AUNTEA to launch democratic agitation if order is not withdrawn
১২ সেপ্টেম্বর: সোমবার কংগ্রেস-বামেদের ডাকা ভারত বনধের দিনে যারা কাজে যোগ দেননি, তাঁদের ক্যাজুয়াল লিভ নিতে বলল আসাম বিশ্ববিদ্যালয় কর্তৃপক্ষ। রেজিস্ট্রার ড. সঞ্জীব ভট্টাচার্য মঙ্গলবার এ সংক্রান্ত বিজ্ঞপ্তি জারি করেন। তিনি বলেছেন, যে সব শিক্ষক সে দিন তাঁদের ডিপার্টমেেন্টে যাননি, তাঁদের একদিনের সিএল-এর জন্য আবেদন করতে হবে। ওই আবেদনের একটি করে কপি উপাচার্যের অফিসে পাঠাতেও ডিনদের নির্দেশ দিয়েছেন তিনি। সঙ্গে এ কথাও বলেছেন, যাঁরা ক্যাজুয়াল লিভ চান না, তাঁদের অনুপস্থিতির উপযুক্ত কারণ দর্শাতে হবে। একই ধরনের নির্দেশ জারি হচ্ছে অশিক্ষক কর্মীদের বেলায়ও। আর অনুপস্থিত গাড়িচালকদের সোজা একদিনের বেতন কেটে নেওয়ার সিদ্ধান্ত নিয়েছে বিশ্ববিদ্যালয় কর্তৃপক্ষ। কংগ্রেস-বামেদের ডাকা বনধের দিনের অনুপস্থিতি সংক্রান্ত এই নির্দেশ শিলচরের সঙ্গে ডিফু ক্যাম্পাসেও সমানভাবে প্রযোজ্য বলে বিজ্ঞপ্তিতে বলা হয়েছে। এই বিজ্ঞপ্তি ঘিরে মঙ্গলবার শিক্ষক-অশিক্ষক কর্মচারীদের মধ্যে তীব্র ক্ষোভ আছড়ে পড়ে।
আসাম বিশ্ববিদ্যালয় শিক্ষক সংস্থা (আউটা)-র সাধারণ সম্পাদক অলোক ত্রিপাঠী বলেন, ‘নোটিশ ইস্যুর কথা শুনেছি। কিন্তু এখনও শিক্ষকদের জানানো হয়নি। আগে নোটিশটি দেখে নিই। পরে এই ধরনের পদক্ষেপের বিরুদ্ধে কী করণীয়, সবাই মিলে বসে স্থির করব। শিক্ষকরা বনধের দিনে রাজনৈতিক কারণে বিশ্ববিদ্যালয়ে যাননি, এমনটা তো নয়।’
অশিক্ষক কর্মচারী সংস্থা (আনটিয়া)-র সভাপতি সাগ্নিক চৌধুরী বলেন, ‘বনধের অনুপস্থিতি ঘিরে এমন নোটিশের কথা আগে কখনও শুনিনি। আসাম বিশ্ববিদ্যালয়ের ইতিহাসে এই প্রথম এমনটা ঘটল।’
On September 11, the Registrar of Assam University issued the first office order wherein it was stated that “The faculty members of the academic departments (both Silchar & Diphu campuses), who did not report their duties on 10/09/2018 are advised to submit one day casual leave for their absence from duty on that day or intimate the reason for which they could not attend office on that day.”
Speaking to newspersons, Prof. Alok Tripathi, General Secretary of Assam University Teachers’ Association (AUTA) said “I have heard about the notice being issued by the Registrar. But till now the teachers have not been informed. Let me first see the notice and only after that we will sit and decide our course of action. It could never be that the teachers were absent due to political reasons.”
Meanwhile, on September 12, another office order was issued by the Registrar. It was stated in the office order that “The staff buses adrivers who did not report to their duties and did not ply staff buses on 10-9-2018 is hereby treated as absent from their duties without intimation. Their salaray for 10-9-2018 will be deucted as a mark of punishment for absence without intimation.” In the same office order, it was stated that, “the officers and staff who did not report to their duties on 10-9-2018 should submit either one day casual leave for their absence or they should give in writing stating the reason for their absence.”
In response to this, Sagnik Choudhury, President of Assam University Non-Teaching Employees Association (AUNTEA) said that, “I have never heard in my entire service tenure of such type of notoce being served during any bandh. This type of notice has been issued for the first time in the history of Assam University.”
Meanwhile, in an emergent Executive Meeting, AUNTEA on Wednesday condemned the order of CL & pay cut due to absence on the day of Bharat Bandh. The association stated that if the office order issued by the Registrar is immediately not withdrawn, then AUNTEA will launch a democratic agitation against it.
