Not only IAS & IPS, but even Chief Secretary to peon may get rebuked for doing bad work: CM
Jan. 17: Assam Chief Minister Dr. Himanta Biswa Sarma on January 15 publicly scolded Nagaon Deputy Commissioner Nisarg Hivare for allegedly halting traffic on NH 127 for the Chief Minister’s convoy to pass. A video clip of the incident soon went viral in social media. Many even aired the view that it was improper for a Chief Minister to rebuke an IAS officer in public.
Reacting to this, Chief Minister Dr Himanta Biswa Sarma said, “If people think that I have done bad by scolding the DC, then I may even order them to halt vehicular traffic for an hour whenever I pass through any place. Some have criticised me and said that it is improper to rebuke an IAS or IPS officer. So do they want to mean that a peon can be scolded but not an IAS officer? This is a peculiar mentality.”
The Chief Minister further said, whoever does bad work shall get scolded. “Even if I do bad work, people will rebuke me. On that day, people who were stranded in buses were scolding me. I have heard this and so I felt very bad. Even a lady struck inside an ambulance showed folded hands towards me to allow the vehicle to pass. For doing bad work, people will scold all, starting from the Chief Minister to a Grade IV employee. This goes on in a democracy.”
He further said, “The Supreme Court has said that vehicles can be stopped for a maximum of 3 minutes when the convoy of the Chief Minister passes. For one or two minutes the vehicles on the road can be stopped but beyond that, it becomes problem for the common people and then they start abusing the Chief Minister. So what’s the use of remaining as Chief Minister when people of your state abuse you?”

The video of CM scolding the DC in the viral video was heard saying “SP ko bulao [call the SP]” and then telling the Deputy Commissioner, “Arre DC saab, ye kya natak hain? Kyu gaari rukwaya hain? [DC sir, what’s this drama? Why have you stopped the vehicles?]” “Koi raja-mahara aa raha hain kya? [Is any king coming?]” he added.
