১৮ সেপ্টেম্বর : আমরা কোনও ডিসকাশন চাই না, চাই ডিক্লেয়ারেশন। রাজ্যের মুখ্যমন্ত্রী সর্বানন্দ সোনোয়ালের উদ্দেশ্যে এমনই কড়া সুরে মন্তব্য করল এইচটিসি পেপার মিল রিভাইবেল অ্যাকশন কমিটি।

মঙ্গলবার শিলচরে সাংবাদিক বৈঠকের মাধ্যমে অ্যাকশন কমিটি মুখ্যমন্ত্রীকে বার্তা দিয়েছে, বরাক তথা আসামের মানুষকে আপনি বলুন, বা ডিক্লেয়ারেশন দিন যে, প্রধানমন্ত্রীর কার্যালয়ে থাকা পেপার মিলের রিভাইবেল প্লেনের ফাইলটি ছাড়পত্র পেয়েছে। আর ফাইল ক্লিয়ার করতে না পারলে মুখ্যমুন্ত্রীকে গদি থেকে নেমে পড়তে হবে।

অ্যাকশন কমিটির মুখ্য আহ্বায়ক মানবেন্দ্র চক্রবর্তী বলেছেন, মুখ্যমন্ত্রী সর্বানন্দ সোনোয়াল বহু প্রতিশ্রুতি দিয়েছেন। কিন্তু কোনও প্রতিশ্রুতির সত্যতা এ পর্যন্ত প্রমাণিত হয়নি। তিনি এ দিন রাজ্য ও কেন্দ্র সরকারকে আন্দোলনের বার্তাও দিয়েছেন। তাঁর কথায়, মুখ্যমন্ত্রী যদি আগামী কয়েকদিনের মধ্যে প্রধানমন্ত্রীর কার্যালয় থেকে কাগজ কলের রিভাইবেল প্ল্যানের ফাইলটি ক্লিয়ার করে আনতে না পারেন, তাহলে আগামী ২৬ সেপ্টেম্বর ৬ এবং ৩৭নং জাতীয় সড়ক অবরোধ করা হবে।

তিনি আরও বলেন, বরাকের প্রতি কেন্দ্র ও রাজ্য সরকারের অবহেলা ও বিরূপ মনোভাব রয়েছে। কোম্পানিগুলোকে বিশেষ সুবিধা পাইয়ে দিতে বরাক ও ব্রহ্মপুত্রের দুটি বড় শিল্পোদ্যোগ বন্ধ করে দেওয়া হচ্ছে। রাখঢাক না রেখে তিনি বলেছেন, ‘আমরা বলতে বাধ্য হচ্ছি, প্রধানমন্ত্রী ও মুখ্যমন্ত্রী বারবার মিথ্যা কথা বলে আসামের মানুষকে বিপথে পরিচালিত করছেন।’ তাদের এই ভূমিকাকে ধিক্কার জানিয়ে তিনি কাছাড় ও নগাঁও কাগজ কল অতিসত্বর চালু করার দাবি জানান। অন্যথায় বড় ধরনের আন্দোলন গড়ে তোলা হবে বলেও তিনি উল্লেখ করেন।
অ্যাকশন কমিটির অন্য লোকদের মধ্যে এ দিন উপস্থিত ছিলেন সঞ্জীব রায়, আজিজুর রহমান মজুমদার, আজির উদ্দিন, দীপক চন্দ্র নাথ, বাহারুল ইসলাম বড়ভূঁইয়া প্রমুখ। তাদের পাশে বসিয়েই মানবেন্দ্রবাবু আরও বলেন, গত ২০ মাস ধরে কেন্দ্র ও রাজ্য সরকার তাদের সঙ্গে ছেলেখেলা করছে, যে কারণে এ পর্যন্ত ৩৬ জন শ্রমিক মৃত্যুবরণ করেছেন

তিনি যোগ করেন, গত ২৪ আগস্ট তারা অ্যাকশন কমিটির পক্ষ থেকে দেশের রাষ্ট্রপতির সঙ্গে দেখা করেছিলেন। ওই সময় রাষ্ট্রপতির কাছে তাদের দাবি ছিল, বাঁচার অধিকার দিন নয়তো মরার অধিকার। পরে রাষ্ট্রপতি তাদের পুরো বৃত্তান্ত শুনে কাগজকল কর্মীদের বেতনের জন্য ৯০ কোটি টাকা দেওয়ার কথা বলেন। কিন্তু সেই টাকা এখনও রিলিজ হয়নি বলে তারা জানান।

অ্যাকশন কমিটির চিফ কনভেনার এ দিন এও বলেছেন, বর্তমান সরকার হয়তো আগামীতে আবারও আসতে পারে, কিন্তু যারা মারা গিয়েছেন তাদের কি ঘুরিয়ে আনা সম্ভব হবে? তিনি বলেন, সরকারের মনে রাখা উচিত যে, তারা জনগণের দ্বারা নির্বাচিত হয়েছেন। কোনও কর্পোরেট হাউস তাদের নির্বাচন করেনি।

September 18: We don’t want any discussion, we want declaration. This was the bold indication made towards the state Chief Minister Sarbanada Sonowal by the HPC Paper Mill Revival Action Committee. In a press meet held on Tuesday, the members of the Action Committee demanded that the state Chief Minister should give immediate declaration that the file entitled ‘Paper Mill Revival Plan’ in the PMO has got clearance. They gave a clarion call that if Mr. Sonowal is unable to give clearance to the file, then he should step down from the post of the Chief Minister.

Manabendra Chakraborty, Chief Convenor of the Action Committee said that Sarbananda Sonowal has given many assurances but till now the truth of any such assurances has been ascertained. He categorically stated that if the Chief Minister is unable to get the file of ‘Paper Mill Revival Plan’ cleared from the PMO, then the Action Committee will block NH-6 & NH-37 on 26 September. He further said that since the last 20 months, both the central and the state government are playing a game with them. This intentional delay tactics in releasing the salary has resulted in the lives of many employees. He lamented that the death of the 36 employees of the mill is only due to the indifference of the government.

Mr. Chakraborty also said that on behalf of the Action Committee, they met with the President of India on 24 August. It was then that they told the President that either he should give them the right to live or else the right to die. Finally, after listening to them, the President of India assured to provide an amount of Rs. 90 crore for disbursal of the salary of the paper mill employees. However, he informed that the said amount was still not released.

Present during the press meet were Sanjib Roy, Ajijur Rahman Majumdar, Ajir Uddin, Dipak Chandra Nath, Baharul Islam Barbhuiya and others.
