেরে এ বার মানব সম্পদ উন্নয়ন মন্ত্রকেই চিঠি পাঠিয়েছে বিশ্ববিদ্যালয় কর্তৃপক্ষ৷ তদন্ত কমিটি গঠনে তাদের হস্তক্ষেপ চাওয়া হয়েছে৷ সেইসঙ্গে বিশ্ববিদ্যালয়ের চিফ ভিজিল্যান্স অফিসারকে এর তদন্ত করে রিপোর্ট দিতে বলা হয়েছে৷

শুরুতেই অবশ্য জেলা প্রশাসনকে অনুরোধ জানানো হয়েছিল বিষয়টি তদন্তের জন্য৷ কিন্তু এরা কৌশলে বলটি বিশ্ববিদ্যালয় কোর্টে ঠেলে দেয়৷ অভ্যন্তরিণ বিষয় বলে অভ্যন্তরিণ কমিটি গড়ে তদন্তের পরামর্শ দেয়৷ এর আগেই একটি অভ্যন্তরিণ তদন্ত কমিটি গঠন করা হয়েছিল৷ ছাত্র সংসদ লিখিতভাবে বিশ্ববিদ্যালয় কর্তৃপক্ষের কাছে অভিযোগ জানিয়েছিল গত ৯ জানুয়ারি৷ ১০ তারিখেই অধ্যাপক অলক সেনকে চেয়ারম্যান করে দুই সদস্যের কমিটি গঠন করা হয়৷ অলকবাবু কাজ শুরু করতে চাইলেও অন্য সদস্য ব্যক্তিগত সমস্যার কথা জানিয়ে অব্যাহতি চান৷

১৩ জানুয়ারি নতুন সদস্য নিয়ে তদন্তের কাজ শুরুও হয়ে যায়৷ কিন্তু আন্দোলনকারীরা সব ইস্যুকে একসঙ্গে জুড়ে পৃথক এক তদন্ত কমিটি গঠনের দাবি জানায়৷ তখনই বিশ্ববিদ্যালয় কর্তৃপক্ষ বিষয়টি জেলা প্রশাসনের কাঁধে ঠেলে দেওয়ার চেষ্টা করে৷ আর্জি জানিয়েছিল ম্যাজিস্ট্রেট পর্যায়ের তদন্তের৷ তারা তা ফিরিয়ে দিলে ১৭ জানুয়ারি অধ্যাপক সুপ্রিয় চক্রবর্তীর নেতৃত্বে ৩ সদস্যের তদন্ত কমিটি তৈরি হয়৷ সুপ্রিয়বাবু গররাজি হলে কয়েক ঘণ্টার মধ্যে চেয়ারম্যান বদলে দায়িত্ব দেওয়া হয় অধ্যাপক এমকে সিংহকে৷ সঙ্গে বিশ্ববিদ্যালয়ের বাইরে থেকে সদস্য হিসাবে নিযুক্ত করা হয় শঙ্কর ভট্টাচার্য ও সোমেশ বিশ্বাসকে৷

কিন্তু ১৯ জানুয়ারি শারীরিক সমস্যা দেখিয়ে সরে পড়েন চেয়ারম্যান এমকে সিংহ৷ ২০ জানুয়ারি নতুন চেয়ারম্যান নিযুক্ত করা হয়৷ সেদিনই নতুন কমিটি বৈঠকে বসে৷ আগেভাগে জানানো সম্ভব হয়নি বলে শঙ্করবাবু ও সোমেশবাবু উপস্থিত হতে পারেননি৷ কিন্তু এর অব্যবহিত পরেই চেয়ারম্যান ও এক সদস্য ইস্তফা দেন৷ কমিটির আহ্বায়কও তাতে থাকতে চান না বলে জানিয়ে দেন৷ এর পরই বিশ্ববিদ্যালয় কর্তৃপক্ষ মানব সম্পদ উন্নয়ন মন্ত্রকে যায়৷ সঙ্গে বিশ্ববিদ্যালয়ের চিফ ভিজিল্যান্স অফিসারের কাছে রিপোর্ট চায়৷

January 22: Assam University seemed to have engulfed in turbulent water as regards the formation of enquiry committee against Assistant Registrar Pinakpani Nath Purkayastha. Registrar in-charge Prodush Kiran Nath has formed and cancelled multiple committees till now in this regard. None seems ready to chair the enquiry committee. The situation seems akin to the game of musical chair. Finally, the Registrar in-charge has decided to refer the matter to MHRD and seek their help to constitute an enquiry committee.

Here is the copy of the ‘Notice for General Information’ issued by the Registrar in-charge on 22 January, 2020 with the approval of the Vice Chancellor:

“It is for information of all concerned that Assam University Students’ Union submitted memorandum of allegation against one of the officers of Assam University on 9′ January, 2020 at 8.30 pm. The University Administration referred the matter for enquiry to 2-member Enquiry Committee constituted under Chairmanship of Prof. Alok Sen on 10” January, 2020 to look into charge of corruption against an officer. However, one of the members sought relieve due to personal reasons.

The Committee was partially reconstituted again on 13′ Jan 2020 and the Committee had several meetings. Meanwhile, the students asked for a Committee to be formed again on all issues. The University Administration decided to ask for Magisterial Enquiry to District Administration for free and fair enquiry and accordingly the matter was discussed with Deputy Commissioner, Cachar. However, Deputy Commissioner Cachar advised Assam University to form an internal enquiry Committee.

Accordingly on 17′ Jan 2020, a 3-member internal enquiry committee was formed in supersession of earlier Committee. The Chairman of the said Committee expressed his inability to discharge the responsibility for which the University again reconstituted the Committee with another Chairperson on 18-01-2020. Thereafter. with suggestion from various quarters. in order to ensure greater transparency into the matter, the university enlarged the Committee to 5-member with two external members.

However, later on the Chairperson of said Committee asked to relieve him citing health reasons on 19-01-2020. Thereafter, again. Assam University appointed a fresh Chairperson on 20-01-2020. The Committee was given necessary documents to conduct meeting. The Committee could only conduct a meeting of internal members by the afternoon of 20-01-2020 due to short notice to the external members who could not attend. The Committee Chairperson and one of the members again expressed their inability to discharge the responsibility of enquiry. Further, in view of the above, the Convenor of the Committee has also asked to relieve him from the responsibility.

As repeated attempts to enquire into the matter by the University has not yielded any result till date and as officers/faculty are not inclined to take the said responsibility for academic, personal and other reasons (if any. best known to them): the University has decided to refer the matter to MHRD and seek their help to constitute enquiry committee at an earliest to ensure free. fair and transparent enquiry. Meanwhile, matter shall be referred to CVO Assam University to provide a report after due enquiry. This has the approval of the Vice-Chancellor.”
