Manipuris of Assam wants ST status, movement to be launched from Silchar

২৩ সেপ্টেম্বরঃ তফসিলি উপজাতি স্বীকৃতির দাবিতে আন্দোলনে নামছেন অসমের মণিপুরিরা। শিলচর থেকেই শুরু হবে এই আন্দোলন। শুরুতে গণমিছিল করে জেলা প্রশাসনের মাধ্যমে স্মারকপত্র পাঠানো হবে প্রধানমন্ত্রী, মুখ্যমন্ত্রী ও কেন্দ্রীয় উপজাতি কল্যাণ মন্ত্রীর কাছে।

রবিবার শিলচরে বিভিন্ন মণিপুরি সংগঠনের যৌথ আহ্বানে গণ-আলোচনা ও প্রকাশ্য সভা অনুষ্ঠিত হয়। তাতে পৌরোহিত্য করেন মণিপুরি সমাজের প্রবীণ ব্যক্তিত্ব শরতচন্দ্র সিংহ। দীর্ঘ আলোচনার পর উপজাতি স্বীকৃতির দাবি আদায়ে আন্দোলনের সিদ্ধান্ত চূড়ান্ত হয়। গঠিত হয় মণিপুরি সিডিউলড ট্রাইব ডিমান্ড কমিটি। তবে কবে থেকে আন্দোলনে ঝাঁপানো, তা চূড়ান্ত হয়নি এ দিন।

মণিপুরি সাহিত্য পরিষদের সাধারণ সম্পাদক বসন্তকুমার সিংহ বলেন, চারিত্রিক ও শারীরিক কাঠামোতে মণিপুরিদের মধ্যে উপজাতি সত্ত্বা বিদ্যমান। ব্রিটিশ আমলে তাই তাঁদের ফরেস্ট ট্রাইবই বলা হতো। কিন্তু  স্বাধীনতার পরে তফশিলি জাতি-উপজাতির তালিকা চূড়ান্ত করার সময়ে বিনা কারণে মণিপুরিদের বাদ দিয়ে দেওয়া হয়।

অল আসাম কোচ-রাজবংশী স্টুডেন্টস ইউনিয়নের (আক্রাসু) মণিপুরিদের এই দাবি আদায়ে পাশে থাকার অঙ্গীকার করে। ছাত্র সংগঠনটির সাধারণ সম্পাদক গোকুল বর্মন রবিবারের সম্মেলনে উপস্থিত থেকে মণিপুরিদের বক্তব্যকে সমর্থন জানান। এ ছাড়াও বক্তব্য রাখেন অসম মণিপুরি সাহিত্য পরিষদের প্রদেশ সভাপতি নরেন সিং, মৈরা পাইবি নেত্রী এ লিলি দেবী, আসাম মণিপুরি প্রোগ্রেসিভ ফ্রন্টের তেজমণি সিংহ প্রমুখ। গণ-আলোচনা ও প্রকাশ্য সমাবেশের অন্যতম আহ্বায়ক ডা. এম শান্তিকুমার সিংহ শুরুতে স্বাগত ভাষণ দেন।

Manipuris of Assam have decided to launch a mass movement from Silchar in demand of providing them ST status. They will initiate the movement through a mass rally and then will submit memorandum to the Prime Minister, Chief Minister & Minister of Tribal Affairs through the Deputy Commissioner, Cachar.

In this regard, a joint convention of the different Manipuri associations was held at Silchar on Sunday. The mass convention was presided over by veteran Manipuri personality Sarat Chandra Singh. After threadbare discussion, detailed blueprint for a mass movement was chalked out and ‘Manipuri Scheduled Tribe Committee’ was formed. But the date for launching of the movement was not yet finalised.

Basanta Kumar Singh, Secretary of Manipuri Sahitya Parishad said that in terms of culture and physical structure of the body, the Manipuris are most akin to the tribals. That is why they were regarded as forest tribes during the British era. However, in post independent era, without any valid reason, their community was struck off from the list of Scheduled Tribe.

All Assam Koch Rajbangshi Students Union (AAKRSU) has assured to stand by the Manipuris in this demand. Gokul Barman, Secretary of the Union was present in the meeting held on Sunday and supported the Manipuris. Relevant lecture was given on the issue by Karen Singh, A Lily Devi, Tejamani Singh among others. Dr. M Shanti Kumar Singh gave the welcome address.
