অধ্যাপক বেহেরার শাস্তি প্রত্যাহার, আন্দোলনে বিশ্ববিদ্যালয়ের ছাত্ররা
Prof. Behera’s punishment withdrawn, Students launches agitation

২৮ সেপ্টেম্বরঃ ড. চার্বাকের পর ড. সমীরা বেহেরা মামলা। আদালত চোখ রাঙাতেই নিজের নির্দেশ ফিরিয়ে নিয়ে বোঝাপড়ার রাস্তা ধরে আসাম বিশ্ববিদ্যালয়। এ নিয়েই এ বার আন্দোলনে নেমেছে বিশ্ববিদ্যালয় ছাত্র সংসদ। নিরাপত্তা রক্ষীদের ব্যারিকেড ভেঙে উপাচার্যের অফিসকক্ষের সামনে বসে পড়েন ছাত্র-গবেষকরা। তাঁদের দাবি, অধ্যাপক বেহেরাকে কাজে যোগ দিতে দেওয়া চলবে না। আদালতে দাঁড়িয়ে যুক্তি সহ বিশ্ববিদ্যালয়কে বলতে হবে, কেন তাঁকে দীর্ঘকালীন ছুটিতে যেতে নির্দেশ দেওয়া হয়েছে। উপাচার্যের অবশ্য আজ অফিসে আসা নেই। তিনি সকালেই দিল্লি চলে গিয়েছেন। দিনভর ধরনার পর সন্ধ্যায় আন্দোলনকারীরা উপাচার্যের অফিসগেটের তালা সিলড করে বেরিয়ে আসেন।

অঙ্কের বিভাগীয় প্রধান ড. সমীরা বেহেরার বিরুদ্ধে অভিযোগ, তিনি ২০১৬ সালের অঙ্ক বিভাগের স্নাতকোত্তর পরীক্ষায় প্রথম বিভাগে প্রথম স্থানাধিকারীকে ইনস্পায়ারড ফেলোশিপের জন্য নাম পাঠাতে চাননি। স্বর্ণপদকজয়ী গবেষক দিব্যেন্দু সাহা এ নিয়ে উপাচার্যের সঙ্গে দেখা করলে তিনিও ড. বেহেরাকে নাম পাঠাতে বলেন। কিন্তু কাজ হয়নি। পরে দিব্যেন্দুবাবু ছাত্র সংসদের দ্বারস্থ হন। ছাত্র সংসদের চাপে উপাচার্য এই ইস্যুতে এগজিকিউটিভ কাউন্সিলের জরুরি বৈঠক ডাকেন। সেখানে ড. বেহেরাকে দোষী সাব্যস্ত করে দীর্ঘকালীন ছুটিতে যাওয়ার নির্দেশ দেওয়া হয়।

ড. বেহেরা একে চ্যালেঞ্জ জানিয়ে গৌহাটি উচ্চ আদালতে রিট পিটিশন দাখিল করেন। তাঁর যুক্তি, ইনস্পায়ারড ফেলোশিপের জন্য মূল শর্ত প্রথম বিভাগে প্রথম বটে, কিন্তু বিভাগীয় প্রধানদের আরও বহু দিক বিচার করেই নাম পাঠাতে হয়। দিব্যেন্দু সে জায়গাতেই আটকে যান। আদালত তাঁকে দীর্ঘকালীন ছুটিতে পাঠানোর কারণ জানতে চায় বিশ্ববিদ্যালয়ের কাছে। সেজন্য ২৬ সেপ্টেম্বর পর্যন্ত সময় বেঁধে দেয়। একেবারে ড. চার্বাক মামলার মতো নির্ধারিত দিনের আগেই সিদ্ধান্ত প্রত্যাহার করে নেয় বিশ্ববিদ্যালয় কর্তৃপক্ষ। নিযুক্তিতে গোলমালের অভিযোগ এনে চার্বাকবাবুর চাকরিটাই বাতিল করে দিয়েছিল বিশ্ববিদ্যালয়। তিনি আদালতে গেলে রায় দেওয়ার আগেই তাঁকে চকরিতে ফিরিয়ে নেওয়া হয়। তাঁর ক্ষেত্রে অবশ্য বিশ্ববিদ্যালয় ছাড়া আর কোনও প্রতিপক্ষ না থাকায় সমস্যা হয়নি। কিন্তু ড. বেহেরার ক্ষেত্রে ছাত্র সংসদ তাঁর বিরুদ্ধে থাকায় বিশ্ববিদ্যালয় আন্দোলনমুখর হয়ে ওঠে।

