সন্ধ্যার আগেই প্রতিমা বিসর্জন, মিশ্র প্রতিক্রিয়া শহরে
Idol immersion to be over before sunset; evokes mixed reaction

প্রতিমা বিসর্জন সংক্রান্ত পুরসভার নির্দেশ ঘিরে শহর জুড়ে চর্চা চলছে। জেলা প্রশাসনের নির্দেশের উল্লেখ করে পুরপ্রধান নীহারেন্দ্র নারায়ণ ঠাকুর জানিয়ে দিয়েছেন, সদরঘাটের বিসর্জনস্থলের গেট সন্ধ্যা ৬টায় বন্ধ হয়ে যাবে। ফলে প্রতিমা বিসর্জন করতে হবে সন্ধ্যার আগে। তবে দুর্গাপূজা ও কালীপূজার সময় এই নির্দেশ কার্যকর হবে না। ওই দুই বড় পূজায় প্রশাসনের অনুমতিক্রমে সন্ধ্যার পরেও বিসর্জন হতে পারে। দুইদিন আগেই জেলাশাসক পৃথক নির্দেশে জানিয়েছিলেন, বাড়ির প্রতিমাও শহরে শোভাযাত্রা করে বিসর্জনঘাটে আসতে চাইলে প্রশাসনের অনুমতি নিতে হবে। নতুন নির্দেশের পর তাও কার্যকর কিনা, এর অবশ্য কোথাও উল্লেখ নেই।

গত সপ্তাহে মনসা প্রতিমা বিসর্জনে গিয়ে সদরঘাটে বরাক নদীতে তলিয়ে গিয়েছিলেন সাংস্কৃতিক কর্মী, শিক্ষক বিশ্বজিৎ (বিষ্ণু) কর। দুদিন পরে তাঁর মৃতদেহ উদ্ধার হয়। এই ঘটনায় শহরে শোকের ছায়া নেমে আসে। প্রতিমা বিসর্জনে জেলা প্রশাসন, পুলিশ বিভাগ ও পুরসভার দায়িত্ব নিয়ে প্রশ্ন ওঠে। এরই প্রেক্ষিতে ওই নতুন নির্দেশনামা। সন্ধ্যা ৬টার পরে বিসর্জন চলবে না, ওই সময়ে প্রতিমা নিয়ে শোভাযাত্রা হবে না, ভুগতে হবে না যানজটে—-ওইসব ভেবে মুহূর্তে অনেকে একে স্বাগত জানান। এতদিনে কাজের কাজ বলেও মন্তব্য করা হচ্ছিল। কেউ বলছিলেন, অসাধারণ পদক্ষেপ। কিন্তু আজ সকালেই বিভিন্ন সোশ্যাল মিডিয়ায় মিশ্র চর্চা শুরু হয়েছে। প্রশংসার পাশাপাশি অনেকে ভিন্ন মন্তব্য করছেন। বলছেন, দুপুরেই সমস্ত প্রতিমা বিসর্জনের জন্য বেরোলে ট্রাফিক জ্যামে স্তব্ধ হবে শহর। আশঙ্কা করা হচ্ছে, তাতে নাগরিক যন্ত্রণা বেড়ে যাবে। তবে অধিকাংশের দাবি, যে সময়েই বিসর্জন হোক, ঘাটে পুরসভার মানুষ থাকা আবশ্যিক।

The notice issued by Silchar Municipal Board (SMB) regarding idol immersion has become the talk of the town. Municipal Chairperson, Niharendra Narayan Thakur has made it clear that the gate at the ‘immersion ghat’ at Sadarghat will be closed at 6 in the evening. As such, idol immersion should be over before dusk.However, the 2 big events, Dura Puja and Kali Puja will be outside the purview of this order. Immersion during Dura Puja and Kali Puja may be done beyond the stipulated time of 6 PM, subject to the prior permission of the administration.

The circular No.CRR.57/2017/DDMA/13, dated 27/08/2018 issued under the sign and seal of Municipal Chairperson, Niharendra Narayan Thakur clearly stated that the said notice was served at the direction of the Deputy Commissioner, Cachar. However, what makes the issue complex is a separate notification regarding immersion issued by the Deputy Commissioner, Cachar; a few days back stated that, prior permission for immersion of idols would be mandatory for pujas organized both by clubs and individuals. There was of course no mention of cut off time for immersion in the order issued by DC Cachar. Now, people were confused as to whether both the orders issued by DC Cachar and Chairman SMB are valid at the same time or the order issued by SMB supersedes the one issued by DC Cachar.

The issue of immersion has recently been the most talked over subject in the recent days. After the death of social activist and teacher Bishnu Kar while idol immersion attracted lots of debate and discussion. People raised questions regarding the duties and responsibilities of the administration. Concerned citizens also voiced the demand of prohibiting idol immersion after sunset. The continuous procession for days together after Monosha Puja created traffic congestion. So, when the order of SMB was issued on Wednesday, initially people were happy thinking that this would end the problem of traffic clogging. However, on a deeper thought, now people are realizing that prohibiting immersion after 6 PM would open another pandora’s box as people would now come out with procession during day time and thereby create more problems for the commuters. This has become the topic of debate in social media since yesterday. Probably, only time can tell whether the people of this town will be able to display civic sense.
