NRC:Sit in demonstration by Unconditional Citizenship Demands Committee

১৫ সেপ্টেম্বরঃ এনআরসি ইস্যুতে অবশেষে আন্দোলনমুখী হল বরাক উপত্যকা। শনিবার ক্ষুদিরাম মূর্তির পাদদেশে ধরনায় বসে নিঃশর্ত নাগরিকত্ব দাবি মঞ্চ। সকাল ৯টা থেকে ধরনা শুরু হয়। চলে পুরো ১২ ঘণ্টা। নিঃশর্ত নাগরিকত্ব প্রদান তাঁদের মূল দাবি হলেও এ দিন যে ৭ দফা দাবিসনদ পেশ করা হয়, সেখানে অবশ্য এর উল্লেখ নেই। নাগরিকপঞ্জি নবায়নে ঘোষিত ১৫টি নথিকেই মান্যতা দিতে প্রথমেই আর্জি জানান তাঁরা। তবে শুধু ১৫ নথি নয়, যে কোনও সরকারি নথিকেই নাগরিকত্বের প্রামাণ্য নথি হিসেবে গ্রহণ করতেও দাবি জানানো হয়।

ডিটেনশন ক্যাম্পের অস্তিত্ব বিলোপ করা হোক, একতরফা বিদেশি ঘোষণা বন্ধ হোক, বিদেশি ট্রাইব্যুনালে পড়ে থাকা মামলার দ্রুত নিষ্পত্তি হোক, সে জন্য রাজ্য সরকারকে সক্রিয় থাকতে অনুরোধ করা হয়। ডি ভোটার নিয়ে তাঁদের বক্তব্য, এখনই ডি ভোটারের নোটিশ দেওয়া বন্ধ করতে হবে। সেইসঙ্গে আদালত যাদের ভারতীয় বলে রায় দিয়েছে, ভোটার তালিকায় নিঃশর্তভাবে তাঁদের নাম তুলতে হবে।

এইসব দাবির সমর্থনে অল বরাক বেঙ্গলি হিন্দু অ্যাসোসিয়েশন (আভা), নর্থ-ইস্ট লিঙ্গুইস্টিক অ্যান্ড অ্যাথনিক কো-অর্ডিনেশন কমিটি (নেলেক) বেশ কিছু সময় ধরনাস্থলে উপস্থিত থাকে। অংশ নেয় মুক্তমনা, ডিএসও, কাছাড় হিন্দিভাষী ছাত্র পরিষদের কর্মকর্তারাও। তাঁদের পাশে ধরনায় দেখা যায় বরাক উপত্যকা বঙ্গ সাহিত্য ও সংস্কৃতি সম্মেলনের শিলচর শহর আঞ্চলিক সমিতির সভাপতি সঞ্জীব দেবলস্কর, উত্তর-পূর্ব ভারত বাংলা সাহিত্য সভার সভাপতি অতীন দাশকেও।

ধরনায় ছিলেন বেশ কিছু ভুক্তভোগী। হঠাত ডি-নোটিশে স্বাভাবিক জীবন বেশ কিছুদিনের জন্য প্রচণ্ড বিঘ্নিত হয়েছিল সাংস্কৃতিক কর্মী প্রদীপ পালের। আদালত সস্ত্রীক প্রদীপবাবুকে ভারতীয় বলে রায় দিলেও দুর্ভোগের সাক্ষী হিসেবে উপস্থিত ছিলেন সারাদিন। ১০২ বছরের বৃদ্ধ চন্দ্রধর দাসকে নিয়ে অসহায় অবস্থায় তাঁর মেয়ে নিয়তি রায়। একতরফা রায়ে ডিটেনশন ক্যাম্পে বন্দি সুলেখা দাস। তাঁর মেয়ে বেবি দাসকেও প্রতিদিন কম কষ্ট সইতে হচ্ছে না।

ধরনায় সামিল হন নিয়তি, বেবিও। ছিলেন নির্মল নমঃশূদ্র। এনআরসি-র জন্য আবেদন করার পরে জানতে পারেন, ২০১২ সালেই ফরেনার্স ট্রাইব্যুনাল একতরফা রায়ে বিদেশি ঘোষণা করেছে তাঁকে। তিনিও ধরনামঞ্চে দীর্ঘসময় অবস্থান করেন। কমল চৌধুরী, কৃশানু ভট্টাচার্য, দেবজ্যোতি চৌধুরী এ দিন ১২ ঘণ্টা অনশন করেন।

September 15: Finally, Barak valley has choosen the path of agitation on the issue of NRC. A sit-in demonstration at the pedestal of Khudiram’s statue was organized by Unconditional citizenship Demands Committee. The sit-in demonstration, which started at 9 in the morning continued for 12 hours.

Though their main demand is unconditional citizenship, yet the 7 point demand charter prepared by them today did not feature the main issue of awarding unconditional citizenship. Their 1^st point included the demand of giving weightage to all the 15 documents mentioned earlier as proof of citizenship. However, they also emphasized that apart from these 15 documents, any document issued by the government should be treated as a proof for claiming citizenship.

They further urged upon the state government to do away with the detention camps, to stop declaring foreigners by ex-parte judgement, quick disposal of the pending cases in Foreigners Tribunal etc. As regards D-voters, they opined that the process of sending D-voters notice should be stopped as of now. Along with it, they also demanded that those who were declared by the court as Indian nationals, their names should be included in the voters list unconditionally. These demands raised by Unconditional citizenship Demands Committee were also supported by Bengali-Hindu Association, North East Linguistic and Ethnic Coordination Committee (NELECC), Muktamana, DSO, Cachar Hindibhashi Chhatra Parishad, Barak Upottoka Banga Sahitto O Sanskriti Sammelan etc. Members of these organizations also took part in the sit-in demonstration for some time.

Apart from these organizations, some of the victims of the process also participated in the demonstration. Cultural activist Pradip Paul too underwent a phase of tension, when he was all of a sudden served D-voters notice. Though the judiciary later on gave clean chit to Pradip Paul and his wife, yet both of them have not forgotten those tensed days and so actively participated in the demonstration. The 102 year old Chandradhar Das, who is out on bail at present has to face great harassment as he is summoned by the Foreigners Tribunal every now and then. His daughter Niyoti Roy too remained present in today’s demonstration.

An ex-parte judgement has left Sulekha Das to languish in the detention camp. Her daughter Baby Das has to face ordeal day in and out. She also spontaneously joined the demonstration. Nirmal Namasudra applied for inclusion of his name in NRC. It was then that he came to know that he was already declared a foreigner by an ex-parte judgement in 2012 by the Foreigners Tribunal. He also remained seated at the site of demonstration. Kamal Choudhury, Krishanu Bhattacharjee and Devojyoti Choudhury sat for 12 hours hunger strike during the day.
