India hikes customs duty on all goods imported from Pakistan to 200%

১৭ ফেব্রুয়ারি : পাকিস্তান থেকে যে কোনও পণ্য আমদানি করতে হলে এ বার ২০০ শতাংশ শুল্ক দিতে হবে। পুলওয়ামায় জঙ্গি হামলায় ৪০ জন সিআরপিএফ জওয়ান হত্যার পর দেশের এই নতুন সিদ্ধান্তের কথা জানিয়ে দিয়েছেন অর্থমন্ত্রী অরুণ জেটলি। একদিন আগেই বিশেষ সুবিধাপ্রাপ্ত দেশ বা মোস্ট ফেভারড নেশন হিসেবে পাকিস্তানের নাম প্রত্যাহার করে নিয়েছে ভারত।

পাকিস্তান থেকে ভারত যেসব সামগ্রী আমদানি করে, তার মধ্যে প্রধান দুটি হল ফল ও সিমেন্ট। বর্তমানে ফলের ওপর শুল্ক দিতে হয় ৩০-৫০ শতাংশ, সিমেন্টের ওপর শুল্কের পরিমাণ ৭.৫ শতাংশ। এক সরকারি সূত্রের মতে, পাকিস্তান থেকে আমদানি করা পণ্যের উপর ২০০ শতাংশ শুল্ক চাপানোর অর্থ কার্যত সে দেশ থেকে আমদানি বন্ধ করে দেওয়ার শামিল। শুক্রবার ভারত যে মোস্ট ফেভারড নেশনের তালিকা থেকে পাকিস্তানের নাম প্রত্যাহার করে নিয়েছে, সে সম্পর্কে সিদ্ধান্ত হয় নিরাপত্তা সংক্রান্ত উচ্চপর্যায়ের এক মন্ত্রিসভার বৈঠকে।

২০১৮-র আর্থিক বর্ষে ভারত-পাক বাণিজ্যের পরিমাণ ছিল ২.৪০ বিলিয়ন ডলার, যা ভারতের মোট বাণিজ্যের ০.৪ শতাংশ। পাকিস্তান থেকে ভারতে রফতানি করা পণ্য সামগ্রীর মধ্যে রয়েছে তাজা ফল, সিমেন্ট, পেট্রোলিয়মজাত দ্রব্য, ধাতু, চামড়া, তুলো, মশলা, উল, রবারজাত দ্রব্য, অ্যালকোহলিক পানীয়, মেডিক্যাল সামগ্রী, প্লাস্টিক, রং এবং ক্রীড়াসামগ্রী।

ভারত থেকে পাকিস্তান যে পরিমাণ পণ্য আমদানি করে, পরিমাণগত হিসেবে তার এক চতুর্থাংশ তারা ভারতে রফতানি করে। ভারত রফতানি করে মূলত তুলো, রং, রাসায়নিক, সব্জি, লোহা ও ইস্পাত। আমদানি করে মূলত ফল, সিমেন্ট, মশলা ও চামড়া।

১৯৯৪ সালের গ্যাট (General Agreement on Tariffs and Trade)-এর প্রথম অনুচ্ছেদেই বলা আছে, বিশ্ব বাণিজ্য সংস্থার সব সদস্য দেশ একে অপরকে বিশেষ সুবিধাপ্রাপ্ত দেশ বা মোস্ট ফেভারড নেশন বলে চিহ্নিত করবে। সে অনুযায়ী, ভারত পাকিস্তান সহ বিশ্ব বাণিজ্য সংস্থা (WTO)-র সদস্য দেশকে চুক্তি লাগুর শুরুর দিন থেকে বিশেষ সুবিধাপ্রাপ্ত দেশের মর্যাদা দিয়ে আসছে। সারা পৃথিবীর বিভিন্ন দেশের মধ্যে বাণিজ্য আইন স্থির করার একমাত্র সংগঠন বিশ্ব বাণিজ্য সংস্থা। এদের সদস্য ১৬৪টি দেশ। অর্থমন্ত্রী জানান, পুলওয়ামা কাণ্ডের পর পাকিস্তানকে সারা বিশ্ব থেকে একঘরে করার জন্য সব ধরনের সম্ভাব্য পদক্ষেপ নিতে চলেছে বিদেশমন্ত্রক।

February 16: Massive protests and candlelight marches which began on Friday continued till Saturday in different parts of the country against the Pulwama terror attack which claimed the lives of 44 CRPF personnel. Activists of different political parties, social groups and trader outfits joined common people during these demonstrations.

Union Minister Arun Jaitley on Friday declared that the government will initiate all possible diplomatic steps to ensure Pakistan’s “complete isolation” and had withdrawn the Most Favoured Nation status to the country. On Saturday, another major step was taken by the Indian govern Finance Minister Arun Jaitley has announced that basic customs duty on all goods imported from Pakistan has been raised to 200% with immediate effect.

Prime Minister Narendra Modi condemned the Pulwama terror attack and already declared on Friday that, “those behind the terrorist attack in Pulwama will have to pay a “heavy price”. PM Modi after chairing a top level security meeting with senior ministers in Delhi said, “The terrorists…they have made a big mistake. You will have to pay a very heavy price. I assure everyone that the forces behind the attack…we will bring them to justice.”

The 44 CRPF jawans who were martyred in a suicide attack in Jammu and Kashmir’s Pulwama on Thursday were returning from leave. More than 2500 CRPF personel were travelling in a convoy of 78 vehicles when a Jaish-e-Mohammad suicide bomber rammed a SUV carrying 350 kg of explosives into a bus carrying the CRPF troopers. There were no survivors in the bus. The Pakistan-based Jaish-e-Mohammed terror group has claimed responsibility for the attack.
