খসড়াছুটদের পুনঃআবেদনে সাড়া নেই, সবাই অপেক্ষায় ২৩ অক্টোবরের
NRC: Less people submitting forms for claims, all eyes on 23 October

৩ অক্টোবরঃ এনআরসি-র খসড়াছুটদের নাম তোলার জন্য আবেদনপত্র জমায় সাড়া মিলছে না। সপ্তাহশেষে অধিকাংশ সেবাকেন্দ্রে মাত্র ১৪-১৫টি আবেদন জমা পড়েছে। অথচ রাজ্যে বাদ পড়াদের সংখ্যা ৪০ লক্ষ ৭ হাজার ৭০৭। এর আগে প্রতি ধাপে মানুষ পরবর্তী ঘোষণার জন্য মুখিয়ে ছিলেন। মূল আবেদনপত্র সংগ্রহ, জমা, বংশবৃক্ষ তৈরি সবক্ষেত্রে প্রথম দিকেই ভিড় ছিল সেবাকেন্দ্রগুলিতে। ব্যতিক্রম ঘটল খসড়াছুটদের ফের আবেদনপত্র জমার ক্ষেত্রে।

 

সুপ্রিম কোর্ট নাগরিকত্ব সার্টিফিকেট, শরণার্থী সার্টিফিকেট, রেশন কার্ড, ১৯৫১ সালের এনআরসি ও ১৯৭১ সালের আগের ভোটার তালিকাকে আপাতত প্রমাণপত্রের তালিকা থেকে বাদ দেওয়াতেই এই অবস্থা। সর্বশেষ রায় নিয়েও সাধারণ মানুষ বিভ্রান্তিতে। এ ছাড়া, খসড়াছুটদের অধিকাংশের নাগরিকত্ব প্রমাণের ওইগুলোই হল প্রধান নথি। তাই তারা আগামী ২৩ অক্টোবরের সুপ্রিম কোর্টের রায়ের দিকে তাকিয়ে। সেদিন ওই ৫ নথি নিয়ে সিদ্ধান্ত জানানো হবে। স্বেচ্ছাসেবী যে সব সংস্থা এনআরসি নিয়ে কাজ করছে, তারাও ২৩ অক্টোবর কী হয়, সে অপেক্ষা করছেন। রাজ্য সরকারও এই ৫ নথির মান্যতার জন্য সুপ্রিম কোর্টে হলফনামা দিয়েছে। তবে প্রবীণ বিজেপি নেতা, প্রাক্তন কেন্দ্রীয় মন্ত্রী কবীন্দ্র পুরকায়স্থ বলেন, ‘এনআরসি-র চেয়ে আমরা নাগরিকত্ব সংশোধনী বিল নিয়েই বেশি ভাবছি। এটি পাশ হলেই এনআরসিছুটরা রেহাই পেয়ে যাবেন।’

এ দিকে, সুপ্রিম কোর্ট এনআরসি কো-অর্ডিনেটর প্রতীক হাজেলাকে তথ্য প্রদান সম্পর্কে সতর্ক করে দেওয়ায় এখন সকলের মুখে কুলুপ। তবু দুয়েকজন সেবাকেন্দ্র ইনচার্জ নাম প্রকাশ না করার শর্তে জানান, খসড়াছুটদে অধিকাংশই নতুন আবেদন পত্র সংগ্রহ করেছেন। কিন্তু জমা করছেন না।

October 3: Those whose names have been excluded from the final draft of NRC seem to exhibit less interest in submitting the form for claims in the NSKs. At the end of the week only 14-15 claims form were submitted on an average in the NSKs spread across the state, although a total of 40,07,707 names were not included in the final draft. However, prior to this, people were eagerly waiting to know the latest declaration in this regard. Normally, while submitting the NRC forms or family tree document, the trend was that people crowded the NSKs mostly during the 1^st week. But the exception could be noticed this time while submitting claims form.

The Supreme Court has as of now scrapped 5 documents out of the list of 15, on the basis of which Indian citizenship could be claimed. The 5 documents which were put on hold are:

(i) Names in NRC, 1951;

(ii) Names in Electoral Roll upto 24th March, 1971;

(iii) Citizenship Certificate; and Refugee Registration Certificate;

(iv) Certified copies of pre-1971 Electoral Roll, particularly, those issued from the State of Tripura; and

(v) Ration Card

It is assumed that, at this stage less people are submitting claims form because of the fact that these 5 documents were not accepted now as a proof of citizenship. Common people are disillusioned as majority of them possess either of these 5 documents, which are not accepted as valid at present. So it seems that people are eagerly waiting for the next verdict of the Supreme Court in this regard on 23 October. On that day, the Supreme Court is likely to give its opinion on the fate of these 5 documents. Many voluntary organizations which are working in this field are also waiting for this important verdict. Even the state government has submitted an affidavit in the Supreme Court regarding the acceptance of these 5 documents. However, veteran BJP leader and former Union Minister Kabindra Purkayastha said that “We are more concerned about the Citizenship Amendment Bill and less regarding the NRC. Once the Bill is passed, then the problem of those left out will be solved.”

Meanwhile, as the Supreme Court has debarred State Coordinator Prateek Hajela to open his mouth and so the lips of all related officials are tied now. However, a few in-charges of the NSKs on the condition of anonymity said that most of those whose names were excluded from the final draft are now taking the forms for claims, yet they trend in submitting the filled-up forms is very low.
