ইভিএমের পর শিলচরে গণনা হবে ৩৭ ভিভিপ্যাট
Lok Sabha poll result may get delayed by few hours due to counting of VVPAT’s

২১ মেঃ ইভিএমের পর ৩৭টি ভিভিপ্যাটের স্লিপ গণনা হবে। হিসেব মিলে গেলে এর পরই চূড়ান্ত ফল ঘোষণা। কোথাও হিসেবে গড়মিল ধরা পড়লে ফের ওই নির্দিষ্ট ভিভিপ্যাটের স্লিপ পুনর্গণনা হবে। সব মিলিয়ে আগামী ২৩ মে শিলচর আসনের ফল জানতে অন্তত রাত ৮টা পর্যন্ত অপেক্ষা করতে হবে। সাংবাদিকদের সঙ্গে মঙ্গলবার এই কথা জানিয়েছেন জেলাশাসক তথা রিটার্নিং অফিসার লায়া মাদ্দুরি।

তিনি বলেন, দেশ জুড়েই প্রতিটি বিধানসভা কেন্দ্রে পাঁচটিি করে ভিভিপ্যাটের স্লিপ গুণে দেখা হবে। কোন পাঁচটির গণনা হবে,পর্যবেক্ষক তা লটারি করে বা নিজের ইচ্ছেমত বেছে নিতে পারেন। সেই হিসেবে ৩৫টি ভিভিপ্যাট খুলে স্লিপ বের করে গণনা করা হবে। দ্বিতীয়ত, ভোটগ্রহণ শুরুর আগে সকল প্রার্থীর এজেন্টের সামনে প্রতিটি ভোটকেন্দ্রে ৫০ ভোটের মক-পোল হয়। ওই ৫০ ভোট রেকর্ডে গোলমাল ধরা পড়লে, নিয়ম হল, সেই ভোটকেন্দ্রে ইভিএম নয়, ভিভিপ্যাট গণনা করা হবে। শিলচর আসনে এই ধরনের দুটি ভোটকেন্দ্র ধরা পড়েছে। ফলে মোট ৩৭টি ভিভিপ্যাট গুণতে হবে শিলচরের ফলাফল জানানোর জন্য।

মাদ্দুরির কথায়, ভোটগণনার জন্য সমস্ত ধরনের প্রস্তুতি চূড়ান্ত করা হয়েছে। মোট ১২টি রুমে একসঙ্গে ভোট গণনা চলবে। প্রতিটি রুমে ১৪টি করে টেবিলে গোণা হবে। প্রতিটি টেবিলের গণনা মাইক্রো-অবজারভারদের তত্ত্বাবধানে হবে। মোট ১২৬জন মাইক্রো-অবজারভার, ১২৬ জন কাউন্টিং অ্যাসিস্ট্যান্ট এবং ভিভিপ্যাটের জন্য মোট ৪৭জন অ্যাডিশনাল মাইক্রো অবজারভার নিযুক্ত করা হয়েছে। এও এ বার নতুন ব্যাপার।

আরেক সংযোজন হল ইলেকট্রনিক পোস্টাল ব্যালট। সার্ভিস ভোটাররা এ বার ইলেকট্রনিক ব্যালটে ভোট দিয়েছেন। তাতেও কিছুটা অতিরিক্ত সময় লাগবে। ই-ব্যালটগুলো স্ক্যান করার পর গণনার জন্য গ্রহণ করা হবে। শিলচর লোকসভা আসনে এ বার  পোস্টাল ব্যালটে ভোট পড়েছে ৫ হাজার ৭৪১টি।

May 21: The largest festival of Indian democracy, that is, the Lok Sabha Election, 2019 will saw its culmination on 23 May, the day when the results will be declared. However, declaration of results for the Lok Sabha seats may get delayed by an average of around 4 to 5 hours on May 23 as more time will be spent on counting VVPATs from each of the assembly segments.

As per the guidelines issued by the Supreme Court of India, after the Electronic Voting Machine (EVM) counting is over, the voter-verified paper audit trail (VVPATs) will be counted. From every assembly constituency, five (VVPATs) will be randomly selected and they will be counted for which there is a special VVPAT Counting Booth (VCB) in every counting hall. It will take place in five rounds.

Silchar Parliamentary constituency has 07 assembly constituencies and in all 35 VVPATs will be counted in five rounds. The five polling stations for which VVPAT slips will be counted will be selected randomly by the General Observer. Apart from this 35 VVPAT’s, 2 more VVPAT’s will be counted. In fact, on the day of poll, the polling team was supposed to do mock poll, wherein agents would cast 50 votes in total for their candidates.

As per rules, the mock poll data needs to be cleared before the commencement of actual poll. In 2 polling stations of Silchar, mock poll data were not cleared and so VVPAT slips will have to be counted for those 2 booths as per ECI guidelines. This will delay the formal results but trends will be already out. The formal declaration of results will be delayed by around four to five hours. Laya Madduri, Deputy Commissioner, Cachar while speaking to newsmen on Tuesday said that the final results will be declared for the Silchar Parliamentary seat at around 8 PM on 23 May.

Sources revealed that there will be 12 Counting Halls at NATRIP in Jhapirband where the counting of votes for Silchar Parliamentary Constituency will take place. In each counting hall, a maximum of 14 tables can be put and machines that would come in the first round, their results will be compiled and uploaded on the ‘Suvidha’ app. In every table there would be one Counting Supervisor, one Counting Assistant and one Micro-Observer. Laya Madduri informed that in Silchar, there will be 126 Micro Observers, 46 Additional Micro Observers.

The counting at 8 am will also commence with postal ballot counting. In the end, when two rounds of EVM counting will remain, the officials will have to ensure that the postal ballot counting is over. After the EVM counting is over, the VVPAT counting will commence. A total of 5741 postal ballots were cast this time for the Silchar Parliamentary constituency seat.
