শীতকালীন অধিবেশনে নাগরিকত্ব বিল আনছে না সরকার
Citizenship Bill will not be tabled in the Winter Session of Parliament

১০ ডিসেম্বর : অনেক জল্পনা ও বিতর্কের পর বিজেপি নেতৃত্বাধীন কেন্দ্র সরকার নাগরিকত্ব সংশোধনী বিল ২০১৬’ ইস্যুতে পিছু হটল। মঙ্গলবার থেকে শুরু হতে যাওয়া সংসদের শীতকালীন অধিবেশনে এই বিলটি উত্থাপন করার এখন আর কোনও সম্ভাবনা নেই।

শীতকালীন অধিবেশনের প্রাক্কালে সোমবার কেন্দ্র সরকার এক সর্বদলীয় বৈঠক আহবান করেছিল। সংসদ বিষয়ক মন্ত্রকের অধীনে থাকা প্রেস ইনফরমেশন ব্যুরো সোমবার যে প্রেস বিবৃতি জারি করেছে, তাতে আলোচিত এই বিলটির ব্যাপারে কোনও উল্লেখ নেই।

এই অধিবেশনে ২০ দিন ধরে চলবে। এই কয়দিনে প্রায় ২০টি বিল উত্থাপন, আলোচনা বা পাস হওয়ার সম্ভাবনা রয়েছে। এর পাশাপাশি লোকসভার পড়ে থাকা ১৬টি এবং রাজ্যসভার আরও ৭টি বিলও এই অধিবেশনের আলোচ্য বিষয়ের মধ্যে রয়েছে। আসলে ২০১৯-এর লোকসভা নির্বাচনের আগে প্রায় মাসব্যাপী এই শীতকালীন অধিবেশনটি নরেন্দ্র মোদি সরকারের শেষ পূর্ণাঙ্গ অধিবেশন। ফলে এখন আর নরেন্দ্র মোদি সরকারের সামনে এই বহুচর্চিত নাগরিকত্ব সংশোধনী বিলটি লোকসভায় পেশ করার কোনও সুযোগ রইল না।

সর্বদলীয় বৈঠকের শেষে সংসদ বিষয়ক মন্ত্রী নরেন্দ্র সিং তোমর সাংবাদিকদের মুখোমুখি হয়ে বলেছেন, সরকার সব দল বিশেষ করে বিরোধী দলগুলোর সদস্যদের প্রতি সংসদের দুই কক্ষের কাজকর্ম সুন্দরভাবে পরিচালনায় সহযোগিতা করার জন্য অনুরোধ জানিয়েছে।

মন্ত্রী জানান, সব রাজনৈতিক দলের সদস্যরাই শীতকালীন অধিবেশন ফলপ্রসূ করে তুলতে মতামত ব্যক্ত করেছেন। তিনি এও বলেন, সরকার যে কোনও বিষয় সংসদে আলোচনায় রাজি রয়েছে।

December 10: After much speculation and heated debate, the BJP-led Union government seemed to have gone on the back foot and in all probability The Citizenship (Amendment) Bill, 2016 will not be tabled in the ensuing Winter session of the Parliament. Ahead of the Winter Session, the government held an all-party meeting on Monday. Press Information Bureau under the Ministry of Parliamentary Affairs has come up with a release where no mention was made of the much hyped Citizenship (Amendment) Bill, 2016.

The session will have 20 sittings during which 20 Bills will be tabled for introduction, consideration and passing. Further 16 pending Bills in the Lok Sabha and 7 pending Bills in the Rajya Sabha will also be tabled. The nearly month-long Winter session will be the last full fledged session before the Lok Sabha elections in 2019. As such, there remains no opportunity for the present government to introduce the Citizenship (Amendment) Bill, 2016 any further.

Briefing the media persons after the meeting,Union Minister of Parliamentary Affairs,Rural Development, Panchayati Raj and Mines, Shri Narendra Singh Tomar said that the Government has requested all parties, especially the opposition, for their co-operation for the smooth functioning of both Houses of Parliament. The Minister informed that all parties were in favour of a productive WinterSession and the Government is always ready to discuss on the floor of the House, any issue as permitted under Rules of Procedure.

The Prime Minister encouraged all Political Parties to strive to create a constructive atmosphere in Winter Session and to collectively address issues related to the welfare of people.“It is a prime responsibility for all of us to contribute to the service of the Nation and its people by ensuring smooth functioning of the Parliament”, said Mr.Modi.

The all-Party meeting was attended by Union Minister for Home Affairs, Shri Rajnath Singh, by Union Minister for Finance and Corporate Affairs, Shri Arun Jaitley, Minister of State for Parliamentary Affairs and Statistics & Programme Implementation, Shri Vijay Goel, Minister of State for Parliamentary Affairs and Water Resources, River development and Ganga Rejuvenation, Shri Arjun Ram Meghwal, along with other Ministers.

Political analysts are of the view that the Citizenship Bill was a pet project of the BJP and by not including it for discussion in the Winter Session may be a negative factor for them in the Lok Sabha elections in 2019, especially in Assam and West Bengal.
