২২ নভেম্বরের বনধ সফলে সুস্মিতাও মাঠে

১১ নভেম্বর : পাঁচগ্রামের কাছাড় কাগজ কল পুনরুজ্জীবনে সরকার তড়িঘড়ি কোনও ব্যবস্থা না নিলে আদালতই এই রাষ্ট্রায়ত্ত সংস্থাটিকে বন্ধ করে দেবে। ফলে নগাঁও ও কাছাড় কাগজ কল দুটিকে স্থায়ীভাবে বন্ধ করে দেওয়ার কোনও নোটিশ সরকারের দেওয়ার প্রয়োজন নেই। রবিবার শিলচরে কাছাড় কাগজ কল রিভাইবেল অ্যাকশন কমিটির এক সভায় বক্তব্য রাখতে গিয়ে এ মন্তব্য করেন সাংসদ সুস্মিতা দেব।

কাছাড় কাগজ কল রিভাইভেল অ্যাকশন কমিটির মুখ্য আহ্বায়ক মানবেন্দ্র চক্রবর্তী এ দিন বলেন, সর্বানন্দ সোনোয়াল সরকার অনেক প্রতিশ্রুতি দিয়েছে, কিন্তু আসল সত্যটি হলো, এ পর্যন্ত কোনও প্রতিশ্রুতির সঠিক বাস্তবায়ন হয়নি। তিনি স্পষ্ট করে বলেন, যদি প্রধানমন্ত্রীর কার্যালয় থেকে পেপার মিল রিভাইভেল প্লেনের ফাইলটি মঞ্জুর করে নিয়ে আসতে মুখ্যমন্ত্রী অপারগ থাকেন, তাহলে তাঁর এই পদে থাকার কোনও অধিকার নেই। তিনি আরও বলেন, গত কুড়ি মাস ধরে কেন্দ্র ও রাজ্য সরকার তাদের নিয়ে খেলা করছে। তাদের এই ইচ্ছাকৃত দেরি বহু কর্মচারীর জীবনকে অনিশ্চিত ভবিষ্যতের দিকে ঠেলে দিয়েছে। তিনি অভিযোগ করে বলেন, কাগজ কলের ৩৬ জন কর্মীর মৃত্যু শুধুমাত্র সরকারের বৈমাতৃসুলভ আচরণের জন্যেই হয়েছে।

মানবেন্দ্রবাবু আরও বলেন, অ্যাকশন কমিটির পক্ষ থেকে গত ২৪ আগস্ট তারা দেশের রাষ্ট্রপতির সঙ্গে দেখা করেছিলেন। সে সময় তারা রাষ্ট্রপতিকে বলেছিলেন যে, তিনি যেন তাদের বাঁচার অধিকার দিন, নাহলে মৃত্যুর অধিকার তাদের দেওয়া হোক। তাদের সব কথা শুনে রাষ্ট্রপতি কাগজ কলের কর্মচারীদের বেতনের জন্য ৯০ কোটি টাকা মন্জুরের আশ্বাস দিয়েছিলেন। কিন্তু সেই টাকা আজ পর্যন্ত রিলিজ করা হয়নি বলে আক্ষেপ করেন মানবেন্দ্রবাবু।

সাংসদ সুস্মিতা দেব ও মানবেন্দ্র চক্রবর্তী এ বিষয়ে আক্ষেপ করে বলেন, মাত্র ৯৬ কোটি টাকা কাগজ কল কর্মচারীদের মৃত্যুর মুখে ঠেলে দিয়েছে। চক্রবর্তী আরপ বলেছেন, নমামি বরাকের সময় সর্বানন্দ সোনোয়াল শিলচরে এসে বলেছিলেন, কাগজ কলের সমস্যা তাঁর নিজের সমস্যা এবং তিনি খুব শীঘ্রই কাগজ কল পুনরুজ্জীবনে ব্যবস্থা নেবেন। এ বিষয়ে আলোকপাত করে তিনি বলেন, এক বছর অতিক্রান্ত হতে চলেছে, কিন্তু মুখ্যমন্ত্রী এ ব্যাপারে কোনও পদক্ষেপ নেননি। পাশাপাশি তিনি নিজের দেওয়া প্রতিশ্রুতিও ভঙ্গ করেছেন।

এদিনের এই নাগরিক সভায় পৌরোহিত্য করেন আসাম বিশ্ববিদ্যালয়ের প্রাক্তন উপাচার্য অধ্যাপক তপোধীর ভট্টাচার্য। সরকারের বদান্যতায় কীভাবে কাগজ কলটি ক্রমশ মৃত্যুর দিকে এগিয়ে যাচ্ছে সে ব্যাপারে তিনিও আলোকপাত করেন। এ দিন অ্যাকশন কমিটির পক্ষ থেকে জানিয়ে দেওয়া হয়, সরকারের এই অবহেলার জন্য আগামী ২২ নভেম্বর তারা বরাক বনধ-এর ডাক দিয়েছেন। এই বনধকে সমর্থন করেছে কাছাড় জেলা কংগ্রেস। এ দিন নাগরিক সভায় অন্যদের মধ্যে বক্তব্য রাখেন ড. সৌরীন্দ্র কুমার ভট্টাচার্য, সমীরণ আচার্য, রফিক আহমেদ প্রমুখ।

November 11: If government does not take immediate measures to revive the Cachar Paper Mill of Panchgram, then court will just close down this public sector company. So government may not require to pass any closure notification to permanently shut down Nagaon Paper Mill and Cachar Paper Mill, but that will be done by the court if such a phase of inactivity continues for some more months. These were the apprehensions expressed by MP Sushmita Dev while speaking during a meeting of the HPC Paper Mills Revival Action Committee, which was convened at Silchar on Sunday.

Manabendra Chakraborty, Chief Convenor of the HPC Paper Mills Revival Action Committee said that Sarbananda Sonowal has given many assurances but till now the truth of any such assurances has not been ascertained. He categorically stated that if the Chief Minister is unable to get the file of ‘Paper Mill Revival Plan’ cleared from the PMO, then he has got no right to continue in his office. He further said that since the last 20 months, both the central and the state government are playing a game with them. This intentional delay tactics in releasing the salary has resulted in the lives of many employees. He lamented that the death of the 36 employees of the mill is only due to the indifference of the government.

Mr. Chakraborty also said that on behalf of the Action Committee, they met with the President of India on 24 August. It was then that they told the President that either he should give them the right to live or else the right to die. Finally, after listening to them, the President of India assured to provide an amount of Rs. 90 crore for disbursal of the salary of the paper mill employees. However, he informed that the said amount was still not released.

Sushmita Dev and Manabendra Chakraborty lamented on the matter that just for an amount of 96 lakh, the employees of the mill were thrown into the mouth of hell. Mr. Chakraborty further said that during ‘Namami Barak’, Sarbananda Sonowal assured that the problem of paper mill was his own problem and he will take immediate action so that the mill is revived. However, it was pointed out that, almost one year has elapsed, but our Chief Minister till now has not taken any step and has rather broken his promise.

The Citizen’s Meet of the day was presided over by Prof. Tapodhir Bhattacharjee, former Vice Chancellor of Assam University, Silchar.  Prof. Bhattacharjee too upholded the history of how the paper mill was allowed to die due to the apathy of the government. It was further informed by the HPC Paper Mills Revival Action Committee that as a result of the apathy of the government, they have given a call for 12-hour Barak Bandh on 22 November. The bandh has also been supported by Cachar District Congress.

Dr. Sourindra Kumar Bhattacharjee, Samiran Acharjee, Rafique Ahmed and others also presented their views in the meet.
