একই বিষয়ের পরীক্ষা হচ্ছে দু’বার, ‘বিভ্রান্তিকর’ বিজ্ঞপ্তি জারি করলেন আসাম বিশ্ববিদ্যালয়ের পরীক্ষা নিয়ন্ত্রক
Same subject, exam held twice; COE of Assam University issues ‘confusing’ notification

২২ ফেব্রুয়ারি : পরীক্ষার ফল প্রকাশে দেরি, বার বার পরীক্ষার রুটিন বদল এবং স্নাতক অন্তিম সেমিস্টারের পরীক্ষায় দেরি ইত্যাদি গত দু’তিন বছর ধরে আসাম বিশ্ববিদ্যালয়েয় ক্ষেত্রে প্রায় অভ্যেসে দাঁড়িয়ে গেছে। সম্প্রতি আসাম বিশ্ববিদ্যালয়ের জারি করা আরও একটি বিভ্রান্তিকর বিজ্ঞপ্তি সামনে এসেছে। এই বিজ্ঞপ্তিতে স্বাক্ষর করেছেন বিশ্ববিদ্যালয়ের পরীক্ষা নিয়ন্ত্রক।

চলতি বছরের ১৬ ফেব্রুয়ারি মর্নিং শিফটে পরীক্ষা হয় স্নাতক বাণিজ্য শাখার প্রথম সেমিস্টারের মাইক্রো ইকোনমিক্স পরীক্ষা। যেসব ছাত্রের এই বিষয়টি রয়েছে, তারা ১৬ ফেব্রুয়ারি পরীক্ষায় বসে। কিন্তু ২০ ফেব্রুয়ারি আসাম বিশ্ববিদ্যালয়ের পরীক্ষা নিয়ন্ত্রক ড. সুপ্রবীর দত্তরায় হঠাত করেই নতুন একটি বিজ্ঞপ্তি জারি করেন। এই বিজ্ঞপ্তিতে বলা হয়েছে, ‘টিডিসি প্রথম সেমিস্টারের বাণিজ্য শাখার যে মাইক্রো ইকোনমিক্স পরীক্ষা গত ১৬ ফেব্রুয়ারি অনুষ্ঠিত হয়েছে, তা কারিগরি কারণবশত পুনরায় ৫ মার্চ মর্নিং শিফটে নেওয়া হবে।‘ তবে পরীক্ষা নিয়ন্ত্রক অবশ্য যে কারিগরি কারণের কথা বিজ্ঞপ্তিতে উল্লেখ করেছেন, তা পরীক্ষা সংক্রান্ত কারণেই গোপন রেখেছেন। কিন্তু এই বিজ্ঞপ্তির একেবারে শেষে তিনি যে বিষয়টি উল্লেখ করেছেন, তা সত্যিকার অর্থেই বিভ্রান্তিকর।

বিজ্ঞপ্তিতে আরও বলা হয়, যে ছাত্ররা তাঁদের ১৬ ফেব্রুয়ারির পরীক্ষা নিয়ে সন্তুষ্ট, তারা ৫ মার্চের পরীক্ষায় চাইলে না বসতেও পারেন। পরীক্ষা নিয়ন্ত্রক আরও বলেছেন, যারা পুনরায় গ্রহণ করা ৫ মার্চের পরীক্ষায় বসবে, তাদের ক্ষেত্রে আগের ১৬ ফেব্রুয়ারির পরীক্ষাটি বাতিল বলে ধরা হবে।