বৃহস্পতিবার রাত সাতটায় ছাত্র প্রতিনিধিরা উপাচার্যের অফিস কক্ষে তালা লাগিয়ে দেয়। তিনি তখন অফিসে ছিলেন না। ভোরে বেরিয়ে যাওয়ার কথা জেনে ছাত্ররা রাত সাড়ে তিনটা থেকে তাঁকে আটকানোর জন্য দাঁড়িয়ে থাকে। সাড়ে পাঁচটায় তিনি আসেন, কিন্তু ছাত্রদের বাধায় এগোতে পারেননি। তিনি তাঁর সরকারি আবাসনে ফিরে যান। ধীরে ধীরে আন্দোলনকারীরা সরে আসেন তাঁকে অফিসে ঢুকতে না দেওয়ার কর্মসূচি নিয়ে। তখনই তিনি বেরিয়ে বিমানবন্দরে চলে যান। দিল্লিতে প্রধানমন্ত্রীর সঙ্গে বৈঠক রয়েছে বলে সাংবাদিকদের জানিয়েছেন।

এ দিকে, ছাত্রছাত্রীরা প্রশাসনিক ভবনে ঢুকতে চাইলে নিরাপত্তারক্ষী বাধা দেয়। গেট বন্ধ করে রাখেন তাঁরা। রেজিস্ট্রার ড. সঞ্জীব ভট্টাচার্য এলে তাঁকে ঢুকতে দেওয়ার সময় সবাই হুড়মুড়িয়ে ঢুকে পড়েন। সোজা উপাচার্যের অফিসের সামনে ধরনা শুরু করেন। ঢোকার সময় সিকিউরিটি অফিসার গৌতম নন্দী পুরকায়স্থের সঙ্গে ছাত্র সংসদের সভাপতি মিলন দাসের কিছুটা ঠেলাধাক্কা হয়। গৌতমবাবু মিলন দাসের বিরুদ্ধে মামলার কথা বললে রেজিস্ট্রার এটি তাঁর ব্যক্তিগত ব্যাপার বলে এড়িয়ে যান। তিনি বেহেরা কাণ্ড নিয়ে সাংবাদিকদের কাছে মুখ খুলতে চাননি। উপাচার্য-রেজিস্ট্রার দুজনেই বলেন, আদালতে বিচারাধীন বিষয় নিয়ে কিছু বলবেন না।

উপাচার্য দিল্লি চলে গিয়েছেন জেনেও ছাত্র সংসদের নেতৃবৃন্দ জানিয়ে দিয়েছেন, তাঁর অফিস কক্ষের সামনেই ধরনা চলবে। বেহেরার শাস্তি বহালের পুনঃনির্দেশ জারি হলেই তাঁরা সেখান থেকে উঠবেন। তারা উপাচার্য পদে দিলীপচন্দ্র নাথের ইস্তফাও দাবি করেন। তবে সন্ধ্যা পর্যন্ত বিশ্ববিদ্যালয় কর্তৃপক্ষের কেউ যোগাযোগ না করায়  নিজেরাই সরে যাওয়ার সিদ্ধান্ত নেন। এর আগে গতকাল রাতে লাগানো তালাটি সিলড করে দেন।  বেরিয়েই ছাত্র সংসদের সভাপতি মিলন দাস বলেন, তাঁরা আন্দোলন থেকে সরে যাননি। উপাচার্য এলেই তা ফের শুরু হবে। দাবি না মেটানো পর্যন্ত উপাচার্যকে কিছুতেই অফিসে ঢুকতে দেওয়া হবে না।

