Silchar Police starts for Myanmar to deport 7 Rohingiyas

৩ অক্টোবরঃ শিলচর জেলে বন্দি ৭ রোহিঙ্গাকে নিয়ে মায়ান্মারের উদ্দেশে রওয়ানা হল কাছাড় পুলিশ। আগামীকাল বৃহস্পতিবার মোরে (মণিপুর)-তামু (মায়ান্মার) আন্তর্জাতিক সীমান্তে হস্তান্তর করা হবে তাঁদের। পাঁচ বছর আগে বাংলাদেশ থেকে ভারতে ঢোকার সময় করিমগঞ্জে ধরা পড়েছিলেন তাঁরা। সে থেকে রয়েছেন শিলচর জেলে। মোট ১৩জনকে গ্রেফতার করা হলেও মায়ান্মার সরকার ৭জনের ঠিকানা খুঁজে পাওয়ার কথা স্বীকার করেছে। এর পরই ভারতের বিদেশ মন্ত্রক ও সে দেশের দূতাবাসের মধ্যে চুক্তি স্বাক্ষরিত হয়েছে।

অসমের স্বরাষ্ট্র বিভাগের প্রধান সচিব এল এস চাংসন জানান, রাজ্যের বিভিন্ন জেলে এই সময়ে মোট ৩২ জন মায়ান্মারের নাগরিক রয়েছেন। তাঁদের ফিরিয়ে নেওয়ার জন্য বহু দিন থেকে সে দেশের সরকারের সঙ্গে কথা হচ্ছে। এর আগে তারা ২ জনকে ফিরিয়ে নিয়েছিল। এ বার শিলচর থেকে ৭ জনকে নিতে সম্মত হয়েছে। বাকিদেরও ঠিকানা নিশ্চিত হওয়ার কাজ চলছে বলে জানান চাংসান।

যে সাতজন ছাড়া পাচ্ছেন তাঁরা হলেন মহম্মদ সালাম, মহম্মদ ইউনূস, মহম্মদ জামাল, মকবুল খান, জামাল হোসেন, সাব্বির আহমদ ও রহিম উদ্দিন। সবার বাড়ি সে দেশের রাখাইন প্রদেশে। বয়স ২৬ থেকে ৩৬ বছরের মধ্যে। কাছাড়ের অতিরিক্ত পুলিশ সুপার ভিভি রাকেশ রেড্ডি জানান, সকালেই তাঁদের নিয়ে পুলিশ মোরের উদ্দেশে রওয়ানা হয়েছে। সেখানে জিরো পয়েন্টে মায়াম্মার সরকারের প্রতিনিধিরা উপস্থিত থাকবেন। তাঁদের হাতেই তুলে দেওয়া হবে পাঁচ বছর ধরে শিলচরে থাকা বন্দিদের।

জেল সূত্রে জানা গিয়েছে, শুরুর দিকে তারা বাংলা বলতে পারতেন না। তাঁদের ভাষাও এখানকার কেউ বুঝতে পারতেন না। তখন তারা শুধুই নিজেদের মধ্যে মত বিনিময় করতেন। পরে জেলের অন্য বন্দিদের সঙ্গে থাকতে থাকতে বাংলা শিখে গিয়েছেন। এখন সব কথা বুঝতে পারছিলেন, বলতেও পারছিলেন। জেলের স্কুলেও পড়েছেন তারা।

শিলচর জেলে এই সময়ে ৪৮ জন বাংলাদেশি নাগরিকও রয়েছেন। তাঁদের ফেরানোর জন্যও বাংলাদেশ সরকারের সঙ্গে কথাবার্তা হচ্ছে। এর আগে গত দুই বছরে বেশ কয়েক দফায় তারা তাদের নাগরিকদের শিলচর জেল থেকে নিয়ে গিয়েছেন। গত শনিবারও বন্দিদের সম্পর্কে খোঁজখবর করতে শিলচর এসেছেন গুয়াহাটিস্থিত বাংলাদেশ দূতাবাসের সহকারী হাই কমিশনার শাহ মহম্মদ তানভির মনসুর। তিনি কাছাড়ের জেলাশাসক এস লক্ষ্মণনকে সঙ্গে নিয়ে বন্দিদের সঙ্গে কথা বলেন। তাঁদের সঙ্গে অবশ্য এনআরসি বা ডি ভোটারের কোনও সম্পর্ক নেই।

October 3: Seven Rohingiyas (nationals of Myanmar) who were imprisoned in Silchar Central Jail in 2012 were finally freed and were fortunate enough to be deported to their homeland escorted by Cachar Police in a Network Travels bus bearing No. AS 24 C – 2829. Cachar police will hand over the seven Rohingiyas at Moreh (Manipur) border to their Myanmarese counterpart tomorrow.

On the early hours of Wednesday morning, Cachar Police started their journey in a super bus along with seven Myanmarese who all are aged between 26 to 36 years of age. They are Mohammad Sabir Ahmed, Mohammad Inus, Mohammad Jamal, Mohammad Salam, Mohammad Mukbul Khan, Mohammad Rohimuddin, and Mohammad Jamal Hussain.

Five years ago, a total of 13 Rohingiya nationals of Myanmar were arrested by Assam police at Karimganj when they were trying to enter the Indian Territory from Bangladesh. Out of the 13 who were lodged since then at Silchar Central Jail, the address of only seven of them could be traced till now by the Myanmarese government. It is only after that an agreement was signed between India and Myanmar regarding the deportation of these people.

It has been learnt that initially these Rohongiyas were unable to understand Bengali and so could only interact between themselves. But gradually they acquainted themselves with the local language of this valley. Some of them even learnt to speak in Bengali and studied in the school inside the jail.

At present, 48 Bangladeshi nationals are lodged at Silchar Central jail. Talks are on to deport them to their own country. Earlier also many of the Bangladeshi nationals were taken back by their parent country. Last Saturday, Assistant High Commissioner of Bangladesh Embassy at Guwahati Shah Mohammad Tanvir Mansur came to Silchar to enquire about the Bangladeshi nationals who are at present at Silchar Jail. He even visited the Silchar central Jail along with Dr. S. Lakshmanan, Deputy Commissioner of Cachar. Of course, these imprisoned foreign nationals do not have any connection with NRC or D-Voters.
