Citizenship Bill: JPC to sit again on 27 November

২০ নভেম্বরঃ মূল বিতর্ক বাদ দিয়ে নাগরিকত্ব সংশোধনী বিল সংক্রান্ত যৌথ সংসদীয় কমিটির সদস্যরা দুই ঘণ্টা কাটিয়ে দিলেন শুধু সভার নোটিশ পাওয়া, না-পাওয়া ইস্যুতে। শেষপর্যন্ত চেয়ারম্যান রাজেন্দ্র আগরওয়াল ২৭ নভেম্বর ফের বৈঠকে বসার সিদ্ধান্ত জানান। কথা দেন, ওই সভার নোটিশ দুয়েকদিনের মধ্যে সবাই পেয়ে যাবেন।

 

নাগরিকত্ব সংশোধনী বিল ঘিরে অসম বেশ কিছুদিন ধরে উত্ত্প্ত। তাই মঙ্গলবারের সভার দিকে তাকিয়ে ছিলেন সবাই। কিন্তু শেষ পর্যন্ত মীমাংসা ছাড়াই শেষ হয়। এ দিন বিজেপি সাংসদ রমেন ডেকা সভায় উপস্থিত হলেও  অসমের আরেক সদস্য কামাখ্যাপ্রসাদ তাসা ও-পথ মাড়াননি। কংগ্রেস সাংসদ ভুবনেশ্বর কলিতা ও সুস্মিতা দেব দুজনই সভায় সরব ছিলেন।

তাঁরা ২৩ অক্টোবর ইস্যু করা কেন্দ্রীয় সরকারের এক নোটিশ ঘিরেও যৌথ সংসদীয় কমিটির সভায় সরকারের কৈফিয়ত চান। ওই নোটিশে বিলের বয়ানেই নাগরিকত্বের জন্য আবেদন জানাতে বলা হয়েছে। শুধু বাদ দেওয়া হয়েছে অসম ও পশ্চিমবঙ্গকে। সে রহস্য খোলামেলা জানাতে তাঁরা চেয়ারম্যানকে আর্জি জানান। ত্রিপুরা ও পশ্চিমবঙ্গকে বাদ দিয়ে বিজ্ঞপ্তি জারির পেছনে কী কারণ রয়েছে, তাও খতিয়ে দেখতে অনুরোধ করা হয়।

November 20: The Joint Parliamentary Committee (JPC) for Citizenship (Amendment) Bill, 2016 met on 20 November before finalising its report on this contentious issue. JPC Chairman Rajendra Agrawal was supposed to take note of the views of all its committee members. However, though the committee members spent around 2 hours, but no discussion took place regarding the contents of the bill. Rather majority of them argued for not receiving the notice of the meeting.

As the meeting remained inconclusive, so the Chairman of JPC, Rajendra Agrawal said that the committee will again sit on November 27 for clause to clause consideration of the proposed citizenship(amendment)bill,2016 and if necessary it will again sit for the third time on December 6 for taking a final decision. Agrawal assured the committee that the notice for the meeting will be served in a day or two.

There has been much uproar in the recent past on the issue of the Citizenship (Amendment) Bill, 2016. All eyes were set at this much hyped meeting. But finally the meeting remained inconclusive. Though BJP MP Ramen Deka came to the meeting but another MP from Assam, Kamakhya Prasad Tasha was absent. Both the Congress MPs Bhubaneshwar Kalita and Sushmita Dev remained active throughout the meeting. They raised their voice regarding a notice issued by the central government on 23 October and sought clarification regarding it. In that notice, it has been asked to apply for citizenship in the same manner as has been drafted in the Citizenship (Amendment) Bill. But in that notice Assam and West Bengal were excluded for reasons best known to the government. Both of them appealed to the Chairman to to shed light on this deep mystery.

The JPC headed by Rajasthan MP Rajendra Agrawal has got 20 Lok Sabha and 10 Rajya Sabha members in it. Out of them three members are from Assam. They are Sushmita Dev from Congress, Ramen Deka from BJP and Bhubaneshwar Kalita also from Congress. The Bill was originally intended to grant citizenship to the religious minorities (Hindus, Sikhs, Buddhists, Jains, Parsis and Christians) who have migrated from Afghanistan, Bangladesh and Pakistan till 2014 due to religious persecution.
