অসমিয়াদের স্বার্থ সুরক্ষায় উচ্চ পর্যায়ের কমিটি গড়ছে কেন্দ্রীয় ক্যাবিনেট
High-level committee to be formed for Implementation of Clause 6 of Assam Accord

২ জানুয়ারিঃ নাগরিকত্ব সংশোধনী বিলে জেপিসি-র ছাড়পত্র মিলতেই কেন্দ্রীয় ক্যাবিনেট অসমিয়াদের স্বার্থ সুরক্ষায় উচ্চ পর্যায়ের কমিটি গঠনের সিদ্ধান্ত নিয়েছে। আসাম চুক্তির ৬নং ধারা সঠিকভাবে কার্যকর হচ্ছে কি না, তা তাঁরা খতিয়ে দেখবে। সঙ্গে অসমিয়াদের জন্য বিধানসভার আসন সংরক্ষণের প্রয়োজনীয়তাও বিচার করবে তাঁরা। কেন্দ্র যে তাদের জন্য চাকরিতেও সংরক্ষণের কথা ভাবছে, বুধবারের সিদ্ধান্তে তা স্পষ্ট। বড়োদের স্বার্থসংশ্লিষ্ট বিষয়গুলিও এই উচ্চ পর্যায়ের কমিটির আওতাভুক্ত করা হয়েছে।

হিন্দু বাঙালিদের নাগরিকত্বের ব্যাপারে জেপিসি-র মাধ্যমে একধাপ এগুনোয় অসমিয়ারা ক্ষেপে যাওয়ায় আশঙ্কায় মন্ত্রিসভা তাদের সন্তুষ্ট রাখার কৌশল নিয়েছে। তবে অসম সাহিত্য সভা সহ বিভিন্ন অসমিয়া সংগঠন তাদের কৌশলে জল ঢেলে দিয়েছে। তারা একে আই ওয়াশ বলে অভিহিত করছে।

কেন্দ্রের সিদ্ধান্তে ক্ষুব্ধ অসমের বাঙালি সংগঠনগুলিও। বরাক উপত্যকা বঙ্গ সাহিত্য ও সংস্কৃতি সম্মেলনের কেন্দ্রীয় সমিতির সাধারণ সম্পাদক সব্যসাচী রায় বলেন, ৬নং ধারায় অসমিয়াদের স্বার্থরক্ষার কথা বলা হলেও অসমিয়া কারা সেটাই আজও নির্ধারিত হয়নি। কংগ্রেস আমলে ভূমিধর বর্মনের নেতৃত্বে ক্যাবিনেট সাবকমিটি গড়েও অসম সরকার সিদ্ধান্তে পৌঁছতে পারেনি। অসমিয়া সংজ্ঞা নির্ধারণ না করে তাদের স্বার্থ সুরক্ষার কথা বলে সাব-কমিটি গঠন তাই অর্থহীন বলেই তিনি মন্তব্য করেন। তিনি এর পেছনের উদ্দেশ্য নিয়েই প্রশ্ন তোলেন।

নাগরিক অধিকার রক্ষা সমিতির মহাসচিব সাধন পুরকায়স্থ বলেন, আমরা শুরু থেকেই আসাম চুক্তির বিরোধিতা করছি। বিশেষ করে, ৬ নং ধারাটিকে কোনওমতে মেনে নেওয়া যায় না। কারণ অসম একটি বহুভাষিক রাজ্য। বিভিন্ন জনগোষ্ঠীর মানুষ এখানে বসবাস করেন। ফলে কেন্দ্রের উচিত, শুধু অসমিয়া নয়, প্রতিটি জনগোষ্ঠীর মানুষের স্বার্থ সুরক্ষার দিকটি খতিয়ে দেখা।

January 2: On Wednesday, the Union Cabinet has approved the setting up of a High Level Committee for implementation of Clause 6 of Assam Accord and measures envisaged in the Memorandum of Settlement, 2003 and other issues related to Bodo community. The Cabinet Meeting was chaired by Prime Minister Narendra Modi.

Clause 6 of the Assam Accord signed on August 15, 1985 states that: “Constitutional, legislative and administrative safeguards, as may be appropriate, shall be provided to protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people.”

The said committee will also hold discussions with all stakeholders and assess the required quantum of reservation of seats in Assam Legislative Assembly and local bodies for Assamese people.

It was further stated in a PIB release that the committee will also assess the requirement of measures to be taken to protect Assamese and other indigenous languages of Assam, quantum of reservation in employment under Government of Assam and other measures to protect, preserve and promote cultural, social, linguistic identity and heritage of Assamese people.

As per the Cabinet decision, the Ministry of Home Affairs will issue the composition and terms of reference of the committee. Further, the Cabinet approved establishment of a Bodo Museum-cum-language and cultural study centre, modernization of existing All India Radio Centre and Doordarshan Kendra at Kokrajhar and introducing a super fast train Arunoi Express passing through BTAD.

However, the cabinet decision regarding Clause 6 of Assam Accord was highly resented by various organisations of Barak Valley like Barak Upottoka Banga Sahitya O Sanskriti Sammelan, Citizens Rights Protection Committee. They have raised the question that how can a sub-committee be formed without even arriving at an acceptable definition of the term ‘Assamese’?