এ ব্যাপারে আসাম কলেজ টিচার অ্যাসোসিয়েশনের কাছাড় জোনের সভাপতি সুদর্শন গুপ্তকে জিগ্যেস করলে তিনি বলেন, পরীক্ষা নিয়ন্ত্রক যে বিজ্ঞপ্তিটি ইস্যু করেছেন, তা সত্যিই বিভ্রান্তিকর। তিনি আরও বলেন, কোনও কারিগরি সমস্যা তৈরি হলে তা ওই নির্দিষ্ট বিষয়ের সব ছাত্রের জন্যই প্রযোজ্য হবে। এই বিজ্ঞপ্তির প্রতিটি বাক্য পড়লে এমন মনে হয় যে, যারা দ্বিতীয়বার পরীক্ষায় বসবে না, তাঁদের জন্য ‘টেকনিক্যাল ইরর’ সমস্যা নয়, বরং যথাযথ বলেই গণ্য হবে। এছাড়া তিনি আরও বলেছেন, দুটি ভিন্ন ভিন্ন প্রশ্নপত্র দিয়ে একই বিষয়ের উত্তরপত্রের পরীক্ষা করে পরীক্ষার্থীদের ডিভিশন, ক্লাস বা র‍্যাঙ্ক নিরূপণ করলে তা সঠিক হবে না।

কারণ যা-ই হোক না কেন, সংশ্লিষ্ট ছাত্রদের অভিভাবকরা তাঁদের মতামত তুলে ধরে জানিয়েছেন, এভাবে যদি কোনও একটি সাবজেক্টের পরীক্ষায় পুনারায় বসার ব্যাপারে ছাত্রদের ইচ্ছের ওপর ছেড়ে দেওয়া হয়, তাহলে ভবিষ্যতে এটি নানা জটিলতার সৃষ্টি করবে।

February 22: Delay in publication of results, change in examination programme schedule time and again and also delay in conducting TDC end-semester examinations has become a common trend on the part of Assam University, since the last two to three years. Recently, another very ‘confusing’ notification issued by the Controller of Examinations of Assam University, Silchar has come to surface.

The Micro Economics examination (COMGEC-101T) of TDC 1st semester (CBCS) was held in the morning shift on 16 February, 2019. All students who have this subject already appeared in this examination on 16 February. But on 20 February, Dr. Suprabir Dutta Roy, Controller of Examinations (COE) of Assam University, Silchar has issued an official notification.

In the said notification issued by the COE, it was stated that Micro Economics examination (COMGEC-101T) of TDC 1st semester (CBCS) held on 16 February, 2019 “shall be reconducted on 5 March, 2019 (morning shift) for technical reasons.” The COE ofcourse is not bound to divulge the ‘technical reasons’ as mentioned in his notification for maintaining confidentiality of the examination process.But what followed towards the end of that particular notification really seems to be ‘confusing’.

It was further mentioned in the said notification that, “Students who are satisfied with their performance of examination held on 16.02.2019 (morning shift) may not re-appear in the examination to be re-conducted on 05.03.2019.” The COE also stated, “Those who will reappear in the reconducted examination on 05.03.2019, their earlier examination of 16.02.2019 shall be treated as cancelled.”

On being asked, Sudarshan Gupta, President of Cachar Zone of Assam College Teachers’ Association (ACTA) said that the Notification issued by the COE is indeed confusing. Mr. Gupta said, “Any issue of technical error should be applicable to all students of that particular paper. The notification, if read between the lines gives a sense that ‘technical error’ will fail to hold good for those who will not reappear in the said exam. Moreover, he also said that evaluating answer scripts on the basis of two different question papers for the same subject for awarding of division/class/rank is improper.”

Speaking with way2barak, Dr. Jashobanta Roy, Principal in-charge of Radhamadhab College said, “We have also got the same notice and displayed in the college notice board. But till now we have failed to understand the exact reason or the error for which this examination is reconducted. No students till now in my centre has complained anything about Micro Economics examination of CBCS.”

Dr. Mrinal Kanti Bhattacharjee, Principal of Karimganj College said, “It totally depends on the students. It’s their matter. Only the students will know who are satisfied or who are dissatisfied. Those who are dissatisfied will seat once again for the same examination.” However, the Controller of Examinations, Dr. Suprabir Dutta Roy could not be reached as he did not receive the call of our correspondent.

Whatever may be the cause, the concerned guardians have expressed the view that if such type of opportunity of options are given to the students to decide about reappearing in any examination as per their wish, than it might lead to many complications in the future.
