২৬ অক্টোবরঃ লক-আউট নোটিশ লাগিয়ে সরে পড়লেন কুম্ভীরগ্রাম চা বাগানের মালিক পক্ষ। বৃহস্পতিবার রাতের বিবাদের জেরে রাতেই  হদিশ মিলছিল না ম্যানেজার, বড়বাবু, টিলাবাবুদের। জেলা প্রশাসনের তরফে শুক্রবার ত্রিপাক্ষিক বৈঠক ডাকা হয়েছিল। সার্কল অফিসার কুলদীপ হাজরিকা, ডিএসপি অমলজ্যোতি দাস এবং শ্রম দফতরের দুই অফিসার উভয় পক্ষের সঙ্গে যোগাযোগ করেন। থানায় আসতে বলা হয় সব পক্ষের প্রতিনিধিদের। কিন্তু শ্রমিকরা থানায় গিয়ে বৈঠকে বসতে আপত্তি জানান। পরে অন্যত্র বৈঠকের কথা ভাবা হলেও গুডরিক টি কোম্পনির পক্ষ থেকে জানিয়ে দেওয়া হয়, তাঁরা এখনই আলোচনায় বসতে রাজি নন। কারণ হিসেবে জানান, এঁরা সবাই গুয়াহাটিতে রয়েছেন। কয়েকদিনের আগে তাঁদের পক্ষে শিলচরে আসা সম্ভব হচ্ছে না। শেষপর্যন্ত ত্রিপাক্ষিক বৈঠক বাতিল হয়ে যায়।

জেলা প্রশাসন এবং শ্রম দফতর কুম্ভীরগ্রাম বাগানের বিবাদ নিরসনে মালিক-শ্রমিককে ডাকাডাকি করলেও জানানো হয়নি বরাক চা শ্রমিক ইউনিয়নকে। তাতে ইউনিয়নের পক্ষ থেকে ক্ষোভ ব্যক্ত করা হয়েছে। তাঁদের বক্তব্য, সভা ডাকাতেই প্রক্রিয়াগত ভুল হয়েছে। শ্রমিকদের থানায় গিয়ে সভা করতে আপত্তি করা অস্বাভাবিক কিছু নয়। আর মালিকপক্ষও এই সময়ে বাগানে আসতে চাইবেন না। তাঁদের নিরাপত্তার ব্যাপার রয়েছে। ফলে সভা ডাকতে হবে শিলচরে সহকারী শ্রম কমিশনারের অফিসে। তাঁরা লকআউট ঝুলিয়ে না রেখে শ্রমিকদের স্বার্থে দ্রুত বৈঠকের ব্যবস্থা করতে প্রশাসনের উদ্দেশে আর্জি জানায়।

প্রসঙ্গত, বোনাস-মজুরি ইস্যুতে  বেশ কিছুদিন ধরে শ্রমিকরা ক্ষুব্ধ ছিলেন। এর মধ্যে বৃহস্পতিবার সন্ধ্যা ৬টা পর্যন্ত মহিলাদের কাজে আটকে রাখায় বড়বাবু রামদাস সিংহের ওপর চড়াও হন শ্রমিকরা। তাঁরা তাঁর আবাসনে ঢুকে সমস্ত জিনিসপত্র লণ্ডভণ্ড করে দেন বলে অভিযোগ। তিনি উধারবন্দ থানাতে এফআইআর দায়ের করেছেন।

October 26: The Management of Kumbhirgram tea Estate went away after hanging a ‘Lock Out’ notice. After the mass protest by the labourers on Wednesday night, the whereabouts of the garden Manager, Head Assistant and other officials were not known to anybody. The District Administration came forward and convened a tripartite meeting on Friday to end the stalemate. Liason between the management and the labourers were made by Circle Oficer Kuldip Hazarika, DSP Amal Jyoti Das and 2 officers of the Labour Department.

The representatives of the both the camps were asked to sit for discussion in the police station. But the labourers expressed reservation regarding the venue of the meeting. They were not willing to go to the police station for discussion. Though later on the venue of the meeting was shifted elsewhere, but Goodrich Tea Company informed that they were not willing to seat for discussion at this stage. They informed that as the top management of the garden was at Guwahati, so they will be unable to sit for any discussion on Friday. Ultimately, the tripartite meeting was cancelled.

Though the district administration and labour department tried to make a bridge between the management and the labourers, yet the ‘Barak Cha Sramik Union’ was not informed about it. As such, the Union expressed resentment on this issue. They expressed the view that the meeting convened by district administration had technical flaws. They said that it was but quite natural for the labourers to disagree to sit for discussion in the police station. Even the management will not be eager to come to the garden in this hour of chaos. As such, they suggested to convene the meeting in the office of the Assistant Labour Commissioner. They have appealed to the district administration to end the ‘lock out’ by convening the meeting as early as possible.

It needs mention here that the labourers of the garden were discontent on the issue of bonus and remuneration since a couple of months. Over and above, when the female labourers were forcibly asked to work after 6 PM on Thursday, the volcano erupted. The labourers gheraoed the Head Assistant Ramdas Singh. They were also alleged to have damaged all articles in the quarter of Mr. Ramdas Singh. In this regard, Mr. Singh has filed a FIR at Udharbond Police Station.
