ভোটের কাজে গিয়ে প্রাণ হারালে নিকটতম-কে ১০ লক্ষ
Compensation of Rs.10 lakh to family in case of death of poll official on duty

১২ এপ্রিলঃ ভোটের কাজে গিয়ে কেউ প্রাণ হারালে অসম সরকার তাঁর নিকটতম আত্মীয়কে ১০ লক্ষ টাকার অনুদান দেবে। নির্বাচন কমিশন নির্দেশিত যে কোনও কাজে যে কেউ যে কোনওভাবে মারা গেলে তাঁর পরিবার এই অর্থের অধিকারী হবেন। সন্ত্রাসবাদী হানা বা সমাজবিরোধীদের মাইন বিস্ফোরণ বা বোমা  ফেটে মারা গেলে নির্বাচনের কাজে নিয়োজিত ব্যক্তির পরিবারকে ২০ লক্ষ টাকা দেওয়া হবে।

বিজ্ঞপ্তি জারি অসম সরকারের অর্থ মন্ত্রক এই তথ্য জানিয়েছে। একই বিজ্ঞপ্তিতে বলা হয়েছে, পা খোয়া যাওয়া বা দৃষ্টিশক্তি হারানোর মত স্থায়ী পঙ্গুত্বের ঘটনা ঘটলে সরকার তাঁকে ৫ লক্ষ টাকা ক্ষতিপূরণ দেওয়ার সিদ্ধান্ত নিয়েছে। একই ধরনের পঙ্গুত্ব সন্ত্রাসবাদী হামলার দরুন হলে ক্ষতিপূরণের অঙ্ক আগের মতই দ্বিগুণ হবে। সামান্য জখমদের ক্ষতিপূরণ মিলবে ৫০ হাজার টাকা করে।

কাদের কাদের ওই ভোটের কাজে নিয়োজিত বলে ধরে হবে, এরও স্পষ্ট উল্লেখ রয়েছে বিজ্ঞপ্তিতে। বলা হয়েছে, সেনাবাহিনী, সিআরপিএফ, সিএমপিএফ এবং রাজ্য পুলিশের ভোটের কাজে নিয়োজিত কর্মীরা এর আওতায় রয়েছেন। তালিকায় থাকছেন হোমগার্ড, গ্রাম রক্ষী বাহিনী, ড্রাইভার, ক্লিনার, হেন্ডিম্যান, মাহুত, হর্সম্যান, বোটম্যান, গরুর গাড়ির চালক সহ যাদেরই প্রক্রিয়া মেনে ভোটের কাজে লাগানো হবে, তাঁরা সবাই এই ক্ষতিপূরণের অধিকারী। রিটার্নিং অফিসার নিয়োজিত ভোটকর্মীরা তো রয়েছেনই।

বিভাগীয় প্রিন্সিপাল সেক্রেটারি সমীরকুমার সিনহা জানিয়েছেন, শুধু ভোটের দিনই নয়, ট্রেনিং থেকে শুরু করে ভোট সংশ্লিষ্ট যে কোনও কাজে বাড়ি থেকে বেরনোর পর এবং বাড়ি ফেরার মধ্যবর্তী সময়ে এমন ঘটনা ঘটলেই অসম সরকার ক্ষতিপূরণ প্রদান করবে।

April 12: In pursuance of Circular. No. 218/6/2014/EPS Dated 25/03/2014 issued by the Election Commission of India, the Governor of Assam has sanctioned an Ex-gratia grant at the following rates to the Next of Kin of the deceased/ injured State Government/ Central government Personnel, including Army, CRPF, CPMF and State Police Personnel who are engaged in Election Duty during conduct of General Elections to Lok Sabha, 2019.

The Ex-Gratia grant will also be admissible to the Personnel of Home guards, VDPs, Drivers, Cleaners, Handymen, Mahut, Horsemen, Boatmen, bullock Cart Drivers, etc whose services are requisitioned/ hired in connection with Election Duty. Such Ex-gratia will be admissible also in case of casual employees or any other personnel engaged by the Returning Officers for the purpose of election Duty.

1. An amount of Rs.10,00,000/- (Rupees ten lakh) only as minimum amount shall be paid to next of Kin of the official in the unfortunate event of death of the official while on election duty.

2. An amount of Rs. 20,00,000/- (Rupees twenty latch) only shall be paid if the death is unfortunately caused due to any violent acts of extremist or unsocial elements like road mines, bomb-blasts, armed attacks, etc.

3. An amount of Rs. 5,00,000/-(Rupees five lakh) only shall be paid to those official in case of permanent disability like loss of limb, eye sight, etc. in course of performance of Election duty (which would be doubled in case of such mishaps being caused by extremist or unsocial elements like road mines, bomb blasts, armed attacks etc.

4. An amount of Rs. 50,000/- (Rupees fifty thousand) only shall be paid to the persons engaged in Election Duty who received non grievous injuries from a fire arm or any other weapon or in bomb explosion or by any other incident during the performance of Election Duty.

The payment will cover any mishap that may take place during the entire period of Election duty connected with polling. A person is to be treated on Election duty as soon as he leaves his residence/ office to report for any Election related duty including training and until he reaches back to his residence/ officer after performance of his election related duty. If any mishap takes place during this period, it should be treated as having occurred on Election duty subject to condition that there should be a causal connection between occurrence of death/ injury and election duty. This will remain in force till the date of announcement of result of Lok Sabha Election, 2019.
