Landslide in a river in Tibet, Assam on high flood alert

১৯ অক্টোবরঃ চিন অধিকৃত তিব্বতের ইয়ারলুং সাংপো নদীতে ধস নেমেছে। তাতে অরুণাচল ও  অসমে হড়পা বান আসতে পারে। দুই রাজ্যেই নদীর কাছাকাছি থাকা বাসিন্দাদের সতর্ক করে দেওয়া হয়েছে। উদ্বিগ্ন অরুণাচলের সাংসদ নিনং এরিং এ ব্যাপারে কেন্দ্রের দৃষ্টি আকর্ষণ করেছেন। অসমের মুখ্যমন্ত্রী সর্বানন্দ সোনোয়াল বিদেশমন্ত্রী সুষমা স্বরাজের সঙ্গে এ নিয়ে কথা বলেছেন। তিনি তাঁকে জানিয়েছেন, ইয়ারলুং সাংপোতে কৃত্রিম হ্রদ সৃষ্টি হওয়াতেই এই আশঙ্কা দেখা দিয়েছে। যে কোনও সময় ডিব্রুগড়, তিনসুকিয়া, ধেমাজি, লখিমপুর প্রভৃতি জেলায় বন্যা দেখা দিতে পারে। সোনোয়াল তবু রাজ্যবাসীকে আশ্বস্ত করে জানান, কলকাতা থেকে এনডিআরএফের ৬টি দল অসমের উদ্দেশে রওয়ানা হয়েছে।

বিদেশ মন্ত্রকের মুখপাত্র রবিশ কুমার জানিয়েছেন, এ নিয়ে চিন সরকার নিয়মিত তাঁদের সঙ্গে যোগাযোগ রেখে চলেছেন। এর ভিত্তিতে সংশ্লিষ্ট রাজ্যগুলিকে সতর্ক করে দেওয়া হয়েছে। তবে চিনের জলসম্পদ মন্ত্রক সূত্রে দাবি করা হয়েছে, ইয়ারলুম সাংপো বা ব্রহ্মপুত্র নদে ধস ঠেকানো গিয়েছে। ১৬ অক্টোবর  সকালের পর আর বড়সড় কোনও অঘটনের আশঙ্কা নেই।সে ধরনের কোনও পরিস্থিতির সৃষ্টি হলে চিন সরকার আগেভাগে জানিয়ে দেবে বলেও মন্ত্রক সূত্রে জানা গিয়েছে।

October 19: China informed India about a landslide blocking its main stream in Tibet leading to formation of an artificial lake. Chinese Embassy spokesperson Counselor Ji Rong said that his country has activated the ‘Emergency Information Sharing Mechanism’ with India following the landslide on Wednesday morning near Jiala Village in Milin County in the lower ranges of Yarlung Tsangpo river in Tibet. The landslide struck near a village in Menling County and the water in the artificial lake had risen to 131 feet by Thursday, according to Chinese authorities.

The Chinese side has been keeping close communication with the Indian side on Yarlung Tsangpo River hydrological information, reflecting another positive gesture of implementing the Wuhan consensus between President Xi Jinping and Prime Minister Narendra Modi.

Yarlung Tsangpo river is called Siang when it enters Arunachal Pradesh and Brahmaputra in Assam. Districts along the Brahmaputra river in Arunachal Pradesh have been put on high alert for possible flash floods. Assam Chief Minister Sarbananda Sonowal Saturday directed authorities in districts bordering Arunachal Pradesh to “remain alert” for possible flash flood. The district administration, District Disaster Management Authorities (DDMA) and all other departments concerned have been asked to remain on alert. Six NDRF teams from Kolkata are scheduled to arrive here and will move to the districts as and when required. External Affairs Minister Sushma Swaraj spoke to the Chief Minister Friday night and urged him to take all possible measures in the wake of the situation.
