August 31: The final list of NRC was released by the government on 31 August, 2019 at all NRC Seva Kendra (NSK) across the state. According to the Assam government, 19,06,657 people have been left out of the final list of NRC. The final list of citizens will include a total of 3,11, 21,004 names. These people will be deemed legal and rightful citizens of India. A total of 3,30,27,661 persons applied for inclusion in the NRC.
Reports came in just now wherein it was learnt that former MLA of Katigora Ataur Rahman Mazharbhuiya and his son Nazir Ahmed Mazarbhuiya were excluded from the final NRC. Having used his own legacy data, Mazarbhuiya, had his entire families’ name in the first draft of NRC published on December 31, 2017. But his name along with both his daughters and his son were struck off from the final draft published on July 30, 2018.
Paritosh Choudhury, a resident of Tarapur, Silchar applied for inclusion of 4 members of his family in the NRC. However, when the list was declared on Saturday morning, Mr. Choudhury found that the name of his younger brother was excluded. Expressing his reaction, Poritosh Choudhury said, “If I am declared an Indian then how come my brother is excluded from the list. Both of us used the same legacy data!.”
Advocate Pradip Sinha of Silchar too have a similar tale to narrate. Out of his 5 family members, the name of his younger brother Prabir Sinha was not included in the final NRC. Here too, both the brothers used the same legacy data. Out of a sense of despair, Advocate Sinha said, “How can the same legacy be alright for me but incorrect for my brother?”
Nurul Islam Laskar, a day labourer from Rangpur, Silchar too failed to enter into the final NRC. Speaking to way2barak, he said, “I gave the voter list of 1965 from Manipur while applying. But I am surprised to find my and my 2 children’s name in the exclusion list.”
For Madhab Kumar Saha, a driver of the office of Senior Electrical Inspector, SIlchar, it was as if a bolt from the blue when on Saturday morning he found that his name was in the exclusion list. What surprised him most is that expect him, the names of his wife and 2 children were there in the final NRC.
It is important to understand that nobody can be labelled an illegal migrant, or a non-citizen just because their name did not find mention in the National Register of Citizens. Only a foreigners tribunal, a quasi-judicial body especially set up to solve matters of dubious citizenship, has the right to give a verdict on someone’s citizenship. It is this body, a resident should approach within 120 days to dispute the exclusion of their names from the government’s list.
