নাগরিকত্ব বিল পেশই হয়নি রাজ্যসভায়

৯ জানুয়ারিঃ নাগরিকত্ব সংশোধনী বিল বুধবার রাজ্যসভায় পেশ হয়নি। রাজ্যসভার অধিবেশন মঙ্গলবারই শেষ হওয়ার কথা ছিল। জরুরি বিষয়ে আলোচনার জন্য এর মেয়াদ বুধবারের জন্য বাড়ানো হয়। অনুমান করা হয়েছিল, নাগরিকত্ব বিলের জন্যই এমন কৌশল গ্রহণ করা হয়েছে। কিন্তু রাত বেড়ে চললেও উচ্চবর্ণের সংরক্ষণ বিল নিয়েই আলোচনা চলে। শেষে উচ্চবর্ণের দরিদ্র শ্রেণির জন্য ১০ শতাংশ সংরক্ষণের প্রস্তাব গৃহীত হওয়ার পরই রাজ্যসভার অধিবেশন অনির্দিষ্টকালের জন্য স্থগিত বলে ঘোষণা করা হয়।

এই অঞ্চলের মানুষ দিনভর অপেক্ষায় ছিলেন নাগরিকত্ব বিলের জন্য। কিন্তু যখনই টিভির স্যুইচ অন করা গিয়েছে, দেখা যায়, সংরক্ষণ বিল নিয়েই আলোচনা চলছে। তবে সংসদের এক সূত্রে জানা গিয়েছে, বিজেপির কাছে এই বিল অত্যন্ত সম্মান ও শ্লাঘার বিষয়। তাই তাকে রাজ্যসভার বাজেট অধিবেশনে আলোচনার জন্য আনা হবে। আগামী ৩১ জানুয়ারি বাজেট অধিবেশন শুরু হবে। ভোটের বছরের এই সংক্ষিপ্ত অনুষ্ঠান চলবে ১৩ ফেব্রুয়ারি পর্যন্ত।

January 9: The Citizenship (Amendment) Bill, 2016 was not tabled in the Rajya Sabha on Wednesday. The winter session was supposed to come to an end on Tuesday. However, for transaction of important business, the Rajya Sabha session was extended till Wednesday. It was speculated that the extension of the session of the Upper House was made for in order to table the Citizenship Bill. However, till almost 10 in the night discussion took place on the upper caste reservation bill. After the said quota Bill was passed, the session of the Rajya Sabha came to an end.

People of this region awaited with great eagerness too see the fate of the Citizenship Bill. Whenever they sat in front of the television set, they could only hear debate going on in Rajya Sabha as regards the upper caste quota bill. However, a source in the Parliament has revealed that the citizenship Bill is very dear to the BJP. It is also a matter of prestige for them. As such, this Bill will be tabled during the Budget Session for discussion. The Budget Session will start on 31 january and will continue till 13 February.
