ULFA seeks economic package for Barak Valley

৩১ অক্টোবর : নাগরিকত্ব বিল নিয়ে বরাক ও ব্রহ্মপুত্র উপত্যকা যখন দুই মেরুতে, বাঙালিদের সম্পর্কে প্রাক্তন আলফা নেতা মৃণাল হাজরিকার বিরূপ মন্তব্য, এই দুয়ের মধ্যে দাঁড়িয়ে বাঙালি অধ্যুষিত বরাক উপত্যকার জন্য কেন্দ্র সরকারের কাছে বিশেষ আর্থিক সাহায্যের দাবি জানাল আলোচনারত আলফা। মঙ্গলবার নতুন দিল্লিতে কেন্দ্র সরকারের সঙ্গে চলা শান্তি আলোচনার পর আলফা নেতা অনুপ চেতিয়া বলেন, তাদের দাবি সনদে বরাক উপত্যকার জন্য আর্থিক সাহায্যের বিষয়টি রয়েছে।

বর্তমানে পৃথক বরাকের দাবির মধ্যে অনুপ চেতিয়ার এই মন্তব্য যথেষ্ট তাৎপর্যপূর্ণ। এ ব্যাপারে আলফা নেতা বলেন, ‘আমি অসমের আর কোনও বিভাজন চাই না। কারণ এতে রাজ্যের উন্নয়ন বাধাগ্রস্ত হবে।

এ দিকে, নতুন দিল্লিতে আলফার সঙ্গে কেন্দ্র সরকারের আলোচনা শুরু হয়েছে। এ ব্যাপারে সাংবাদিকদের সঙ্গে কথা বলতে গিয়ে এই আলফা নেতা বলেন, আলোচনা চূড়ান্ত পর্যায়ের দিকে এগিয়ে যাচ্ছে। এখন চুক্তি স্বাক্ষর হওয়াটা কেন্দ্র সরকারের ওপর নির্ভর করছে বলে আলফা নেতা মন্তব্য করেন। আলফার দাবি সনদে থাকা তিনটি প্রধান বিষয়ে বিজেপি উত্থাপিত নাগরিকত্ব বিলটিতে প্রশ্নবোধক চিহ্ন আনার ফলে চেতিয়ার এই মন্তব্য তাৎপর্যপূর্ণ বলে মনে করা হচ্ছে। দাবি সনদের প্রধান তিনটি বিষয় হল, ভারতীয় সংবিধান অনুসারে অসমকে অধিক আত্মনিয়ন্ত্রণের অধিকার, অসম চুক্তির মাধ্যমে বিদেশি বহিষ্কার করা এবং আসমে দ্বি-নাগরিকত্বের ব্যবস্থা করা।

এই আলোচনায় পরেশ বরুয়ার অংশগ্রহণ সম্পর্কে অনুপ চেতিয়া বলেন, তাঁর সংগঠন আলাদা, ফলে তাদের আলোচনায় অংশ নেওয়া বা না নেওয়াটা এখানে আলোচ্য বিষয় নয়। মঙ্গলবার শান্তি আলোচনার বৈঠকে কেন্দ্র সরকারের মধ্যস্থতাকারী এ বি মাথুর, রাজ্য সরকারের প্রতিনিধি আরক্ষী বিশেষ শাখার সঞ্চালক প্রধান পল্লব ভট্টাচার্য, আলফার পক্ষে অনুপ চেতিয়া, শশ চৌধুরী, চিত্রবন হাজরিকা ও রাজু বরুয়া অংশগ্রহণ করে।

October 31: When ULFA leader Mrinal Hazarika is spitting venom against the Bengalis, when Barak & Brahmaputra are poles apart on the issue of Citizenship Bill; the pro-talk ULFA faction demanded from the centre, special financial assistance for Barak Valley. On Tuesday, after have talks with the central government in New Delhi, ULFA(I) leader Anup Chetia told that they have included the matter of financial assistance for Barak Valley in their demands charter.

At a time, when a demand for separate Barak is gaining momentum, this comment of Anup Chetia is quite significant. The ULFA(I) leader further said that he does not want any further division of Assam because that will be detrimental to the development of the state.

Meanwhile, the peace talks between the centre and ULFA(I) has started in New Delhi. In this regard, ULFA(I) leader Anup Chetia has informed that the discussion is almost in the final stage and what remains is only the signing of the agreement. Regarding this, he said that it depends upon the central government about the signing of the agreement. This issue is of prime importance when on the issue of Citizenship Bill, BJP and ULFA are placed at two different poles. The 3 prime agenda in the demands charter of ULFA are: Assam to be given power of more self control, to exterminate the foreigners as per Assam Accord and to introduce dual citizenship in Assam.

As regards participation of Paresh Barua in the peace talks, Anup Chetia said that their organizations are different and so he cannot comment about the participation of the Paresh Barua faction of ULFA. On Tuesday, the central government was represented in the peace talks by its mediator A.B. Mathur, Director of Police (Special Branch) Pallabh Bhattacharjee as representative of the state government; whereas ULFA(I) was represented by Anup Chetia, Sash Choudhury, Chitraban Hazarika and Raju Baruah.
