নির্দেশ উপেক্ষা করে প্রতিমা নিয়ে শোভাযাত্রা, ঘাটে বাধা, বিশেষ অনুমতিতে বিসর্জন

বাড়িঘরের প্রতিমা বিসর্জনেও শোভাযাত্রার জন্য জেলা প্রশাসনের অনুমতি লাগবে, জানিয়েছিলেন জেলাশাসক এস লক্ষ্মণন। দু–দিন আগে তাঁরই আরেক নির্দেশের উল্লেখ করে পুরপ্রধান নীহারেন্দ্র নারায়ণ ঠাকুর বিজ্ঞপ্তি জারি করেন, সন্ধ্যা ৬টার পর সদরঘাটে প্রতিমা বিসর্জন করা যাবে না। সন্ধ্যার পর বিসর্জন ঘাটের গেট তালাবন্ধ থাকবে। কিন্তু তাঁর কোনও নির্দেশ শনিবার শহরে কার্যকর হয়নি। যেমন প্রশাসনের অনুমতি ছাড়া প্রচুর প্রতিমা নিয়ে শোভাযাত্রা বেরিয়েছে, তেমনি সেগুলি বেরিয়েছে সন্ধ্যার পরই।

ঠিক নির্দেশ জারির আগের মতো, প্রবল সাউন্ড সিস্টেম, জেনারেটরের সাহায্যে প্রচুর আলোর ব্যবস্থা, সামনে–পেছনে নারী–পুরুষের নৃত্য। তবে বিসর্জন গেটে তাঁদের দীর্ঘক্ষণ দাঁড়াতে হয়। জেলা প্রশাসনের নির্দেশমতো সদরঘাটের গেট বন্ধ করে দিয়েছিল পুরসভা। অপ্রীতিকর পরিস্থিতির যেন সৃষ্টি না হয়, সে জন্য প্রচুর পুলিশ মোতায়েন করা হয়। বিসর্জনকারীরা পরে দল বেঁধে যান জেলাশাসকের কাছে। যুক্তি দেখান, তাঁরা আগেই প্রতিমা নিয়ে বেরিয়েছিলেন। কিন্তু যানজটের দরুন সময়মতো বিসর্জনঘাটে পৌঁছাতে পারেননি। জেলাশাসক লক্ষ্মণন তাঁদের সঙ্গে কথা শুনে শুধুই আজকের জন্য রাতে প্রতিমা বিসর্জনের বিশেষ অনুমতি দেন। পরে পুরসভা গেট খুলে দেয়।

এ দিকে, নির্দেশের দরুন একাংশ নাগরিক আবার দিনের বেলাতেই বিসর্জন সেরে নেন। তখন আবার রাতের মতো বিশাল শোভাযাত্রা দেখা যায় না। এমনকী, এ দিন এক–দুইটি প্রতিমা দেখা গিয়েছে শুধু ঠেলাচালক নিয়ে যাচ্ছেন। সঙ্গে কেউ নেই, জিজ্ঞেস করতেই এক ঠেলাচালক বললেন, নাচ–গান নেই, আলো–শব্দ নেই, তাই প্রতিমার সঙ্গে কে আর আসবে! টাকা দিয়ে দিয়েছে বিসর্জনঘাটে রেখে দেওয়ার জন্য।

Inspite of strict orders by district administration and municipality regarding idol immersion, many seemed to blatantly ignore the same on the streets of Silchar on Saturday late evening. S. Laksmanan, Deputy Commissioner, Cachar, a few days back strictly informed that for taking out procession in connection with idol immersion, prior permission of the administration should be taken. He categorically stated that this would be applicable for pujas performed both by clubs and individuals.

Reiterating the stand of the Deputy Commissioner, Chairman of Silchar Municipal Board vide his notification No. CRR.57/2017/DDMA/13, dated 27/08/2018 made it clear that the gate at the ‘immersion ghat’ at Sadarghat will be closed at 6 in the evening. As such, idol immersion should be over before dusk. However, this notification was blatantly violated at Silchar on Saturday. Majority of the processions were taken out without the permission of the administration and that too these were taken out after dusk.

It was again the repetition of the same scenario. The traffic was clogged due to the long queue of procession.  Under the influence of alcohol, crude dance competition to the tune of film songs, youth making vulgar gestures and eve-teasing formed a path of celebration. Delayed immersion chocked city’s roads and people were wondering about the role of law enforcing authorities.

However, when they reached the immersion ghat at Sadarghat, they had to stand for long hours as the gate was locked by the municipality as per the direction of the district administration. To prevent the occurrence of any untoward incident, police forces were also stationed there. Those who came for immersion of the idol then went together to meet the Deputy Commissioner. He later on allowed them to immerse the idols and directed Municipality to open the gate at Sadarghat. S. Laksmanan, however, made it clear that he allowed to immerse the idols after 6 PM only for today as a special case. At his direction, municipality opened the gate.

However, on the flip side, many obeyed the orders of the administration and went for immersion during the day without any procession or loudspeakers. Even two idols were seen to be taken during the day for immersion only by hand cart pullers. On being asked, one hand cart puller said, “There are no loud speakers, no music, no lights, so those doing the puja preferred not to take out a procession. They rather gave me money and asked me to immerse the idol.”

Certain people of the town were heard to lament on the role of the law enforcing authority. Laws made for the welfare of the citizens are blatantly ignored by a section of the people. The big questions that remain unanswered are “When will there be an end to such ruckus created by a few? When will the law enforcing authority strictly implement the notifications in letter and spirit?”
