১৯ ডিসেম্বর : আসাম চুক্তির ৬নং অনুচ্ছেদ অবশ্যই কার্যকর করা হবে। নাগরিকত্ব বিলের সঙ্গে এই চুক্তির সংঘাত দেখা দিলে প্রয়োজনে বিলে সংশোধনী আনবেন। গুয়াহাটির বিজেপি সাংসদ বিজয়া চক্রবর্তী মঙ্গলবার এই কথা বলেন। আসাম চুক্তির ৬নং অনুচ্ছেদে বলা হয়েছে, সাংবিধানিক, রাজ্যিক ও প্রশাসনিক রক্ষাকবচের মাধ্যমে আসামের জনগণের নিরাপত্তা, সংরক্ষণ এবং সামাজিক, সাংস্কৃতিক এবং ভাষাগত পরিচয় ও ঐতিহ্য সুরক্ষিত করা হবে। সেই জায়গা থেকেই প্রশ্ন ওঠে, নাগরিকত্ব বিল আইনে পরিণত হলে কি অসমিয়াদের ভাষা-সংস্কৃতি সুরক্ষিত থাকবে? একই প্রশ্ন করা হয়েছিল বিজয়াদেবীকে। তিনি খোলামেলা বলেন, অসমিয়াদের স্বার্থ সুরক্ষার প্রয়োজনে বিলটিকে কিছুটা সংশোধিত করার প্রস্তাব দেবেন তিনি। সংসদের শীতকালীন অধিবেশনের প্রাক্কালে সর্বদলীয় সভায় সরকার বিভিন্ন বিল নিয়ে চর্চা করে। কোন কোন বিল আলোচনার জন্য উত্থাপিক হবে, তাও সেখানেই চূড়ান্ত হয়। এরপর কেন্দ্রের সংসদ বিষয়ক মন্ত্রকের অধীনে থাকা প্রেস ইনফরমেশন ব্যুরো এক প্রেস বিজ্ঞপ্তি জারি করে। তাতে নাগরিকত্ব সংশোধনী বিলের কোনও উল্লেখ ছিল না। এতে একটা বিষয় স্পষ্ট হয়েছে যে, সবচেয়ে বেশি আলোচিত এই বিলটি আপাতত হিমঘরে পাঠিয়ে দিয়েছে বিজেপি। নাগরিকত্ব সংশোধনী বিল ২০১৬ নিয়ে বিজেপি নেতৃত্বাধীন কেন্দ্র সরকার যে ব্যাকফুটে চলে গিয়েছে, তা মঙ্গলবার আরও স্পষ্ট হল। গুয়াহাটির সাংসদ চক্রবর্তী সোজাসুজি বললেন, চলতি শীতকালীন অধিবেশনে এই বিলটি উত্থাপন করা হবে না। তিনি বলেন, আসামের বর্তমান রাজনৈতিক পরিস্থিতি বিবেচনা না করে এই বিল সংসদে তোলা হবে না। প্রসঙ্গত, সংসদের শীতকালীন অধিবেশন চলতি মাসের ১১ তারিখ থেকে শুরু হয়েছে এবং তা শেষ হবে আগামী বছরের ৮ জানুয়ারি। অন্যদিকে, বিজেপি ২০১৪ সাল পর্যন্ত বাংলাদেশ থেকে এ দেশে আসা হিন্দুদের নাগরিকত্ব দেওয়ার ব্যাপারে সওয়াল করে যাচ্ছে। এর প্রক্ষিতে এই বিলটি নিয়ে বরাক ও ব্রহ্মপুত্র উপত্যকার মধ্যে বিবাদের সৃষ্টি করেছে। এ ব্যাপারে যে যৌথ সংসদীয় কমিটি গঠন করা হয়েছে, বিতর্ক সেটিকেও ছেড়ে যায়নি। রাজস্থানের সাংসদ রাজেন্দ্র আগরওয়ালের নেতৃত্বে এই কমিটিতে লোকসভার ২০ জন ও রাজ্যসভার ১০ জন সাংসদ রয়েছেন। এর মধ্যে আবার ৪ জন রয়েছেন আসাম থেকেই। এই চারজন হলেন, সুস্মিতা দেব, রমেন ডেকা, ভুবনেশ্বর কলিতা ও কামাখ্যা প্রসাদ তাসা। এই বিলটি মূলত ধর্মীয় আগ্রাসনের শিকার হয়ে ২০১৪ সাল পর্যন্ত আফগানিস্তান, বাংলাদেশ ও পাকিস্তান থেকে যেসব হিন্দু, শিখ, বৌদ্ধ, জৈন, পার্সি ও খ্রিস্টানরা এ দেশে এসে আশ্রয় নিয়েছেন, তাঁদের নাগরিকত্ব দেওয়ার ব্যাপারে আনা হয়েছে।
December 18: In the all-party meeting convened on the eve of the Winter Session of the Parliament, it was made clear by the government regarding the various bills which will be introduced. This was followed by a release issued by the Press Information Bureau under the Ministry of Parliamentary Affairs, where no mention was made of the Citizenship (Amendment) Bill, 2016. Thus, it became clear that the much hyped pet-bill of the ruling BJP has gone in cold storage.

That the BJP-led Union government have gone on the back foot as regards the Citizenship (Amendment) Bill, 2016 became more clear on Tuesday when BJP MP from Guwahati Bijoya Chakrabarty stated that the bill would not be tabled in the ongoing Parliament’s winter session. She expressed the view that the Citizenship Bill should not be tabled in the Parliament without examining the present political scenario of Assam. The Winter Session of Parliament started from December 11, 2018 and will concluded on January 8,2019.
MP Chakrabarty emphasised that “Clause 6 of Assam Accord should have to be implemented.” Now what exactly is Clause 6 of Assam Accord? Clause 6 states that: “Constitutional, legislative and administrative safeguards, as may be appropriate, shall be provided to protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people.” Bijoya Chakrabarty said so while speaking to the media on the sidelines of the ongoing Winter Session of the Parliament in New Delhi.
BJP was hammering the proposal since 2014 to grant citizenship to all Hindus who have come over to India from Bangladesh. However, the bill soon became a bone of contention mainly between Barak and Brahmaputra valley. The controversy led to the formation of a Joint Parliamentary Committee (JPC). The JPC headed by Rajasthan MP Rajendra Agrawal has got 20 Lok Sabha and 10 Rajya Sabha members in it. Out of them, four members are from Assam. They are Sushmita Dev from Congress, Ramen Deka from BJP and Bhubaneshwar Kalita also from Congress and Kamakhya Prasad Tasa. The Bill was originally intended to grant citizenship to the religious minorities (Hindus, Sikhs, Buddhists, Jains, Parsis and Christians) who have migrated from Afghanistan, Bangladesh and Pakistan till 2014 due to religious persecution.
