Assam Govt to file affidavit in Supreme Court opposing Hajela’s proposal

এনআরসি-ছুটদের পুনঃআবেদনে রিফিউজি রেজিস্ট্রেশন কার্ড, সিটিজেনশিপ কার্ড, ১৯৫১ সালের এনআরসি, ১৯৭১-র আগের ভোটার তালিকা ইত্যাদিকে মান্যতা না দিতে প্রতীক হাজেলা সুপ্রিম কোর্টে যে প্রস্তাব দিয়েছেন, অসমের বিজেপি সরকার তার বিরোধিতা করার সিদ্ধান্ত নিয়েছে। রাজ্যের বন ও পরিবেশ মন্ত্রী পরিমল শুক্লবৈদ্য রবিবার শিলচরে সাংবাদিকদের জানিয়েছেন, মন্ত্রিসভা সিদ্ধান্ত নিয়েছে, পৃথক হলফনামা দিয়ে সুপ্রিম কোর্টকে পুরনো প্রক্রিয়া বহাল রাখার অনুরোধ করা হবে। অর্থাত ১৫ নথির কোনওটিকে বাদ দেওয়া চলবে না। বরং হলফনামায় সরকারের পক্ষ থেকে জোরালোভাবে দাবি করা হবে, ১৯৭১ সালের আগের যে কোনও সরকারি নথিকে মান্যতা দেওয়া হোক। পরিমলবাবু জানান. ভিন্ন রাজ্যের নথি নিয়েও জটিলতা রয়েছে। বাইরে পাঠানো বহু নথি ফেরত আসেনি। সে জন্য অনেকের আবেদন খসড়ায় বিবেচিত হয়নি। সরকার সর্বোচ্চ আদালতকে এ ব্যাপারেও সহজতর প্রক্রিয়া নির্ধারণের অনুরোধ করবে। ১৯ সেপ্টেম্বরের শুনানির আগেই সরকারের হলফনামা পেশের জন্য কাজ চলছে। মুখ্যমন্ত্রীকে  উদ্ধৃত করে পরিমল শুক্লবৈদ্য বলেন, সরকার প্রকৃত ভারতীয়দের পাশে রয়েছে। ফলে কেউ আশাহত হবেন না। প্রাক্তন কেন্দ্রীয় মন্ত্রী কবীন্দ্র পুরকায়স্থের অভিযোগ, কংগ্রেস মানুষকে বিভ্রান্ত করছে। মুখ্যমন্ত্রী সোনোয়ালকে বদনাম করার জন্য চক্রান্ত চলছে। কমলাক্ষ দে পুরকায়স্থের নাম উল্লেখ না করলেও এ প্রসঙ্গে তিনি বলেন, করিমগঞ্জের কংগ্রেস বিধায়কের যেন এটিই একমাত্র কাজ।

তবে খসড়া এনআরসি-র ১০ শতাংশের নথিপত্র পুনঃপরীক্ষার যে প্রস্তাবের কথা সুপ্রিম কোর্ট শুনিয়ে রেখেছে, তাতে রাজ্য সরকারের কোনও ভূমিকা  নেই বলেই উল্লেখ করেন মন্ত্রী শুক্লবৈদ্য। তাঁর কথায়, সর্বানন্দ  সোনোয়ালের সরকার কখনও এই ধরনের প্রস্তাব দেয়নি। তবে এর বিরোধিতায়ও যে হলফনামায় কিছু লেখা হবে না, সে ইঙ্গিতও তিনি দিয়ে রাখেন।

September 9: A report was submitted on September 5 before the bench of Supreme Court hearing the matter of NRC by Prateek Hajela, State Coordinator of NRC. In that report Hajela suggested that only 10 of the 15 documents originally permitted to prove citizenship be allowed to be filed with claims and objections by the people whose names have been left out of the final NRC draft. The documents which were excluded by Hajela includes Refugee registration card, Citizenship card, NRC of 1971, Voter list prior to 1971 etc. The bench directed the stake holders including the centre to respond to the proposal given by Hajela within two weeks.

Bharatiya Janata Party (BJP) government in Assam has decided to oppose this move of Prateek Hajela. In a press meet held at Silchar on Sunday Parimal Suklabaidya, Minister for Forests, Fisheries and Excise in Government of Assam has said the Assam cabinet has decided to submit a separate affidavit in the Supreme Court urging to restore the erstwhile procedure. He said that all the 15 documents which were originally permitted to prove citizenship should be retained. The affidavit will be filed by the state government before September 19, the date slated for the next hearing by the apex court. Quoting the Chief Minister, Parimal Suklabaidya said that his government will always be besides the genuine Indians. Without mentioning the name of Kamalakkhaya Dey Purkayastha, former Union Minister Kabindra Purkayastha said, “It seems that the Congress MLA from Karimganj has only one work and that is to defame Chief Minister Sonowal.”

Meanwhile the apex court said it would also like to conduct a sample re-verification of 10 per cent of NRC data, district-wise, by an independent team (NRC Seva Kendra officials of neighbouring districts) to satisfy itself that no error has crept into draft NRC. On being asked to comment on this issue, Mr. Suklabaidya said that in this matter the government has got no role to play. He said that Sonowal government has never given such type of proposal to the court. He gave a hint that nothing regarding this matter will be mentioned in the affidavit which his government will file in the Supreme Court.

BJP District president Kaushik Roy and State Spokesperson Rajdip Roy were also present in the press meet today.
