২০ টাকার স্টাম্প পঞ্চায়েত প্রার্থীদের কিনতে হয় ১০০-১২০ টাকায় !Stamp worth Rs.20 had to be purchased at Rs.100 by Panchayat candidates
১২ নভেম্বরঃ নন-জুডিশিয়াল স্টাম্প আগে থেকেই দ্বিগুণ দামে বিক্রি হচ্ছিল। ভেন্ডাররা জোট বেঁধে বেআইনিভাবে স্টাম্প-প্রতারণা করে চলছিল। পঞ্চায়েত ভোটের দিনক্ষণ ঘোষণা হতেই তা মাত্রাছাড়া চেহারা নিয়েছে। ২০ টাকার নন-জুডিশিয়াল স্টাম্পে প্রার্থীদের হলফনামা পেশ করতে হয়। কিন্তু ওই স্টাম্প ১০০ টাকার নীচে মেলে না। কখনও ১২০-১২৫ টাকাও দিতে হয়।
সীমান্ত চেতনা মঞ্চের পক্ষ থেকে সোমবার জেলাশাসক ডাঃ এস লক্ষ্মণনের কাছে অভিযোগ জানানো হয়। সঙ্গে সঙ্গে তিনি নিজে আদালত চত্বরে অভিযান চালান। হাতেনাতে একজনকে ধরে ফেলেন। পরে দেখা যায়, তিনি রেজিস্টার্ড ভেন্ডারই নন। তাই কিছুক্ষণ আটকে রাখার পর তাকে ছেড়ে দেওয়া হয়। অভিযোগকারীদের বক্তব্য, এ সবই যোগসাজস। রেজিস্টার্ড ভেন্ডারই অন্যকে বসিয়ে অতিরিক্ত দামে স্টাম্প বিক্রি করান।
জেলাশাসক ডা. লক্ষ্মণন জানান, জেলায় স্টাম্পের কোনও ঘাটতি নেই। ট্রেজারি এবং বিভিন্ন সরকারি কার্যালয়েও পঞ্চায়েত প্রার্থীদের জন্য নন-জুডিশিয়াল স্টাম্প রাখা হয়েছে।এছাড়া, ই-স্টাম্পও চালু হয়েছে। সীমান্ত চেতনা মঞ্চের পক্ষে রত্নদীপ পাল বলেন, নির্বাচনে দাঁড়ানোর জন্য জেলার বিভিন্ন জায়গা থেকে প্রার্থীরা স্টাম্প কিনতে শিলচরে আসছেন। সুযোগ পেয়ে প্রায় সব ভেন্ডার ৫ থেকে ৬ গুণ বেশি দামে স্টাম্প বিক্রি করছে। বিভিন্ন প্রার্থীর কাছ থেকে অভিযোগ পেয়ে তাঁরা নিজেরা তদন্ত করেন এবং পরে জেলাশাসকের কাছে জানান। তড়িঘড়ি পদক্ষেপ গ্রহণের জন্য তাঁরা এস লক্ষ্মণনের প্রতি সন্তোষ ব্যক্ত করেন। আশা করেন, এসব দৌরাত্ম বন্ধ হবে।
This allegation was made to Dr. S. Laksmanan, Deputy Commissioner, Cachar by Simanta Chetana Mancha on Monday. At once, Dr. Laksmanan set out himself to check the ground reality and caught a person red-handed. Later on, it was found that the person was not even a registered vendor. So he was detained for some time but later allowed to go. Members of the Simanta Chetana Mancha alleged that there is a strong nexus between the registered stamp vendors and others selling stamps individually in the gray market. They said that the registered vendors make other people in their place and sell stamps at higher rate.
Dr. S. Laksmanan, informed that there is no dearth of stamps in the district. Non-judicial stamps were kept for the panchayat candidates in the Treasury and other government offices. Apart from this, even e-stamps were also available. Rajdip Paul on behalf of Simanta Chetana Mancha said that candidates from various parts of the district have come to Silchar to purchase stamps. The vendors have taken this opportunity to earn some quick money and were busy selling stamps at an exorbitant price. They were grateful to the Deputy Commissioner for taking prompt action in this matter.
