Gunotsav: Contradictory order gives rise to confusion

২ নভেম্বরঃ বনধের দরুন শনিবারের গুণোতসব পিছিয়ে ৫ নভেম্বর করার নির্দেশ জারি হয়েছিল। এগজিকিউটিভ ডিরেক্টর বিকেলে এই নির্দেশ জারি করেন। সন্ধ্যা হতেই ডিরেক্টর জারি করলেন আরেক নির্দেশ। দুপুরের নির্দেশের কোনও উল্লেখ নেই তাতে। তাতে শুধু লেখা রয়েছে, শনিবার যে সব স্কুলে গুণোতসব রয়েছে, সেই সব স্কুলে ছাত্র-শিক্ষকদের উপস্থিতি নিশ্চিত করতে হবে। এক্সটারনালরাও যেন নির্দিষ্ট সময়ে উপস্থিত হন।

বনধের মধ্যে ছাত্ররা কী করে স্কুলে যাবেন, এ নিয়ে উদ্বেগে অভিভাবকরা। এ ছাড়া, শিক্ষকরা যাঁরা অন্যত্র বসবাস করেন, তাঁরা কী করে স্কুলে পৌঁছাবেন, প্রশ্ন করে কারও কাছে উত্তর মিলছে না। এর চেয়ে বেশি বেকায়দায় এক্সটারনালরা। নিরপেক্ষ ও সঠিক মূল্যায়ণের জন্য দূর-দূরান্তের শিক্ষক-অফিসারদেরই এক্সটারনাল পদে নিযুক্তি দেওয়া হয়েছে। একাংশকে আবার জেলার বাইরে থেকে ডেকে আনা হয়েছে। বনধের মধ্যে কী করে তাঁরা নির্দিষ্ট স্কুলে যাবেন, চিন্তায় তাঁরা। সর্বশিক্ষা মিশন দুই বেলায় দুই অফিসার  দুই নির্দেশ দিয়েই দায়িত্ব সেরেছেন, পরে আর কাউকে স্পষ্টীকরণের জন্য ধরা যাচ্ছে না। জেলা প্রশাসন, জেলা স্তরের শিক্ষা বিভাগীয় অফিসাররাও নিজেরাই বিভ্রান্তিতে ভুগছেন।

November 2: ‘On account of Assam bandh, the External Evaluation under Gunotsov, 2018 (Phase II) to be held on 3^rd November 2018 has been postponed and refixed on 5^th November, 2018.’ This was the notification issued by Dhrubajyoti Das, Executive Director, SSA, Assam in the evening of 2 November. The said notification was issued to the Deputy Commissioners of all the districts of Assam.

However, within a gap of 2 to 3 hours, another notice was served by Aruna Rajoria, Mission Director, SSA, Assam. In this order, again issued to the Deputy Commissioners of all the districts of Assam, it was stated that ‘As per Government instruction, the Gunotsav scheduled for 3/11/18 shall be held in all respective schools. You are requested to ensure that all students attend the same. Also, the teachers and External Evaluators shall be informed accordingly.’

Curiously enough, there was no mention of ‘superseding the earlier notification’ mentioned in the second one. What compelled the Mission Director of SSA to take a diametrically opposite turn still remains a mystery. Although in social media groups, many have accused that the criticism generated by Assamese electronic media compelled the SSA to take a 180 degree opposite turn.

Parents and guardians are deeply concerned on how to send their children to school during bandh. Even the teachers who reside far off are at a loss to find ways to reach their respective schools. They are not getting any satisfactory reply from any officials. However, the External Evaluators are probably the most worried lot. All of them have been appointed from very far off places so that neutrality is maintained during evaluation. They are in deep thought. Two officers of SSA have shrugged off their responsibility by issuing 2 diametrically opposite notifications. Now, there is none to provide any clarification. Even the district administration, officers of the Education departments in their respective districts are too confused on this matter and are unable to provide any reply to the External Evaluators.
