Draft NRC list: A package full of errors

নাগরিক পঞ্জি (এনআরসি)-তে নাম উঠেছে বটে, কিন্তু পরিবারের সবার নামের বানান ভুল। নাম ভুলের এমন আক্ষেপ আজ অনেকের মুখে। পল্লব সিংহচৌধুরীর  নাম এনআরসির খসড়ায় হয়ে গেছে পল্লও সিংহচৌধুরী, স্ত্রী মধুছন্দা হয়েছেন মধুচন্দা, পুত্র পর্ণব হলেন পরনয়। হাইলাকান্দির তবারক আলি নাগরিক পঞ্জির সুবাদে নতুন নাম পেয়েছেন তবারও আলি। নাতনি আয়েশার নাম হয়েছে আশা। হিতব্রত ভট্টাচার্য হয়ে গেলেন হিতব্রতা। রাহুল দেবের পরিবারের সকলের পরিচিতি মিলেছে দেও হিসেবে।

যেন ভোটার তালিকা! নামে অসংখ্য বানানের ভুল। পুরুষকে মহিলা, মহিলাকে পুরুষ লেখা হয়েছে। গণ্ডগোল রয়েছে বহু আবেদনকারীর ঠিকানায়। এমনকী, একজনের আবেদনে (এআরএন) অন্যজনের নাম যুক্ত হওয়ার ঘটনাও ঘটেছে।

কিন্তু এনআরসি আর ভোটার তালিকায় বিশাল ফারাক। ভোটার তালিকার খসড়া প্রতি বছর প্রকাশিত হয়। ভুল থাকলে শোধরে নেওয়া কঠিন নয়। চূড়ান্ত তালিকার সংশোধনও বছরভর চলতে থাকে। কিন্তু এনআরসি–র ভুল পরের বছর শোধরে নেওয়ার সুযোগ নেই। ১৯৫১ সালে অসমে প্রথমবার এনআরসি তৈরি করা হয়েছিল। ৪৭ বছর পর এখন এর নবায়ন হচ্ছে। তাই খসড়ায় ভোটার তালিকার মতো ভুল হওয়ায় উদ্বেগে সাধারণ জনতা। এ ছাড়া, বাদ পড়াদের মধ্যে যাঁদের নাম চূড়ান্ত তালিকায় অন্তর্ভুক্ত হবে, তাঁদের বেলায় এই রকমের ত্রুটি হলে সংশোধনের সুযোগ মিলবে না।

কেন এত ভুল হল? বিভিন্ন রাজনৈতিক সংগঠন ও অরাজনৈতিক সংস্থা এর জন্য একাংশ অফিসার–কর্মীর খামখেয়ালিপনাকে দায়ী করছেন। তাঁদের কথায়, নইলে এক পরিবারের চার ভাইয়ের তিনজন ভারতীয় আর সবচেয়ে ছোটভাই সন্দেহভাজন হতে পারেন না। একইভাবে বাবা–মার নাম ওঠার পর ছেলেদের কেউ বাদ পড়ার কথা নয়। প্রাক্তন রাষ্ট্রপতি বা স্বাধীনতা সংগ্রামীদের উত্তর–প্রজন্ম কী করে সন্দেহের তালিকায় থেকে যান, উঠছে প্রশ্ন।

