Sumitra Dutta harassed at NRC Seva Kendra, wave of protest

২০ নভেম্বরঃ এনআরসি সেবাকেন্দ্রগুলিতে কীভাবে সাধারণ মানুষ হেনস্তার শিকার হচ্ছেন, এর উদাহরণ তুলে ধরেছেন বরাক উপত্যকার বিশিষ্ট শিক্ষাবিদ, সাহিত্যিক সুমিত্রা দত্ত। তিনি নিজে হেনস্তার শিকার হয়ে গ্রামাঞ্চলের অতি সাধারণ মানুষের কথা ভেবে উদ্বেগ প্রকাশ করেন। ওপিনিয়ন মোভার্স নামে হোয়াটস অ্যাপ গ্রুপে তিনি জানিয়েছেন, মঙ্গলবার ফিসারি অফিসের এনএসকে-তে বেলা সাড়ে ১১টায় তিনি গিয়েছিলেন। এনআরসি-র খসড়ায় কোনও ভুল রয়েছে কিনা তা দেখতেই গিয়েছিলেন। সেখানে তখন তিনজন ভুক্তভোগী, চারজন কর্মী। কর্মীদের একজনই পুরুষ। তিনিই অফিসার।

৭৬ বছরের সুমিত্রাদেবী তাঁর কথাটি বলতে শুরু করতেই সেবাকেন্দ্রের অফিসার গলা চড়িয়ে জানালেন, ভিড়ের মধ্যে ওইসব হবে না। বিকেল ৩টায় যেতে নির্দেশ দেন তাঁকে। তিনি তখন তাঁর বয়সের জন্য বারবার আসা সম্ভব নয় বললে তাঁকে বাইরে গিয়ে বেঞ্চে বসে অপেক্ষা করতে বলা হয়। অফিসার বেরিয়ে যান। কী আর করেন তিনি! অপেক্ষা করতে লাগলেন। সে সময় শহরের আরেক প্রবীণ নাগরিক অভিজিত এন্দো সেবাকেন্দ্রে গেলে তাঁকে নিয়ে ভেতরের চেয়ারে বসান। অনেকক্ষণ পরে ওই অফিসার গেলেন। তাঁর ফাইল দেখালেন।

তাঁর আক্ষেপ ভুক্তভোগী জনতাকে নিয়েও। দীর্ঘসময় বসে থেকে তিনি দেখেছেন, অনেকেই খসড়ায় নিজের বা পরিবারের সদস্যদের নাম-বাবার নামে ভুলের কথা বলছিলেন। আর সে সব নিয়ে হাসিঠাট্টা করছিলেন। কেউ কেউ মজা করে বলছিলেন, এ বার চলে যাব বাংলাদেশে। সে দেশটা দেখেও নেব।

সবশেষে তাঁর প্রশ্ন, আমার মত একজন অক্ষম অথর্ব বৃদ্ধাকে নাজেহাল করে ক্ষমতা জাহির করে ওই বীরপুঙ্গবের কী লাভ হল?

তাঁর ওই লেখার পরেই প্রতিবাদের ঝড় ওঠে সোশ্যাল মিডিয়ায়। অরবিন্দ রায় এই ঘটনাকে অত্যন্ত দুর্ভাগ্যজনক বলে উল্লেখ করে এক নিন্দা জানান। দিলীপকুমার দে লিখেছেন, ভারি অসভ্যতা ওই বীরপুরুষ সরকারি কর্মীর। তিনি ওই অফিসারকে সুমিত্রা দেবীর কাছে ক্ষমা চাইতে বলেন। দীপক সেনগুপ্ত প্রতিবাদী কর্মসূচি গ্রহণের প্রস্তাব দেন। ওই অফিসারের শাস্তির দাবি জানান জয়শ্রীভূষণ। জেলাশাসকের হস্তক্ষেপ দাবি করেন কৃষ্ণেন্দু রায়। অন্য সেবাকেন্দ্রগুলিতেও যাতে জনতাকে সঠিকভাবে সহায়তা করা হয় এবং সব সেবাকেন্দ্র থেকে মানুষ যেন সঠিকভাবে সেবা পান, সে ব্যাপারে পীযূষ দাস দাবি জানান। বিষয়টি নিয়ে ভাবছে আসাম কলেজ শিক্ষক সংস্থা (এসিটিএ)-ও। সুদর্শন গুপ্ত ও অপ্রতীম নাগ এ ব্যাপারে উদ্যোগী হয়েছেন।

November 20: Often we listen to instances of harassment at the NSKs, but none seems to be vocal of these incidents, mainly due to a fear-psychosis. However, though old yet a retired teacher and literary activist Sumitra Dutta had to face immense harassment at NRC Seva Kendra on Tuesday. After being harassed, she wondered what fate would await those poor, illiterate village folk when they visit NSKs.

In a whatsapp group named, ‘Opinion Movers’, Sumitra Dutta has narrated her tale of harassment. She wrote that on Tuesday, she went to the NSK located in the premises District Fisheries office at around 11.30 in the morning. She went to confirm if there was any mistake in her name in the final draft of NRC, which was published on 30 July 2018. At that time, there were 4 staff and 3 persons like her who went for some query. Out of the four staff, the main officer was a male and the rest were female.

moment 76 year old Sumitra Dutta started to talk with the officer, he suddenly raised his voice and declared that he cannot give such information at that moment as the office was crowded with large number of people. He rather asked her to come at 3 PM. She then requested the officer to help her and give her the requisite information because due to old age it was not possible on her part to come once again in the afternoon. The officer in a rude voice then pointed towards a bench kept outside and asked her to wait there till 3 PM. Saying so, the officer went out of the office.

As there was no way out, she sat down on that bench and began to wait for that officer. At that moment another veteran citizen of the town Abhijit Endow went to the NSK for some work and noticed Mrs. Dutta sitting outside on a bench. He then called her inside the office and gave her a chair to sit. After a long time, that officer came and showed her the file.

Mrs. Dutta was worried also for those few people whom she met there at the NSK. They too had come there for rectification of mistakes which were there in their or their parent’s name. But surprisingly she noticed that they were busy cracking jokes on this issue. One person in a jovial mood said that now he has a chance to go to Bangladesh. Sumitra Dutta finally raised a vital question in the social media post. She asked, “What did that powerful officer achieve by harassing an old, infirm lady like me?”

After reading her post, a wave of protest swept through the social media. Arabinda Roy criticized the incident and termed it as unfortunate. Dilip Kumar Dey termed the officer as ‘uncivilised’ and demanded that the officer should personally beg apology to Mrs. Dutta. Dipak Sengupta suggested to chalk out a plan of agitation against such type of harassment. Jayashree Bhusan demanded that the officer should be punished. Krishnendu Roy suggested that the matter should be placed before the Deputy Commissioner. Pijush Das highlighted that in order to stop such type of ill-behaviour in other NSKs, some concrete action should be taken. The matter was taken very seriously by Assam College Teachers’ Association (ACTA). In this regard, Sudarshan Gupta and Apratim Nag has taken initiative to take some steps.
