২৩ সেপ্টেম্বরঃ সারা দেশের সঙ্গে কাছাড় জেলাতেও আজ চালু হয়েছে আয়ুষ্মান ভারত প্রধানমন্ত্রী জন আরোগ্য যোজনা। শিলচর মেডিক্যাল কলেজ হাসপাতাল প্রেক্ষাগৃহে এই উপলক্ষে এক অনুষ্ঠানের আয়োজন করা হয়। শিলচর পুরসভার সভাপতি নীহারেন্দ্র নারায়ণ ঠাকুর, প্রাক্তন কেন্দ্রীয় মন্ত্রী কবীন্দ্র পুরকায়স্থ, জেলাশাসক ডা. এস লক্ষ্মণন, মেডিক্যাল কলেজের অধ্যক্ষ ডা. শিল্পী বর্মন, সুপারিন্টেন্ডেন্ট ডা. এএস বৈশ্য, কৌশিক রায় নতুন প্রকল্পটির উপর বক্তব্য রাখেন।

জেলাশাসক লক্ষ্মণন জানান, কাছাড় জেলার ১ লক্ষ ৪৪ হাজার ৭৯০ পরিবার এই স্বাস্থ্যবিমার আওতায় আসছে। সারা অসমে সংখ্যাটি ২৭ লক্ষ। এই প্রকল্পে সার্জারি, অর্থোপেডিক্স, হৃদরোগ সহ ২৫টি রোগের চিকিতসা হবে। ৫ লক্ষ টাকা পর্যন্ত চিকিতসা বিনা শুল্কে মিলবে। আগামী ১৫ অক্টোবর থেকে বিপিএল পরিবারগুলি আয়ুষ্মান ভারত কার্ডে শিলচর মেডিক্যাল কলেজ হাসপাতালে নতুন স্বাস্থ্যবিমার সুবিধে পাবে। তাঁর কথায়, কেন্দ্রীয় প্রকল্প আয়ুষ্মান ভারত চালু হলেও রাজ্য সরকারের অটল অমৃত যোজনা বন্ধ হচ্ছে না। দুটোই একসঙ্গে চলবে।

অতিরিক্ত জেলাশাসক রাজীব রায়, স্বাস্থ্য বিভাদের যুগ্ম সঞ্চালক ডা. সুদীপজ্যোতি দাস, নতুন প্রকল্পের নোডাল অফিসার বিমলজ্যোতি দেব সিকিদারও এই অনুষ্ঠানে উপস্থিত ছিলেন।

অন্যদিকে, একই সময়ে আয়ুষ্মান ভারত প্রধানমন্ত্রী জন আরোগ্য প্রকল্পটির কেন্দ্রীয় অনুষ্ঠান হয় ঝাড়খণ্ডের রাজধানী রাঁচিতে। প্রধানমন্ত্রী নরেন্দ্র মোদি এর সূচনা করেন। তিনি বলেন, এটি বিশ্বের সর্ববৃহত স্বাস্থ্যবিমা প্রকল্প। সমাজের দরিদ্র অংশের মানুষ বছরে ৫ লক্ষ টাকা পর্যন্ত চিকিতসার সুযোগ পাবেন। তাতে দেশের ৫০ কোটি মানুষ উপকৃত হবেন। সংখ্যাটি কানাডা, মেক্সিকো এবং আমেরিকা তিন দেশের মোট জনসংখ্যার সমান। ওই অনুষ্ঠানে প্রকল্পটির মুখ্য চিন্তক নিতি আয়োগের সদস্য ডা. বিনোদ পাল জানান, আগামী ২৫ সেপ্টেম্বর পণ্ডিত দীনদয়াল উপাধ্যায়ের জন্মদিন থেকে এই স্বাস্থ্যবিমা কার্যকর হবে। আয়ুষ্মান ভারতের জন্য কেন্দ্র ৬০ শতাংশ অর্থ খরচ করবে। বাকিটা দেবে সংশ্লিষ্ট রাজ্য সরকার। রোগীদের এক টাকাও দিতে হবে না। এই সুবিধে পেতে আধার কার্ড বাধ্যতামূলক নয় বলে জানিয়ে দেওয়া হয়েছে।

কেন্দ্রীয় স্বাস্থ্যমন্ত্রী ডা. জেপি নাড্ডা, ঝাড়খণ্ডের রাজ্যপাল ধ্রুপদী মুর্মু এবং মুখ্যমন্ত্রী রঘুবর দাসও অনুষ্ঠানে উপস্থিত ছিলেন।

September 23: Prime Minister Narendra Modi on Sunday launched the Ayusman Bharat-Pradhan Mantri Jan Arogya Yojna (AB-PMJAY) in Jharkhand’s Ranchi. The cashless scheme, which offers an annual cover of Rs. 5 lakh to economically weaker sections of the society is the world’s largest public health insurance scheme. It is expected to benefit more than 50 crore people across the country. Nearly 31 states and Union Territories will implement the programme after Sunday’s launch.

During the launching of this Yojna, PM Modi said, “The number of Ayushman Bharat beneficiaries is almost equal to the population of Canada, Mexico and the US put together.” The Ayushman Bharat scheme will become operational from September 25 on the birth anniversary of Pandit Deendayal Upadhyay, said NITI Aayog member Dr Vinod Paul, who is the chief architect of the scheme.

The Ayushman Bharat programme will be funded with 60 per cent contribution coming from the Centre and the remaining from the states. Eligible people can avail the benefits in government and listed private hospitals. The beneficiaries are identified based on four deprivation categories. One would only need to establish one’s identity to avail benefits under the scheme and it could be through Aadhaar card or election ID card or ration card. Having an Aadhaar card is not mandatory. In case of hospitalisation, members of the beneficiary families do not need to pay anything under the scheme, provided one goes to a government or an empanelled private hospital.

Some states are yet to sign up for the ambitious scheme. They include Telangana, Odisha, Delhi, Kerala and Punjab. Health minister JP Nadda, Jharkhand CM Raghubar Das, Governor Draupadi Murmu and other dignitaries were present at the event.
