New Motor Vehicles Act notified in Assam, hefty fines to be imposed for violation of traffic rules

September 23: Violation of traffic rules will attract harsher penalty as the new Motor Vehicles (Amendment) Act (MV) Act 2019 has come into force from in Assam. An official release in Guwahati said as per the order of the Transport Department, violation of different road transport rules will be fined at different rates.

Under the Act, traffic offences like driving without a licence will now impose on the offender a penalty of Rs 1,000 to Rs 5,000. On the other hand, under the new law, driving without wearing a helmet will attract a penalty of Rs 1,000. Along with the riders, the pillion riders will have to wear helmets, otherwise Rs 1,000 will be fined. Speeding violations will cost light motor vehicle drivers from up to Rs 400 to Rs 1,000, Rs 2,000-Rs 4,000 to medium passenger or goods vehicles and impounding of the vehicle in case of further offences.

Further, violating air and noise pollution would attract a fine of Rs 10,000. If a driver fails to provide way for emergency vehicles (Fire Service or Ambulance) then he or she will be fined an amount of Rs. 10,000.  Rs 1,000 will be fined for riding more than two persons in two-wheelers. Now, the driver of a vehicle and also the passengers are bound to use seat belt and if they are found violating this norm, Rs 1,000 will be fined.

The cars carrying children below 14 years will also have to be careful before going out as “carrying children below 14 years without safety belt/child restraint system” will cause a fine of Rs 1,000.

The MV Amendment Act aims at stricter punishment for violating traffic regulations to bring down road accidents and improve the country’s road safety record.
