৯ সেপ্টেম্বর : ফাটক বাজারে অবৈধ দখলদারদের বিরুদ্ধে কঠোর ভূমিকা নিলেন জেলাশাসক ডাঃ এর লক্ষণন। ফুডগ্রেনস মার্চেন্ট অ্যাসোসিয়েশনের আহবানে সাড়া দিয়ে রবিবার সাত সকালেই জেলাশাসক ফাটক বাজারের বিভিন্ন এলাকা ঘুরে দেখেন। এই সফরে ফাটক বাজারের অবর্ণনীয় অবস্থা জেলাশাসকের নজরে আসে। তিনি দেখেন বাজারের স্থানে স্থানে রয়েছে আবর্জনার স্তুপ, নর্দমাগুলো একেবারে অপরিষ্কার। তাছাড়া ব্যবসায়ীরা তাদের দোকানের সামনের নর্দমাগুলো দখল করে রেখেছেন। কিছু স্থানে গলিগুলো একেবারেই সংকীর্ণ, আবার কিছু অংশে অবৈধ নির্মাণও রয়েছে। তাছাড়া শিলচর পুরসভার কিছু অসংলগ্ন কাজ এবং ব্যবসায়ীদের সাধারণ জ্ঞানের অভাবও তাঁর নজরে পড়েছে।

এ দিন ফু্ডগ্রেনস মার্চেন্ট অ্যাসোসিয়েশনের সাধারণ সম্পাদক প্রণব পাল চৌধুরী তাঁদের বিভিন্ন অসুবিধার কথা তুলে ধরেন। তিনি জানান গত কয়েক দিনের বৃষ্টিতে ফাটক বাজারের বিভিন্ন ব্যবসায়ীর প্রায় ২৫ লক্ষ টাকার সামগ্রী নষ্ট হয়েছে। নর্দমার নিকাশি ব্যবস্থা ঠিক না থাকায় বৃষ্টির জমা জল উপচে পড়ে ঢুকে যায় দোকানগুলোতে। তিনি অভিযোগ করেন, ফাটক বাজারের ভেতরে থাকা নর্দমাগুলো গত সাড়ে তিন বছরের মধ্যে পরিষ্কার করেনি পুরসভা। তিনি স্পষ্ট করে বলেন, ফাটক বাজারের বর্তমান এই অবস্থা সৃষ্টি হয়েছে পুরসভার অবহেলার কারণেই। এদিকে প্রণব পাল চৌধুরীর এ ধরনের অভিযোগ পুরোপুরি অযৌক্তিক আখ্যা দিয়ে উড়িয়ে দিয়েছেন পুরপতি নীহারেন্দ্র নারায়ণ ঠাকুর। তিনি বলেন, সবাই উদ্দেশ্যপ্রণোদিতভাবে এ ধরনের কথা বলছে এবং এতে মদত জোগাচ্ছে বিরোধী পক্ষ।

তাঁর কথায়, শিলচর পুরসভাকে হেয় করার জন্যই এটি বিরোধীদের একটি চক্রান্ত। তিনি বলেন, গত সাড়ে তিন বছরে বহুবার ফাটক বাজারের নর্দমাগুলো পরিষ্কার করা হয়েছে। তিনি অভিযোগ করেন, যেসব ব্যবসায়ীর নামে গুদামঘর বরাদ্দ করা হয়েছে, তারা সেই দোকানের সামনে নর্দমা দখল করে খুচরো বিক্রয়ে লেগে যান। এদের জন্যই নর্দমাগুলো বন্ধ হয়ে যায়। এমনকি এই ব্যবসায়ীরা পুরসভা থেকে নর্দমা পরিষ্কারের জন্য শ্রমিক পাঠানো হলেও তাদের কাজ করতে দেন না। তাদের মারধর করে তাড়িয়ে দেওয়া হয়।

আরও একটি বড় ধরনের অভিযোগ হল, বাইরে নর্দমার উপর যেসব দোকানিরা বসেছেন, পুরসভা তাদের কাছ থেকে প্রতিদিন ৫ টাকা করে সংগ্রহ করছে। এই অভিযোগটিও উড়িয়ে দিয়েছেন পুরপতি। কিন্তু যখন তাঁকে বলা হল, পুরসভার পক্ষে এই অর্থ সংগ্রহের রসিদ দেখিয়েছেন দোকানিরা, তখন অবশ্য নিরুত্তর ছিলেন পুরপতি।

এসবের মধ্যে মূল বিষয়টি হল, পুরো ফাটক বাজার এলাকা আবর্জনার ঘেরাটোপে বন্দি। সাংবাদিকদের সঙ্গে এ ব্যাপারে কথা বলার সময় জেলাশাসক এস লক্ষণন বলেন, একজন অন্যজনকে দোষারোপ করলেই সমস্যার সমাধান হবে না। তিনি বলেন, দোকানিরা দোকানের ভেতরে যে জায়গা তাদের জন্য বরাদ্দ হয়েছে, সেখানে আলু ও অন্যান্য সামগ্রী মজুত করেন, কিন্তু ব্যবসা করেন দোকানের বাইরে নর্দমা জবরদখল করে। তিনি স্পষ্ট করে বলেছেন, দোকানিরা ড্রেনের উপর স্ল্যাব বসিয়ে কেনাবেচা করেন ও নিকাশি ব্যবস্থাকে বন্ধ করে দেন।

