Earthquake siren to blow at 10 AM on Thursday, don’t panic

১৯ ডিসেম্বরঃ বড় ধরনের ভূমিকম্প হলে কী করে দ্রুত উদ্ধারকাজে ঝাঁপানো যায়, কী করে কমানো যায় প্রাণহানির সংখ্যা, এ নিয়ে কয়েক বছর ধরেই কাজ করে চলেছে দুর্যোগ মোকাবিলা বাহিনীর। তারা স্থানে স্থানে ছোট-বড় মহড়া দেখায়, চালায় অনুশীলন। আগামীকাল, বৃহস্পতিবার সকাল ১০টায় এই রকমই এক মহড়া হবে। এটি অবশ্য বড়সড় মহড়া। জেলা প্রশাসনের কথায়, বেশ বড়, মেগা মক ড্রিল। সকাল ঠিক ১০টায় শহর জুড়ে সাইরেন বেজে উঠবে। ছোটাছুটি করবে অ্যাম্বুলেন্স, ট্রাফিক পুলিশ। ওইসব শুনে, দেখে কেউ যেন ভয় না পান, সে ব্যাপারে সতর্ক করে দিয়েছেন কাছাড়ের জেলাশাসক ডা. এস লক্ষ্মণন। তিনি বলেন, অযথা আতঙ্কিত হবেন না, আতঙ্ক ছড়াবেন না।

এটি আসলে ন্যাশনাল ডিজাস্টার ম্যানেজমেন্ট অথরিটির একটি ফ্ল্যাগশিপ প্রোগ্রাম। সঙ্গে রয়েছে আসাম স্টেট ডিজাস্টার ম্যানেডমেন্ট অথরিটি। তারা বৃহস্পতিবারের মেগা মক ড্রিলের জন্য পাঁচটি জায়গাকে বেছে নিয়েছেন। সেগুলি হল উন্নয়ন ভবন, শিলচর মেডিক্যাল কলেজ হাসপাতালের প্রশাসনিক ভবন, গোলদীঘি মল, তারাপুর কেন্দ্রীয় বিদ্যালয় এবং ডন বস্কো স্কুল। ভূমিকম্পে ওইসব জায়গায় জীবন-সম্পত্তির বেশ ক্ষতি হয়েছে ধরে নিয়ে পরবর্তী কাজকর্ম কত দ্রুত সম্পন্ন হতে পারে, এরই পরীক্ষা নেওয়া হবে।

সে জন্য সম্ভাব্য রোগীদের নিয়ে অ্যাম্বুলেন্স যাবে হাসপাতালগুলোতে। শিলচর মেডিক্যাল কলেজ হাসপাতাল, এসএমদেব সিভিল হাসপাতাল, মেডিল্যান্ড, সাউথ সিটি, ভ্যালি নার্সিং হোম, গ্রিন হিলস কর্তৃপক্ষের সঙ্গে কথা হয়েছে। তাঁরা তাড়াতাড়ি রোগীদের চিকিতসা করবেন। তরুণরাম ফুকন স্কুলে ক্যাম্প খোলা হবে। এ ছাড়া, পুলিশ প্যারেড গ্রাউন্ডেও থাকবে প্রাথমিক চিকিতসার ব্যবস্থা। এই পুরো প্রক্রিয়ায় জড়িয়ে থাকবে আসাম পুলিশ, এসডিআরএফ, এপিআরও, সেনাবাহিনী, বিএসএফ, সিআরপিএফ, এনসিসি সহ বিভিন্ন সরকারি ইউনিট। থাকবেন সমাজকল্যাণ, জনসংযোগ, পূর্ত, জনস্বাস্থ্য কারিগরি, জলসম্পদ, শিক্ষা ও পুরসভার কর্তা-কর্মীরা।

December 19: The disaster management team is devoted to the task of devising ways and means to minimise casualties and ensure rescue and relief during a major earthquake since many years. They even demonstrate mock drills at many places and also train citizens in this matter. Tomorrow, that is, on Thursday, a similar kind of exercise will be undertaken at Silchar at 10 in the morning. This will ofcourse be a mock drill on a large scale.

This will be a test to find out how prepared is the disaster management team, district administration and other allied departments in case of any major earthquake. As such, siren will be played, whose sound can be heard by the people of entire Silchar. With the sound of the siren, ambulance, police and fire vehicles will start rushing through the streets of the town. But hearing the sound of siren and seeing the ambulance, police and fire vehicles none should get scared. This was informed by Dr. S. Lakshmanan, Deputy Commissioner of Cachar. He requested the residents of Silchar “Don’t panic and don’t spread any rumours.”

This drive is in fact a Flagship Programme of National Disaster Management authority. The Assam State Disaster Management Authority is also a part of this endeavour. They have selected six places for this mega mock drill. The places are Unnayan Bhavan, Administrative Building of Silchar Medical College and Hospital, Goldighi Mall, Tarapur Kendriya Vidyala and Don Bosco School.

It will be assumed that major loss of life and property has occurred in those places and so rescue operations will be launched. In this regard, collaboration has been made with Silchar Medical College & Hospital, SM Dev Civil Hospital, Mediland, South City, Valley Nursing Home and Green Heals. These hospitals will offer instant treatment to hose who are supposedly injured in the quake. Apart from these hospitals, primary treatment facilities will also be arranged at Police Parade Ground. The following departments will be involved in the entire exercise:Assam police, SDRF, APRO, Army, BSF, CRPF, NCC, Social Welfare department, DIPRO, PWD, Health, SMB, Education departments.
