ফোনে মিলবে না ১০৮ অ্যাম্বুলেন্স, দাবি আদায়ে শুরু কর্মবিরতি

১০৮ নম্বরে ফোন করে অ্যাম্বুলেন্স এর সুবিধা আপাতত পাচ্ছেন না রাজ্যের মানুষ। মঙ্গলবার মাঝরাত থেকেই অনির্দিষ্টকালের কর্মবিরতি শুরু করেছে সারা আসাম ১০৮,১০২ এবং ইআরও কর্মচারী সংস্থা। সংস্থার পক্ষ থেকে এক বিবৃতিতে বলা হয়েছে, বিভিন্ন দাবি-দাওয়া নিয়ে জিভিকে ইএমআরআই কর্তৃপক্ষকে ১৫ দিনের সময়সীমা দেওয়ার পরও কোনও পদক্ষেপ গ্রহণ না করায় তারা এই সিদ্ধান্ত নিতে বাধ্য হয়েছেন।

সংস্থার সিদ্ধান্ত অনুযায়ী ৫ সেপ্টেম্বর অর্থাৎ মঙ্গলবার মধ্যরাত বারোটা থেকে এই কর্মবিরতি শুরু হচ্ছে। ফলে এই সময় থেকে রাজ্যের কোথাও ১০৮ ও ১০২ অ্যাম্বুলেন্সকে ডাকলেও পরিষেবা পাওয়া যাবে না। বিবৃতিতে সংস্থার পক্ষে অভিযোগ করা হয়, জিভিকে প্রতিষ্ঠান সংস্থার সদস্যদের সঙ্গে নানাভাবে বৈষম্য চালিয়ে আসছে। তারা দাবি জানান, ১২ ঘণ্টার পরিবর্তে ৮ ঘণ্টা কাজের সময়সীমা স্থির করতে হবে। তাছাড়া লেবার কমিশনারের অনুমোদিত সার্ভিস রুলও কার্যকর করার দাবি জানিয়েছেন তারা। একইসঙ্গে ২০১৬-১৭ এবং ২০১৭-১৮ বর্ষের বর্ধিত বেতনের বকেয়া প্রদান করার দাবিও উঠেছে। তারা স্পষ্ট জানিয়েছেন, এই দাবিগুলো পূরণ করা না হলে তাদের কর্মবিরতি চলবে।

এদিকে অসম সরকারকে এই কর্মবিরতির কথা জানিয়ে সংস্থা বলেছে, যদি সরকারের পক্ষ থেকে এ ব্যাপারে বিহিত ব্যবস্থা নেওয়া হয়, তবে সংস্থা জনগণকে সেবা দিতে প্রস্তুত রয়েছে।

অন্যদিকে, গত ১৮ আগস্ট গুয়াহাটিতে সারা আসাম ১০৮ মৃত্যুঞ্জয় কর্মচারী সংস্থার এক সভা অনুষ্ঠিত হয়। এই সভার সিদ্ধান্ত অনুযায়ী কর্মচারীরা জানান, অসম সরকারের অবহেলার সুযোগ গ্রহণ করে গত ৫-৬ বছর ধরে জিভিকে প্রতিষ্ঠান শ্রম আইন ভঙ্গ করে চলেছে। এ নিয়ে প্রতিষ্ঠানের ঊর্ধ্বতন কর্তৃপক্ষের কাছে বেশ কয়েকটি চিঠিও পাঠানো হয়েছে। পরবর্তীতে অসম সরকারের উচ্চপদস্থ আধিকারিকের উপস্থিতিতে অনুষ্ঠিত বৈঠকে প্রতিষ্ঠানের কর্মকর্তারা সমস্যা সমাধানের লিখিত প্রতিশ্রুতি দেন। কিন্তু এরপরও কোনও কাজ হয়নি। শেষমেশ ১০৮ কর্মচারী সংস্থা জানিয়ে দেয়, বিভিন্ন বিভাগীয় কর্তৃপক্ষের সামনে দেওয়া প্রতিশ্রুতি যদি প্রতিষ্ঠান ১৫ দিনের মধ্যে পূরণ না করে তবে সংস্থা কর্মবিরতিতে যেতে বাধ্য হবে। আর এই প্রতিশ্রুতি পূরণ না হওয়ায় মঙ্গলবার রাত বারোটা থেকে সংস্থা কর্মবিরতি শুরু করেছে।

September 4: The employees of 108 and 102 ambulance emergency services have started an indefinite strike from the midnight of September 4 protesting against the implementation of alleged improper service rules, non-payment of annual increment, excess working hours and nominal payments for maintenance of ambulances. In a press release issued by the association, it was stated that they had already given a deadline of 15 days to the GVK EMRI to redress their grievances. However, as GVK EMRI turned a deaf ear to their demands so they ultimately resorted to indefinite strike.

In a statement in Guwahati on Thursday, it was stated that, “From 2012, the All Assam 108 Mrityunjoy Employees’ Association has been raising various issues related to the ambulance service. These issues have disrupted the service many times and caused harassment to common people. But neither the GVK EMRI management nor the State government paid attention to the issues.”

The aggrieved employees further said that the monthly allotment for fuel per ambulance is Rs 20,000. And after the allotted fund is spent, the ambulance is withdrawn from service and made to remain idle for the rest of the month. This often causes a crisis of ambulances across the State. Moreover, the GVK EMRI management allows only 30 cases per ambulance in a month and this is another reason for the crisis in ambulance service. The employees also pointed out lack of technical infrastructure in the service.