তিনি কড়া ভাষায় বলেন, এভাবে ক্রমাগত চলতে দেওয়া যাবে না। তিনি এও বলেন, ফাটক বাজারের কয়েকটি ভবনের অবস্থান নড়বড়ে এবং খুবই বিপদজনক। এ ধরনের দোকানগুলোকে সংস্কার এবং পুনর্নির্মাণের জন্য সাময়িকভাবে একবার বন্ধ করে দেওয়া হবে। এভাবে জবরদখলের ফলে রাস্তাগুলো সংকীর্ণ হয়ে পড়েছে। ফলে কোনও বিপদ হলে ছোট দমকলের ইঞ্জিনও বাজারের ভেতরে প্রবেশ করতে পারবে না। তিনি বলেন, নর্দমাগুলো জবরদখলের ফলে এগুলো পরিষ্কার করাও অসম্ভব হয়ে পড়েছে।

এ দিন ফাটক বাজার সফরকালে জেলাশাসক ও পুরপতির সঙ্গে ছিলেন ফাটক বাজার ব্যবসায়ী সংস্থার সাধারণ সম্পাদক প্রভাস পাল, সভাপতি অসিত দত্ত, পুরসভার ভাইস চেয়ারপার্সন চামেলী পাল, জেলা দুর্যোগ মোকাবিলা কর্তৃপক্ষ ও জলসম্পদ বিভাগের কর্মকর্তা, ৭ নং ওয়ার্ড কমিশনার শ্যামল দাস, ২০ নং ওয়ার্ড কমিশনার সজল বণিক এবং বাজারের অন্য ব্যবসায়ীরা।

September 9: In the early hours of Sunday morning, S.Laksmanan, Deputy Commissioner of Cachar along with other officials went to Fatak Bazar at the call of the Food Grains Merchants Association and saw the miserable condition of the market place. Heaps of garbage, unclean drains, encroachment of drains by merchants, narrow lanes, illegal construction at certain places, apathy of municipality, dilapidated roofs and lack of civic sense of the merchants were the prime issues which caught the attention of the Deputy Commissioner.

Pranab Paul Choudhury, General Secretary of the Food Grains Merchants Association narrated their tale of sufferings. He said, “A few days of rainfall has damaged goods worth around Rs.25 lakh of various merchants of Fatak Bazar. As the drains are not cleared by the Municipality, so rain water overflows and enter our shops.” He alleged that the drains inside the market were not cleaned by the municipality since the last 3 and half years. He categorically stated “The present situation is due to the negligence of Municipality.”

Responding to the allegations leveled by Mr. Paul Choudhury, Niharendra Narayan Thakur refuted all the allegations as baseless and said that all were motivated and instigated by the opposition party. He said, “These allegations are nothing but a conspiracy by the opposition to defame the Silchar Municipal Board.” He said that in the last 3 and half years drains were cleaned many times. He alleged that the merchants in whose names shops were allotted store goods inside and has set up their retail outlet over the drains, thereby blocking them. These merchants do not allow the labourers sent by municipality to clean the drains and rather indulge in beating them.

Another shocking revelation made was that Municipality collects Rs.5 on a daily basis for maintenance from the shopkeepers who sit outside the shops over the drains. This allegation was also refuted by the Chairperson of SMB. But when the shopkeepers showed the money receipts, the Chairperson had no answer.

However, the fact remains that the entire Fatak Bazar area was lying amidst heaps of garbage. Speaking to the media, S.Laksmanan, Deputy Commissioner said that blaming each other will not solve the problem. He said that the merchants have stored potato and other items inside the shops allotted to them and are running their business by encroaching the drains outside their shops.

He strictly said that this cannot be allowed to continue. He further said that the condition of some of the buildings are precarious and dangerous. These types of shops will be closed at once for repair and reconstruction. He categorically said that the merchants have set up slabs over the drains and are running their shops, thereby blocking the drains. They have encroached the drains and mid lanes to such an extent that in case of emergency even a small fire brigade vehicle cannot enter there. He said as because the drains have been encroached it becomes impossible to even clean the drains.

Also present along with the Deputy Commissioner and SMB Chairperson were Prabhash Paul, General Secretary of Fatak Bazar Merchants Association, Asit Dutta, President of Fatak Bazar Merchants Association, officials from District Disaster Management & Water Resources department, Chameli Paul, Vice Chairperson of SMB, ward commissioner Sajal Banik (Ward No 20), Representative of ward commissioner Shyamal Das (Ward No 7), and other merchants.
