NRC based on 1951: Silchar Municipality celebrates ‘bandh’

৬ সেপ্টেম্বরঃ তোগাড়িয়াপন্থীদের ডাকা বনধে কাছাড় জেলায় কোনও প্রভাব পড়েনি। ভোরে রাঙ্গিরখাড়িতে পিকেটিং করে ৩ যুবক। পরে রংপুরে দেখা যায় ৬-৭জনকে। সকাল ৯টার পর কোথাও কোনও পিকেটিং ছিল না। ফলে দোকানপাট, হাটবাজার সব স্বাভাবিক চলে। অফিস-কাছারিতেও কাজকর্ম চলে যথারীতি। ব্যতিক্রম শিলচর পুরসভা। বনধের নাম শুনে এ দিন কেউ আর ওমুখো হননি। ফলে প্রধান ফটকে সারাদিন তালা ঝোলানো ছিল। পাশের গেট ধরে কনজারভেন্সি বিভাগের কর্মীরা যাতায়াত করেছেন। তাঁরা অবশ্য অন্যদিনের মতই কাজে ছিলেন। শহরেও সাফাই হয়েছে। কিন্তু বনধ পালন করলেন বাবুরা।

এমনকী বিজেপি পরিচালিত পুরসভায় জনপ্রতিনিধিরাও এ দিন বনধই উদযাপন করেন। তাঁরাও পুরসভায় যাননি। অফিসের এক পদস্থ কর্তাব্যক্তির সাফাই, গিয়েছিলাম আমরা। পিকেটিংয়ের জন্য ফিরে এলাম। প্রশ্ন হল, একই দালানবাড়িতে থাকা টাউন অ্যান্ড কান্ট্রি প্ল্যানিং অফিসের কর্মীরা তবে কী করে কাজ করলেন? কনজারভেন্সি সংলগ্ন  গেট দিয়েই অফিসে গিয়েছেন টাউন অ্যান্ড কান্ট্রি প্ল্যানিংয়ের ডেপুটি ডিরেক্টর বিকে শর্মা। বিভিন্ন কাজে পুরসভায় গিয়ে ফিরে আসা জনতার জিজ্ঞাসা, জেলার সর্বত্র অফিস খোলা থাকল আর পিকেটাররা সব পুরসভাকেই বেছে নিল?  এমনকী, জেলাশাসকের অফিসেও পিকেটারদের কেউ গেল না!

অথচ এই বনধের সঙ্গে বরাক উপত্যকার মানুষের আবেগের কোনও সম্পর্ক নেই। নেই পুরসভার শাসকগোষ্ঠীর সঙ্গে বনধ আহ্বায়কদের কোনও মানসিক সহাবস্থান। বনধ ডেকেছিল প্রবীণভাই তোগাড়িয়ার নেতৃত্বাধীন আন্তর্জাতিক হিন্দু পরিষদ এবং রাষ্ট্রীয় বজরং দল। নরেন্দ্র মোদীই পেছন থেকে কলকাঠি নেড়ে প্রবীণ তোগাড়িয়াকে ভিএইচপি-চ্যুত করেছেন। এর পরই তিনি সমান্তরাল সংগঠন করেছেন। এই সংগঠনের প্রতি কোনও সক্রিয় বিজেপি কর্মী-নেতার সহমর্মিতা থাকার কথা নয়।

অন্যদিকে, তোগাড়িয়া পন্থীদের প্রধান দাবি, ১৯৫১ সালের ভিত্তিতে এনআরসি পুনঃতৈরি। বরাক উপত্যকায় এই দাবির কোনও গ্রহণযোগ্যতা নেই। এর পরও শিলচর পুরসভা বনধ পালন করল!

September 6: The bandh convened by the Togadia group failed to have any major impact at Cachar. In the morning 3 young boys were picketing at Rangirkhari point. Later on, 6-7 picketers were seen at Rangpur. After 9 AM, there were no trace of any picketers in the town. As a result, shops and markets remained open like any other normal day. Government offices and the court also functioned normally.

The only exception was the office of Silchar Municipal Board (SMB). No one seemed to have gone to their office when they heard about the bandh. As a result, the main gate of SMB remained locked throughout the day. However, the officials and staff of Conservancy section of the SMB went inside their office through the nearby gate. The staff of Conservancy were seen to be working inside their office normally. Even the garbage collection in the town area went on normally, but the babus and staff of other sections observed the bandh.

Even the public representitives of the BJP-led Municipality were also perhaps immersed in observing the Bandh. An employee of SMB while giving justification for their absence said, “We went to the office in the morning, but the picketers did not let us go inside. Now the million dollar question is, “How can the employees of Town & Country Planning office work inside the same building where the SMB is situated?” B.K. Sharma, Deputy Director of Town & Country Planning entered his office through the gate near the Conservancy. Many citizens returned empty handed from SMB and raised a pertinent question–All the offices in the district remained functioning while all picketers selected to prohibit only the employees of SMB? Even the picketers did not go for picketing near the gate of the Deputy Commissioner’s office.

This bandh has got nothing to do with the feelings of the people of Barak Valley. Even those who convened the bandh on Friday were poles apart ideologically from the BJP-led Municipal Board. The bandh was convened by Praveen Togadia’s International Hindu Parishad (IHP) and National Bajrang Dal (NBD). Praveen Togadia was ousted from VHP, courtesy Narendra Modi. It is after his ouster that he formed a new organisation. There seems to be no reason for any BJP leader or supporter to have any emotional attachment with the organisations which called the bandh.

 

On the flip side, Togadia supporters convened the bandh on Friday and their prime demand was to remake the NRC taking 1951 as the base year. This demand has got no acceptability in Barak Valley. Even after that, Silchar Municipal Board celebrated the Bandh on Friday.
