No Idol Immersion Procession without permission: D.C. Cachar

মনসা প্রতিমা বিসর্জন নিয়ে গত কিছুদিন ধরে নাগরিক যন্ত্রণা চরমে ওঠে। যানজটে জেরবার গোটা শিলচর। এর সঙ্গে যুক্ত শব্দ হয় বিকট শব্দে কান ঝালাপালা করে তোলা। এ নিয়ে জনগণের তীব্র আপত্তি, সমালোচনার প্রেক্ষিতে জেলা প্রশাসন কিছু কড়া সিদ্ধান্ত গ্রহণ করে। জেলাশাসক এস লক্ষ্মণন জানিয়েছেন, এখন থেকে বাড়ির প্রতিমা বিসর্জনেও প্রশাসনের অনুমতি লাগবে। আবেদনেই জানাতে হবে, কয়টা গাড়ি থাকবে, সাউন্ড সিস্টেমে কেমন হবে। মাইক-স্টিরিওর মালিকদের জানিয়ে দেওয়া হয়েছে, ভাড়া চূড়ান্ত করার আগে প্রশাসনের অনুমতি রয়েছে কিনা তা তাদেরই নিশ্চিত হতে হবে। নইলে তাদের সামগ্রী বাজেয়াপ্ত হবে। কী ধরনের অবস্থায় সর্বোচ্চ কত তীব্র শব্দ হতে পারে, তাও নির্ধারণ করে দেওয়া হবে। সে জন্য সংশ্লিষ্ট ব্যবসায়ীদের নিয়ে একটি কর্মশালা হবে বলেও জেলাশাসক আজ জানিয়েছেন।

Hindus believe that the idols they worship must be immersed in water. The ceremony marks the farewell of the deities to their abodes. However, the latest trend that could be discerned at Silchar and two other towns of Barak Valley relating to the immersion phenomenon is highly disturbing. To cite a case, is the recently concluded ‘Manosha Puja’. For around four to five consecutive days, idol immersion takes place. The traffic was clogged due to the long queue of procession.  Under the influence of alcohol, crude dance competition to the tune of film songs, youth making vulgar gestures and eve-teasing formed a path of celebration.

Traffic remained disrupted all along the procession route. Consequently, the daily commuting traffic got hit with jams reported from different road sections. Delayed immersion chocked city’s roads, immersion extended late into the evening on fifth day also. All these happened just beneath the nose of the administration, which was expected to maintain law and order situation.

Finally, the district administration has resolved to put things in order and as such has adopted some strict measures. S. Lakhsmanan, Deputy Commissioner, Cachar informed that from now onwards prior permission of the administration will be compulsory for taking out any idol immersion procession. This is applicable for pujas performed by clubs and those performed privately in houses. In the prior permission seeking application, the organizers of the puja will have to mention the number of vehicles they will use and also about the specification of the sound system.

A notable aspect of this idol immersion procession is the use of high-tech music system. The thing which surprises the most is that the idol of the goddess is of a very small size but the carrier van loaded with multiple sound boxes almost covers the deity. But now Cachar district administration has devised ways and means to stop such menace. S. Lakhsmanan further said that the sound system owners should check the permission letter issued by the administration from the organizers of the puja before finalizing the contract. If, however, it is found that any puja party are using sound system during immersion without valid permission of the administration, then the entire sound system will be seized. Not only that, the administration will also specify the decibel of sound at which music can be played. In this regard, a workshop will be held by the administration with the mike owners.
