রাস্তা সাফাইয়ে শিশু!

২৩ সেপ্টেম্বর : শিশুশ্রম বর্তমান সময়ে এক বড় ইস্যু। এর বিরুদ্ধে বিভিন্ন সময়ে সরকারও নানা পদক্ষেপ গ্রহণ করেছে। সভা সমাবেশে সচেতনতার বার্তা দেওয়া হচ্ছে। একাধিক সামাজিক সংগঠন এ ব্যাপারে সাধারণ মানুষকে সচেতন করার ঘটনাও কম নয়। কিন্ত এতসবের পরও কি সমাজ সচেতন হয়েছে? সত্যিই এ এক বিশাল প্রশ্ন।

সেই অর্থে সচেতনতা আসেনি বলেই রবিবার সকালে শিলচরের রাস্তায় দেখা গেল এক শিশুকে ঝাড়ু হাতে সাফাইয়ে ব্যস্ত। আপনমনে সে তার কাজ করে যাচ্ছে। শিলংপট্টির রাস্তার নোংরা আবর্জনা সাফাই করে সে ডাস্টবিনে ফেলছে।

কে রাস্তা সাফাইয়ে তাকে লাগিয়েছে? এ প্রশ্নের অবশ্য উত্তর পাওয়া যায়নি। তবে আনুমানিক ১১-১২ বছরের শিশুটি জানিয়েছে, সে পুরসভার হয়ে এই সাফাই করছে।

কিন্তু এ ব্যাপারে জনৈক পুরকর্মীকে জিগ্যেস করলে জানান, পুরসভায় এই বয়সের কোনও কর্মী নেই। বা কোনও শিশুকে সাফাই কর্মী হিসেবে রাখা হয়নি। তা হয়তো হয়নি, কিন্তু শিশুশ্রম প্রতিরোধে যখন সরকার একের পর এক বার্তা দিয়ে যাচ্ছে, তখন শহরের প্রকাশ্য রাস্তায় ঝাড়ু হাতে এক শিশুর সাফাই সমাজকে কি লজ্জায় ফেলেনি? এর উত্তরও খুঁজতে হবে আমাদের এই সামাজিক প্রেক্ষাপটেই।

Though our constitution has specifically mentioned that employing a child in any work is a crime, yet we find ample instances where such provisions are blatantly violated. In today’s world, the issue of child labour has become a major issue. Government too has adopted various measures to stop this menace. Many social organizations have also carried on awareness campaigns against child labour. But inspite of all these initiatives has our society become conscious? This is really a big question.

That we have still not become aware is proved by the fact that on Sunday morning a child aged 12 to 14 years was noticed sweeping the streets of Shyama Prasad Road, Silchar (near Silchar Women’s College). He was busy in his own work, sweeping the streets of Shillong Patty with a long broom and dumping the garbage in the dustbin.

Who has employed him in the task of sweeping the streets? Well, this is a difficult question. The boy aged 12 to 14 years, however, said that he was working for Silchar Municipality.

But when an employee of Silchar Municipal Board (SMB) was asked, he straightway denied that there is no children in their roll. He informed that Municipality do not employ any children. SMB may not have employed the child in question but at the same time it also cannot be denied that a child was infact sweeping the street of Silchar town on Sunday morning. Is it not an insult to the elite digital society to which we belong? We will have to probably search this answer in the society to which we all belong.
