After scooty-rider in Delhi fined ₹ 23,000, Auto-rickshaw driver fined ₹ 32,500 in Gurugram

September 4: After a resident of Delhi was fined Rs 23,000 by Gurugram Police for flouting several rules, an auto-rickshaw driver in Gurugram was also fined a whopping Rs 32,500 by traffic cops after he was found carrying absolutely no mandatory vehicle documents and breaking the traffic signal. The incident took place on Tuesday, two days after the implementation of the Motor Vehicles (Amendment) Act. As part of this new act, penalties for traffic violations have been increased to improve road safety.

Mohamad Mustakin, a native of West Bengal who lives in DLF phase 3, was stopped by the traffic cops on afternoon for violating the traffic signal. He also failed to produce documents. The traffic police impounded his vehicle for multiple violations. Mustakin, formerly a daily wage worker, said he had started plying auto some two months ago and had no money to pay the fine.

The auto driver reportedly requested the cops to allow him to go home and get the documents but they did not budge. As a result, Mustakil was fined a total of Rs 35,500. In the earlier fine regime he would have been fined around Rs 4,000 to Rs 6,000.

In another case, Dinesh Madan, a resident of Geeta Colony in East Delhi, was caught by cops outside the district court driving scooty without helmet. When asked to show necessary documents, like registration certificate, insurance, driving licence and pollution certificate, he failed to do so. Hence, he was fined a total amount of ₹ 23,000.

In July, Parliament passed the Motor Vehicles (Amendment) Bill, 2019 to tighten the traffic rules and regulations and impose stricter punishments for violation in a bid to improve road safety. The Act came into effect from 1 September, 2019. Here is the breakup of the fines:

  • Jumping traffic signal – Rs 5,000
  • Driving without a license – Rs 5,000
  • Driving without registration certificate – Rs 5,000
  • Driving without third party insurance – Rs 2,000
  • Driving without air pollution certificate – Rs 10,000
  • Dangerous driving – Rs 5,000
  • Security registration number plate – Rs 500
