এক রাতের বৃষ্টিতেই কুপোকাৎ শহর শিলচর। সকালেই জমা জলে ঘিরে ধরেছে পুরো শহরকে। রাস্তাঘাট, হাটবাজার, স্কুল সবখানেই জমা জল। কোথাও জল হাঁটুর নিচে, আবার কোথাও হাঁটুর উপরে। সকালে যারা রাস্তায় বেরিয়েছেন, তারাই জমা জলে দুর্ভোগের মুখে পড়েছেন। শেষ করে স্কুলের পড়ুয়ারা রাস্তায় আটকে পড়ে, এর মধ্যে অনেককে বাড়ি ফিরে যেতেও দেখা গেছে।

মঙ্গলবার শহরের অম্বিকাপট্টি, কলেজ রোড এলাকায় জমা জলে মারাত্মক সমস্যা দেখা গেছে। চৌরঙ্গীতে সাতসকালে জল ছিল হাঁটুর উপরে। শিলচর ন্যাশনাল হাইওয়ে এলাকায় চিত্তরঞ্জন এভিনিউ-র চারদিকে প্রচুর জল ছিল। এই জল প্রায় দাসকলোনি এলাকা পর্যন্ত ছুঁয়েছে। বাজার করতে যারা বেরিয়েছেন বা স্কুল ও বিশ্ববিদ্যালয়ের পড়ুয়ারা জমা জলে আটকে পড়েন। রাস্তার এই জলের জন্য সকাল থেকেই নিউ শিলচরে তীব্র যানজট দেখা দেয়। বিভিন্ন যানবাহনে থাকা যাত্রীদের যানজটে নাকাল হয়ে ঘণ্টার পর ঘণ্টা হাঁসফাস করতে দেখা গেছে। অনেকেই শহরের এই অবস্থার জন্য নিকাশী ব্যবস্থাকেই দায়ী করেন।

সকালে শহরের পরিস্থিতি দেখতে রীতিমতো পায়ে হেঁটে ঘুরে বেড়িয়েছেন বিধায়ক দিলীপ কুমার পাল। তিনি নাগরিকদের বিভিন্ন সমস্যা সম্পর্কে অবগত হন। নিকাশী ব্যবস্থার জন্যই যে এই পরিস্থিতি প্রকারান্তরে তিনি তাও স্বীকার করে নেন।

Rain water stagnation in public places has become a cause for concern for residents of Silchar.  A few hours of torrential rains has engulfed major parts of the town. Heavy rain also submerged various areas, adding to the misery of the city dwellers. Residents particularly in areas like Ambicapatty, National Highway, N.S. Avenue, Malugram, Link Road, Sonai Road have stated that the local body needs to address the issue of water stagnation following the rains.

Many schools remained closed on Tuesday due to water logging. To add to the woe, traffic came to a standstill. “With every spell of rain, our street is flooded; this has been the norm here,” said a man struck in the traffic who went to purchase medicines from a shop at Ambicapatty. Water was flowing fast through the road near the National Highway point. Traffic on the usually congested streets came to a grinding halt when the streets went under water. As a result, people got stranded for long hours due to traffic congestion. Many areas were seen under knee deep water due to the city’s poor drainage system on Tuesday morning.

Many were standing on the road hoping catch a ride while a number of people were seen waiting in front of their houses for rickshaws and autorickshaws. In many areas, the rainwater not only submerged the streets and alleyways but also flooded ground floors of many buildings.

The residents of Silchar town and adjacent areas still face water logging during monsoon despite concerned government agencies having drawn up various plans and ambitious projects. MLA Dilip Kumar Paul came on foot to take stock of the situation. He accepted that the problem of water logging was primarily due to poor drainage system. In the past decade, urban planners had pointed out several times that rapid urbanisation of Silchar had resulted in substantial increase in impervious area, created obstruction to natural drainage patterns, and reduced the detention basins, which in turn led to the shortening of the runoff concentration time and an increase of the peak flow.
