এনআরসিঃ দাবি-আপত্তির ফর্ম কাল থেকে নয়
NRC: Claims-Objection Forms not to be issued from 10 August

কবে থেকে মিলবে এনআরসি–র দাবি–আপত্তি–সংশোধনের ফর্ম? স্পষ্ট জবাব মিলল না কারও কাছে। তবে কাল থেকে যে নয়, তা স্পষ্ট হয়ে গিয়েছে। আজ দাবি–আপত্তির তথ্য জানতে গিয়ে একেক সেবাকেন্দ্র থেকে একেক ধরনের জবাব মিলেছে। একজন বললেন, ১৫ আগস্ট থেকে দেওয়া হবে। আরেক সেবাকেন্দ্রের কর্মীরা বলছেন, ১৬ তারিখের পরে ফর্ম দেওয়া হবে। করিমগঞ্জের এক এনআরসি–কর্তা বললেন, কী করতে হবে, তা ভালো করে তাঁরাও জানেন না।

গত ৩০ জুলাই খসড়া প্রকাশ করে এনআরসি সমন্বয় রক্ষাকারী প্রতীক হাজেলা এবং রেজিস্ট্রার জেনারেল শৈলেশ সাংবাদিকদের বলেছিলেন, ৭ তারিখ থেকে নিজ নিজ সেবাকেন্দ্রে ফর্ম মিলবে। তাদের ওয়েবসাইটেও তা পাওয়া যাবে। তিন ধরনের ফর্মের নমুনা আগেই সেখানে দেখতে পাওয়া যাচ্ছিল। ফর্ম জমার দিন ধার্য হয় ৩০ আগস্ট থেকে ২৮ সেপ্টেম্বর। ফর্ম সংগ্রহের সঙ্গে ৭ আগস্ট থেকে সেবাকেন্দ্রে গিয়ে নাম বাদ পড়ার কারণও জানা যাবে বলে ঘোষণা করেছিলেন সমন্বয়রক্ষাকারী হাজেলা।

পরে বিজ্ঞাপন দিয়ে জানানো হয়েছিল, ৭ তারিখের বদলে কারণ জানানো হবে ১০ আগস্ট থেকে। দাবি, আপত্তি, সংশোধনের আবেদন গ্রহণ করার তারিখ ৩০ আগস্ট অপরিবর্তিত বলে বিজ্ঞাপনে প্রকাশ করা হয়েছিল। তবে আবেদন বা ফর্ম কবে থেকে পাওয়া যাবে, এর উল্লেখ নেই তাতে।

এর মধ্যে সংবাদ মাধ্যমের সঙ্গে কথা বলায় প্রতীক হাজেলা ও শৈলেশ কুমারকে সুপ্রিম কোর্ট খুব ধমকেছে। এর পর কেউ মুখ খুলতে চাইছেন না। তবে সে দিনই সুপ্রিম কোর্ট কেন্দ্রকে দাবি–আপত্তি জানানোর নিয়ম–নীতি ১৬ অগস্ট তাঁদের জানাতে নির্দেশ দেয়। অনুমান করা হচ্ছে, এর পরই ফর্ম বিলির নতুন দিন–তারিখ জানানো হবে। নাম না ওঠার কারণ জানা যাবে কাল, ১০ আগস্ট থেকেই।

It was earlier informed that the forms for claims, objection and correction will be disbursed from August 7. However, later on due to certain exigencies it was informed that the forms for claims, objection and correction would be available from August 10 onwards.  Such forms were to be collected from the concerned NSK or NRC website.

However, things became murky a day before the specified date. None could specifically inform whether the forms for claims, objection and correction would at all be available from 10 August. But at least it became clear that such forms will not be available from 10 August. In this regard the different NSKs came up with different replies as regards the date for disbursing of the forms. An official of a particular NSK said that forms will be available from August 15, whereas another NSK informed that it will be available from 16 August. A NRC staff from Karimganj told that they are also in the dark regarding the date from which the forms for claims, objection and correction would be disbursed.

In the meantime, the Supreme Court on Tuesday scolded Assam National Register of Citizens (NRC) Coordinator Prateek Hajela and Registrar General of India (RGI) Sailesh for speaking before the media on the issue of dealing with claims and objections of those who have been left out in the draft NRC. As an aftermath of the anger of the apex court, it seems that none are prepared to open their mouth before the media. The next hearing of NRC was fixed on August 16 when the centre will inform the Supreme Court the rules & regulations regarding claims and objections. As such, it is apprehended that the date for disbursement of the claims and objection forms will be declared after the hearing of the Supreme Court gets over on 16 August. However, the causes for exclusion of names from the final draft of NRC can be known from 10 August onwards.