যাঁদের নাম নেই, তাঁরা উদ্বেগে দিন কাটাচ্ছেন। নতুন করে আবেদন জমা দিয়ে অপেক্ষায় থাকবেন চূড়ান্ত এনআরসি–র জন্য। নাম এলেও যাঁদের কোনও তথ্যে ভুল রয়েছে, তাঁদের ফের ছুটতে হবে সেবাকেন্দ্রে। ফর্ম ভরাট, শুদ্ধ নামের নথি প্রদান, শুনানিতে উপস্থিত হওয়ার হ্যাপা সামলাতে হবে তাঁকে। ফলে শুধু বাদ পড়া ৪০ লক্ষ মানুষই নন, ৩০ অগস্ট থেকে ২৮ সেপ্টেম্বর পর্যন্ত ফর্ম জমা দিতে সেবাকেন্দ্রে ছুটবেন আরও কয়েক লক্ষ মানুষ। মাত্র ২৯ দিনে কি সম্ভব বাদ পড়াদের নথি পুনঃপরীক্ষা, সেই সঙ্গে এত ভুল–ত্রুটি সংশোধন? বরাক উপত্যকা বঙ্গ সাহিত্য ও সংস্কৃতি সম্মেলনের সাধারণ সম্পাদক সব্যসাচী রায় বলেন, অন্তত তিনমাস সময় না পেলে শুদ্ধ এনআরসি নিয়ে সংশয় থেকেই যায়। কংগ্রেস সাংসদ সুস্মিতা দেব বলেন, গাড়িভাড়ার জন্য বহু দুস্থ পরিবারের সেবাকেন্দ্রে যাওয়া কঠিন হয়ে পড়বে। অনেকের অন্যকে দিয়ে ফর্ম পূরণেও টাকা লাগবে। সতর্কতার সঙ্গে কাজ করা গেলে যে এই লোকগুলির বড় উপকার হতো!

এনআরসি–র রাজ্য সমন্বয় রক্ষাকারী প্রতীক হাজেলা অবশ্য খসড়া প্রকাশ করেই বলে দেন, এত বড় কাজ, এমন বিপুল পরিমাণ নথি পরীক্ষা—কিছু ভুলত্রুটি থাকাই স্বাভাবিক। সেগুলি এখন শোধরে নেওয়া হবে।

The final draft of the National Register of Citizens (NRC) in Assam released on 30 July included names of 2.89 crore people. But the irony of the fact is that the list contains too many spelling mistakes, which has become a concern for many. In the final draft, the name of Pallabh Singh Choudhury has appeared as Pallao Singh Choudhury, his wife Madhuchanda has become Madhucanda, and his son Parnab’s name has been mis-spelt as Poronoy. NRC has renamed Tabarak Ali of Hailakandi as Tabaro Ali. His granddaughter Ayesha’s name has been wrongly spelt as Asha. The surname of the family of Rahul Deb has been changed to ‘Deo’.

Apart from numerous spelling mistakes, errors have also been noticed in marking gender and typing address. Instances of incorporating names as against ARN of somebody else could also be discerned. Such kind of mistakes could usually be found in voters list. However, there is a gulf of differences between the voter list and NRC. Voter List is usually published every year so there remains ample opportunity to rectify any errors within it. But there is no scope to rectify the mistakes in NRC.

NRC was first prepared in Assam in 1951. The process of updating the same has been undertaken now after a lapse of 67 years. Nobody knows when it would be updated again and this has been a major cause of concern for those whose name has been mis-spelt. Over and above those whose names have not been included, they too may face many hurdles if their names are spelt wrong after claims settlement. The fear is not unfounded because those people may not even find time for rectification of the errors.

Why so many mistakes have crept in the NRC? Various political parties and other social organizations have accused that such mistakes have occurred due to careless attitude of the officers and staff involved in the process. According to them, had the officers and staff related with NRC been careful, then under no circumstances the names of 3 brothers would find it’s place in the list while the fourth one is excluded. In similar manner when the names of the parents were included in the list, how can their siblings be excluded? Questions are also been raised as to the fact that how can names of the family members of former President and siblings of freedom fighters be left out from the NRC. Those whose names were left out are passing their days in deep agony. They will have to apply again for inclusion and wait till the publication of the final list.

This means that not only 40, 07,707 persons will crowd the NSKs from 30 August to 28 September, but another few lakhs will also have to go there for rectification of the mistakes. Now the big question is, whether it will be physically possible to accomplish the huge task of examining the documents and rectifying the herculean mistakes within the time span of 29 days? Sabyasachi Roy, General Secretary of ‘Barak Upottaka Banga Sahitya O Sanskriti Sanmelan’ is of the view that for accomplishing such a huge task with accuracy at least 3 months time is required. MP Susmita Dev argued that the economically backward people will find it very difficult to spend money and do the rounds of the NSKs. However, just after publication of the final draft, Prateek Hajela, State coordinator of NRC said that in such a huge task wherein millions of documents were to be verified, certain mistakes are bound to occur, which of course will be rectified before the publication of the final list.
