Assam University to go for Students’ Union election with VCs room locked since 11 days

৮ অক্টোবরঃ ২৮ সেপ্টেম্বর উপাচার্যের অফিসকক্ষে তালা ঝুলিয়েছিল ছাত্র-গবেষকরা। সেই তালা এখনও ঝুলছে। ১০দিন ধরে অতিথিশালা থেকে অফিস চালাচ্ছেন আসাম বিশ্ববিদ্যালয়ের উপাচার্য দিলীপচন্দ্র নাথ। প্রতিদিন নিজের সরকারি আবাসন থেকে বেরিয়ে সোজা চলে যান বিশ্ববিদ্যালয়ের অতিথিশালায়। সেখানেই প্রয়োজনীয় ফাইল পাঠানো হয়। জরুরি বোধে অফিসার বা শিক্ষকরা অতিথিশালায় গিয়ে কথা বলেন উপাচার্যের সঙ্গে।

আন্দোলনকারী ছাত্রদের একটাই দাবি, গণিত বিভাগের অধ্যাপক সমীর বেহরাকে ফের কাজে যোগ দিতে দেওয়া চলবে না। বিশ্ববিদ্যালয়ের এগজিকিউটিভ কাউন্সিল এর আগে গবেষকের ফেলোশিপ আটকে রাখার দায়ে তাঁকে দীর্ঘকালীন ছুটিতে পাঠিয়েছিল। সমীরবাবু আদালতে যেতেই উপাচার্য সেই নির্দেশ প্রত্যাহার করে নেন। এরই প্রতিবাদে ছাত্ররা আন্দোলনে নামে। তাঁদের বক্তব্য, বিশ্ববিদ্যালয় কর্তৃপক্ষ আদালতে সমীরবাবুর বিরুদ্ধে যুক্তি দেখাতে পারত। কিন্তু তাঁরা তা করেননি। প্রতিবাদে ২৮ সেপ্টেম্বর উপাচার্যের অফিসকক্ষে তালা ঝুলিয়ে দেন। পরদিন দিলীপবাবু দিল্লি চলে গেলে ওই তালা পুরো সিল করে দেয় ছাত্র সংসদ। দুদিন বাদে ফিরে এলেও তিনি নিজের অফিসের দিকে একবারের জন্যও যাননি। আন্দোলনকারীদেরও ডেকে কথা বলেননি।

এ দিকে, মঙ্গলবার বিশ্ববিদ্যালয়ের ছাত্র সংসদের নির্বাচন। বেলা ২টা পর্যন্ত ভোটগ্রহণ। এর পরেই গণনা। দিলীপবাবু অফিসে তালা ঝোলানো বা সমীরবাবুর নির্দেশ ফেরানো নিয়ে মুখ খুলতে না চাইলেও অনুমান করা হচ্ছে, তিনি নতুন ছাত্র সংসদ গঠনের অপেক্ষা করছেন। বিশ্ববিদ্যালয়ের অন্যরাও আশা করছেন, নতুন ছাত্রসংসদ গঠিত হলে তাঁরাই তালা ভেঙে উপাচার্যকে তাঁর অফিসে নিয়ে যাবেন।

তা অবশ্য বিদায়ী সভাপতি মিলন দাসের টিম পরাস্ত হলেই সম্ভব। এ বারের নির্বাচনে এবিভিপি, এনএসইউআই বা আকসা প্যানেল ঘোষণা করেনি। ভোট হচ্ছে মিলনপন্থী ও মিলনবিরোধী দুই শিবিরের মধ্যে। সভাপতি পদে লড়ছেন প্রিয়ানুজা বরা, অভিনন্দন মহন্ত ও শামিম বড়ভুইয়া। সাধারণ সম্পাদক প্রার্থীরা হলেন দেবোপ্রীতম সাহা, রাজা কুমার ও বিজয় বর্মন।

এ বার নির্বাচন পরিচালন কমিটির চেয়ারম্যান হলেন অধ্যাপক জি রাম। রিটার্নিং অফিসার সু্প্রিয় চক্রবর্তী।

October 8: On 28 September the students & researchers locked the room of the Vice Chancellor. That lock is still hanging over there and the Vice Chancellor of Assam University, Prof. Dilip Chandra Nath is continuing his official activities from the guest house of the varsity. Since the last few days, Prof. Nath comes out of his official residence and goes straight to the University guest house. All important files are sent over there. For any important task, the officers and teachers go to meet the ‘Big Boss’ over there.

The agitating students have zeroed in their demand of debarring Prof. Samira Behara from rejoining his job. The Executive Council of Assam University had sent Prof. Behara to long leave for withholding the fellowship of a research scholar. Interestingly, the Vice Chancellor withdrew the order related to forced leave of Prof. Behara as soon as he went to the High Court. It is in this context that the students have resorted to agitation. They are of the view that the university authorities could have very well put logical arguments against Prof. Behera in the court, which they have not done. As a mark of protest they locked the office of the Vice Chancellor on 28 September. The Students’ Union sealed the lock of the office of the VC, when he left for Delhi the following day (29 October). Though he returned back to the campus after two days, but not for once he tried to go to his office. He even did not call the agitating students for any discussion. Rather the Vice Chancellor preferred to function from the guest house of the varsity.

In such a stalemate situation, the election to the Students’ Union of the university will be held on Tuesday. The students will be exercising their franchise till 2 PM and counting will begin just after the voting gets over. Though

Prof. Dilip Nath is reluctant to pass any comment regarding the locking of his office room or withdrawl of the order of Prof. Behera, yet it could be fathomed that he was waiting for the formation of the new Students’ Union. Some others within the university fraternity are also hopeful that the new Students’ Union will break open the key and thereby enable the Vice Chancellor to function once again from his office after a brief stint of staying in  ‘exile.’

However, this expectation will only be fulfilled if the team of the outgoing Union President Milon Das fails to win today’s election. Interestingly, in this Students’ Union election no panel has been declared by ABVP, NSUI or ACKHSA. Tomorrows election is in fact a contest between two power camps—those who are for Milon and those who are anti-Milon. The contestants for the post of the President are Priyanuja Bora, Abhinandan Mohanta and Shamim Barbhuiya; whereas, for the post of General Secretary, Debopritam Saha, Raja Kumar and Bijoy Barman will be contesting. This year the Chairman of the Election Committee is Prof. G.Ram and Supriya Chakraborty will be the Returning Officer.

It needs mention here that the conscious citizens now doubt the credibility of the statutory bodies like Executive Council of the University. The drama witnessed by the people of the valley on the issue of Prof. Charvak has also raised multiple questions on the administrative capabilities of even the Vice Chancellor and the Registrar. Some of the senior citizens highlighted the fact that Assam University came into being as a result of a series of struggle by the people of this valley. However, they expressed anguish on the fact that mishandling of a plethora of issues by the top brass has not only hampered the academic atmosphere of the university but also exposed the state of lawlessness prevailing within the campus.