September 28: After Dr. Charvak’s incident, an almost similar type of incident occurred at Assam University, Silchar. With the court adopting a stern stand, Assam University authorities adopted the path of mutual understanding. But this stand of the University did not go well with the Students’ Union and so they launched an agitation. They broke the barricade of the security guards and sat for dharna in front of the office of the Vice Chancellor. They demanded that Prof. Behera cannot be allowed to join. They said that the University will have to stand in the court and explain with logic the reason for sending Prof. Behera for long leave. However, the Vice Chancellor will not be coming to his office today as he has left for Delhi in the early morning.

The allegation leveled against Prof. Behera is that in the year 2016, he denied to forward the name of the student for Inspired Fellowship, who secured 1^st class 1^st position in M.Sc Mathematics. When the gold medal winner research scholar Dibyendu Saha met the Vice Chancellor, he too asked Prof. Behera to forward the name for the Fellowship. But Prof. Behera did not do so. Finally, Dibyendu Saha approached the Students’ Union. Die to the pressure of the Students’ Union, the Vice Chancellor was compelled to call an emergent meeting of the Executive Council (EC). In the EC meeting, resolution was adopted and Prof. Behera was directed to proceed on long leave.

Prof. Behera challenged this order and filed a writ petition in Gauhati High Court. He argued that though the basic criteria for Inspired Fellowship is 1^st class 1^st position in M.Sc, but the head of the departments have to verify various other facets before forwarding the name of any student for it. Dibyendu’s name was not forwarded as he failed to satisfy the other facets. The High Court wanted to know from Assam University within September 26, the reason for sending Prof. Behera on long leave. In this backdrop, Assam University acted in a similar manner as they did in the case of Dr. Charvak. Before the stipulated date of 26 September, Assam University withdrew its decision. Citing anomalies in his appointment, Dr. Charvak was terminated from his job. But when he approached the judiciary, he was reinstalled before the court could pass its judgement. However, in his case, apart from the University itself, there was no one else who opposed the matter. But in case of Dr. Behera, the atmosphere of the University became surcharged as the Students’ Union is tooth and nail against him.

The students locked the gate of the office of the Vice Chancellor at around 7 PM on Thursday. He was, however, not in his office at that time. The students came to know that he will go out early in the morning and so they assembled at 3.30 in the night to stop him from going. He came out at 5.30 in the morning but could not proceed due to the resistance of the students. As such, he returned back to his official residence. After some time, the agitating students came near his office with the intention of not allowing the Vice Chancellor to enter his office. He took this opportunity and reached the airport. He informed the media that he has to attend a meeting with the Prime Minister in Delhi.

Meanwhile, when the agitating students wanted to enter the administrative building, they were not allowed to do so by the security guards. But when Dr. Sanjiv Bhattacharjee, Registrar of the University entered, the students also rushed behind him and somehow managed to go inside. They went straight near the office of the Vice Chancellor and sat for dharna over there. While the students were forcefully entering, a minor clash occurred between the Security Officer Gautam Nandi Purkaystha and Students’ Union president, Milon Das. Gautam Nandi Purkaystha threatened to file a suit against Milon Das in this regard. However, the Registrar ignored this issue and said that this might be a personal view of the Security Officer. When asked both the Vice Chancellor and the Registrar refused to comment on the issue of Prof. Behera citing the reason that it was a sub-judice matter.

Though the Vice Chancellor has gone to Delhi, yet the agitating students have declared that they will continue their dharna in front of the office of the Vice Chancellor. They further said that until and unless Prof. Behera is not again ordered to proceed for long leave, they will not end their agitation. They even demanded the resignation of Prof. Dilip Chandra Nath from the post of the Vice Chancellor.
