আন্দোলনে নার্সরা, পরিষেবা ব্যাহত শিলচর মেডিক্যালেও
Indefinite strike by nurses paralysed health services in Assam

২৬ নভেম্বর : সারা রাজ্যের সঙ্গে শিলচর মেডিক্যাল কলেজ ও হাসপাতালের নার্সরাও সোমবার থেকে অনির্দিষ্টকালের জন্য কর্মবিরতি শুরু করলেন। ব্যানার ও প্লে-কার্ড হাতে হাসপাতালের শতাধিক নার্স বিভিন্ন দাবি-দাওয়া নিয়ে এ দিন মেডিক্যালের বর্হিবিভাগের সামনে ধর্না কর্মসূচি পালন করেন।

সোমবার থেকে রাজ্যজুড়ে অনির্দিষ্টকালীন এই ধর্মঘটের ডাক দেয় সারা আসাম নার্স সংস্থা। তাঁরা যদিও সপ্তম বেতন কমিশন পেয়েছেন, কিন্তু দীর্ঘদিনের বহু সমস্যার এখনও সুরাহা হয়নি। বেতন কাঠামো পুনর্নির্ধারণের পর তাঁদের সমস্যাগুলো পূরণের জন্য রাজ্য সরকারকে বেশ কয়েকবার স্মারকপত্রও জমা দিয়েছেন। কিন্তু এ পর্যন্ত সরকার তাদের দাবির প্রতি কোনও গুরুত্ব দেয়নি।

নার্স সংস্থার পক্ষ থেকে বলা হয়, অনির্দিষ্টকালীন এই ধর্মঘটের ব্যাপারে তাঁরা আগেই সরকারকে অবহিত করেছেন। তাদের প্রতি সরকারের বৈমাতৃসুলভ আচরণে বাধ্য হয়ে আন্দোলনে নেমেছেন। তাদের আরও অভিযোগ, ধর্মঘটের ফলে রোগীদের যে সমস্যা হবে, তার জন্য রাজ্য সরকারকেই দায় নিতে হবে।

নার্স সংস্থার প্রধান দাবির মধ্যে রয়েছে, স্টাফ নার্স, ওয়ার্ড ইনচার্জ, অ্যাসিস্ট্যান্ট মেট্রন, মেট্রন ও নার্স অফিসারদের পদ তৈরি করা, স্টাফ নার্সদের এক পর এক বেতনক্রম বাস্তবায়িত করা, প্রতি বছর পদোন্নতির তালিকা প্রকাশ করা, বছরের ৩১ ডিসেম্বরের আগে প্রোডাকশন লিস্ট দেওয়া ইত্যাদি। এ দিন তাঁরা সপ্তম বেতন কমিশনের যথাযথ বাস্তবায়নের ওপরও জোর দিয়েছেন।

এ দিকে, স্টাফ নার্সদের এই আন্দোলনে রাজ্যজুড়ে স্বাস্থ্য পরিষেবা পুরোপুরি ভেঙে পড়েছে। এ ব্যাপারে প্রশ্ন করলে আন্দোলনরত নার্সরা বলেন, এই আন্দোলনের ব্যাপারে সংস্থা রাজ্য সরকার, বিশেষ করে স্বাস্থ্য বিভাগকে চরমপত্র দিয়েছেন। কিন্তু সরকার তাদের দাবির প্রতি কর্ণপাত করেনি। তাঁরা বলেন, নার্সরা কাজে না থাকায় কোনও রোগীর ক্ষেত্রে অনাকাঙ্খিত কোনও ঘটনা সৃষ্টি হলে তার সম্পূর্ণ দায় সরকারকে নিতে হবে। সঙ্গে এও বলেন, তাদের দাবি খুব শীঘ্রই পূরণ না হলে সংস্থা আরও বড় ধরনের আন্দোলন শুরু করবে।

November 26: Along with the rest of the state, nurses of Silchar Medical College & Hospital has joined in an indefinite strike. Hundreds of nurses from the hospital took part in the strike holding banners and placards seeking a reasonable response to their demands.

The All Assam Nurses’ Association (AANA) has initiated this indefinite strike from Monday. Several pending issues have irked the nurses of Assam now. The 7th Pay Commission though has been implemented, but has failed to solve many of their long standing problems. After the revision of pay, they have given several representations to the state government to solve their genuine problems which they are facing for some period. But the state government has turned a deaf ear to their appeal.

It is in this backdrop that the All Assam Nurses’ Association (AANA) has given a call for indefinite strike from 26 November. AANA office bearers have stated that they were bound to resort to indefinite strike throughout Assam because of the indifferent attitude of the state government. They alleged that the apathy of the government is responsible for the inconvenience which will be caused to the patients for their indefinite strike.

The prime demands of AANA includes removal of anomalies related to their grade pay, proper implementation of Seventh pay commission, abolition of the designation of the staff nurses including the service rules through dialogues, publication of on or before December 31 per year, service rule for staff nurse, creation of posts for staff nurses, ward in-charge, assistant matron, nursing officers as per norms among others.

The strike by the staff nurses has paralysed the health services of the hospital. When asked about this, the nurses replied that they gave prior ultimatum to the state government in general and the health department of the state in particular, but the government turned a deaf ear to their demands. As such, if any untoward event occurs with any patient in the absence of the nurses, then the state government will be solely responsible for this. They further stated that if their demands are not solved soon, then they will resort to more vigorous agitation.
