নাগরিকত্ব বিল : ৮ জানুয়ারি আসুর আসাম বনধ
AASU convenes Assam Bandh on 8 January

৫ জানুয়ারি : নাগরিকত্ব সংশোধনী বিলের বিরুদ্ধে এ বার রাজ্যজুড়ে ১২ ঘণ্টার বনধ আহ্বান করল ছাত্রসংস্থা আসু। আগামী ৮ জানুয়ারি সকাল ৫টা থেকে বিকেল ৪টা পর্যন্ত এই বনধ ডেকেছে ছাত্রসংস্থাটি। আসুর উপদেষ্টা সমুজ্জল ভট্টাচার্য বলেন, বিজেপি প্রমাণ করে দিয়েছে যে, তারা বাংলাদেশীদের সুরক্ষা দিচ্ছে।

শনিবার বিলের বিরুদ্ধাচরণ করে তিনি আরও বলেন, “আসাম চুক্তির বিরুদ্ধে গেলে কোনও বিল আমরা গ্রহণ করব না। আমরা যৌথ সংসদীয় কমিটির কোনও পক্ষপাতিত্বমূলক রিপোর্টও মানব না। আমাদের কাছে বিকল্প কোনও পথ না থাকায়ই আমরা ৮ জানুয়ারি বনধ আহ্বান করতে বাধ্য হয়েছি।“ তাছাড়া এই বনধের ঠিক আগের দিন অর্থাৎ ৭ জানুয়ারি আসু সারা রাজ্যে এক প্রতিবাদ কর্মসূচিরও আয়োজন করেছে। আসু সহ ৩০টি সংগঠন বিলের বিরুদ্ধে এই প্রতিবাদ কর্মসূচিতে সামিল হবে। নর্থ ইস্ট স্টুডেন্ট অর্গেনাইজেশন অর্থাৎ নেসোও ৮ জানুয়ারি উত্তর পূর্বের সব রাজ্যে বনধ ডেকেছে।

এদিকে, নাগরিকত্ব বিল নিয়ে যৌথ সংসদীয় কমিটি যে ভূমিকা নিয়েছে, তারও বিরোধিতা করেছে আসু। রাজস্থানের সাংসদ রাজেন্দ্র আগরওয়ালের নেতৃত্বে যৌথ সংসদীয় কমিটিতে লোকসভার ২০ জন ও রাজ্যসভার ১০ জন সদস্য রয়েছেন। এর মধ্যে আসাম থেকে রয়েছেন চারজন। এঁরা হলেন কংগ্রেস সাংসদ সুস্মিতা দেব, বিজেপির রমেন কলিতা এবং কংগ্রেসের ভুবনেশ্বর কলিতা ও কামাখ্যা প্রসাদ তাসা। প্রসঙ্গত, নাগরিকত্ব সংশোধনী বিল ২০১৬ মূলত ধর্মীয় নির্যাতনের শিকার হয়ে যেসব হিন্দু, বৌদ্ধ, শিখ, জৈন, পার্সি ও খ্রিস্টানরা আফগানিস্তান, বাংলাদেশ ও পাকিস্তান থেকে ২০১৪ সাল পর্যন্ত এ দেশে এসেছেন, তাদের নাগরিকত্ব প্রদানে রক্ষাকবচ।

অন্যদিকে, ৪ জানুয়ারি শিলচরের রামনগরে বিজেপির বিজয় সংকল্প সমাবেশে অংশ নিয়ে প্রধানমন্ত্রী নরেন্দ্র মোদি বলেছেন, দেশভাগের ফলে বহু মানুষের সঙ্গে অন্যায় হয়েছে। এ ব্যাপারে তিনি বলেছেন, দেশভাগের ফলে উদ্ভুত পরিস্থিতির জন্য এখনই প্রায়শ্চিত্ত করার উপযুক্ত সময়। আর এই নাগরিকত্ব সংশোধনী বিল হবে সেই দেশভাগের প্রায়শ্চিত্ত। তিনি জনগণকে এই বলে আশ্বাস দেন যে, “আমি খুব আশাবাদী যে এই নাগরিকত্ব বিল খুব শীঘ্রই সংসদে পাস হবে।“ নাগরিকত্ব বিলের সমর্থনে প্রধানমন্ত্রীর এই আশ্বাসের পরই ছাত্রসংস্থা আসু এই বিলের বিরুদ্ধে ফের সরব হয়েছে। এর প্রতিবাদেই আসুর এই আসাম বনধ।

January 5: During the ‘Bijoy Sankalpa Samabesh’ at Ramnagar (Silchar), Prime Minister Narendra Modi said that much injustice has been done in the name of partition of the country. However, he asserted that it is now high time that the penance for the partition should be done now and said ” The Citizenship Bill will be the penance for the partition of the country.” He assured the people by saying “I am hopeful that the Citizenship Bill will be passed very soon in the Parliament.” Now, this statement of PM Modi supporting the Bill has been vehemently opposed by the All Assam Students Union (AASU) and 70 odd indigenous associations of the state.

Expressing resentment against the Citizenship (Amendment) Bill, 2018, the All Assam Students Union has given a call for a state-wide Assam bandh on January 8 from 5 am to 4 pm. AASU adviser Samujjal Bhattacharjee  said that the BJP has proved that it safeguarding the Bangladeshis. He said, “We will never accept any Bill which goes against the Assam Accord. We will not accept the partial report of the Joint Parliamentary Committee.” He added, “We are left with no options but to convene a bandh on 8 January.”  a day before the bandh, that is, on  January 7, the AASU will stage a massive protest against the Bill across the state.

AASU along with 30 indigenous organisations will led the protest against the Bill. The North East Students’ Organization (NESO) also called for bandh against the Bill on January 8 in all the northeastern states.

AASU has opposed the part played by Joint Parliamentary Committee (JPC) as regards the Citizenship Bill. The JPC headed by Rajasthan MP Rajendra Agrawal has got 20 Lok Sabha and 10 Rajya Sabha members in it. Out of them four members are from Assam. They are Sushmita Dev from Congress, Ramen Deka from BJP and Bhubaneshwar Kalita also from Congress and Kamakhya Prasad Tasha. The Citizenship (Amendment) Bill, 2016 was originally intended to grant citizenship to the religious minorities (Hindus, Sikhs, Buddhists, Jains, Parsis and Christians) who have migrated from Afghanistan, Bangladesh and Pakistan till 2014 due to religious persecution.
